The victim had got sanctioned a plan to construct a house from Howrah Municipal Corporation. Arati Das, being envied lodged a complaint at Shibpur Police Station to prevent the construction and also filed a civil case before District Sessions Judge in the month of May 2007. But the judgment came in favour of the victim on 20 th August 2008; but Ranjit was not able to continue the construction work because of police disturbances. Police frequently visited his house and threatened not to carry out the work. The masons were forced to stop construction. Ranjit was forced to appear at the station on a daily basis. On 23 rd January 2008 police ordered the victim to completely stop the construction work, but Ranjit ignored the threats and continued his work. West Bengal 451 FF Code : W.B. / MON (S. Mukhtar Ahamed) District – North 24 Parganas / Aug– 18/08/2008/Sl.NO- 142 Victim(s) : 1) Ichhahque Mallik 2) Ersad Ali Perpetrator(s) : 1) OIC 2) Sadhan Ghosh, 2 nd Officer 3) BSF Officials 4) Saiad Mondal Location : Hariharpur village, Bagdah Date of incident : 18/08/2008 Case Details: Victims Ichhahaque Mallik and Ersad Ali are brothers, residing in Hariharpur village, falling under the jurisdiction of Bagdah Police Station. On 18 th August 2008 the victims were arrested by the 2 nd Officer of Bagdah Police Station from their home, neither issuing any memo of arrest nor telling the reason. They were filed under a false theft case. On 19 th August 2008 the victims were produced before the ACJM of Bongaon after medical treatment at Bagdah Rural Hospital. They were sent to jail custody and released under bail on 10 th September 2008. The intention behind these incidents is that, a local smuggler Saiad Mondal tried to smuggle car from India to Bangladesh. Ichhahque noticed this and prevented him from carrying this activity. The car was seized by the BSF Officials, which paved way for a grudge. FF Code : W.B. / MON (Susmita Roy Chowdhury) District –South 24parganas / MAR -14/03/2008/Sl.NO- 145 Victim(s) : 1) Israul Seikh 2) Naz Bibi Perpetrator(s) : 1) Anoar Mallik 2) Police Location : Kankuni, Pubpara Date of incident : 06/02/2008 Case Details: Victim Israul Seikh is a resident of Kankuni, where he has been residing for more than 50 years. Since the past three years the victim has been facing problems from Anoar Mallik, an immigrant from Bangladesh, who escaped from his country having committed some murder. This person made good relations with the local anti- social elements and police in the region. He used to collect money illegally from small businessmen of the locality. On 6 th February 2008 this Anoar came to the tea shop of the victim and demanded money. A year back, on 26 th February 2007 the same man came to the hotel of Israul and demanded money. When the victim denied it, he entered Israul’s house, scattered all the things and beat up his wife Nax Bibi. Israul filed a case at Alipore Court for he was ignored by the police. On 31 st January 2007 the OIC of Rabindranagar Police Station stopped Israul on the road, dragged him to the police van, took him to the station holding the nape of his neck, and forced him to sign in a blank paper. The same thing was repeated this time also, and Israul was brutally beaten up by Anoar, who also took away Rs.3000 from his house. After the destruction of the tea shop, the victim went to Rabindranagar Police Station, where he was advised to abide by the words of the perpetrator. On 13 th February 2008 Israul send a written complaint to the SP. The local people are so afraid of Anoar that they fear to protest against his illegal activities. FF Code : W.B./MON (Gopen Chandra Sharma) District- Murshidabad/July-29/07/2008/Sl.No.-206 Victim(s) : 1) Kanai Mondal 2) Jyotsna Mondal 3) Mamoni Mondal Perpetrator(s) : 1) Rajat Das, SI 2) Sunayan Bose, OIC 3) PCs 4) Sandeep Kumar Yadav, BSF AC Location : Char Rajanagar village, Raninagar Date of incident : 27/04/3008 Case Details: Victim Kanai Mondal, aged 50, is a resident of Char Rajanagar village, falling under the jurisdiction of Raninagar Police Station. The victim is a marginalized farmer and was also a social activist. His was not in the good report of the police, and the latter tried to trap Kanai in some way or the other. On 27 th April 2008 Rajat Das, SI of Raninagar Police Station barged into the house of the victim along with 12 policemen while the family was sleeping. Kanai was arrested without issuing any memo of arrest. The victim was just in his under garments and the police didn’t allow him to wear his lungi (casual wear similar to dhoti) either.
