On 9 th December 2007, the above mentioned perpetrators trespassed into the boundary of the victim’s house and started cutting the jack fruit tree. When Ram Prasad and his wife Jharna Kundu protested, the perpetrators assaulted them with sharp weapons. They also abused the victims with filthy words. Jhanra was humiliated, and the perpetrators broke a finger on her left hand, causing severe blood injury. Ram Prasad went to Deganga Police Station, but the officer on duty just filed a FIR on 10 th December 2007, and didn’t take any further action. Jharna was hospitalized. On inquiry, the SI of the station stated that the charge sheet has been submitted and the case is handled by the Court. West Bengal 429 FF Code : W.B. / MON (Murari Dey) District – Hooghly / APR - 02/04/2008/ Sl.NO – 74 Victim(s) : (Late) Ramrati Perpetrator(s) : Police Location : Uttarpara Date of incident : 27/03/2008 Case Details: Victim Ramrati was a mentally ill patient residing in Uttarpara Women Vagabond Home for the past 43 years. She died in the home on 27 th March 2008. Uttarpara Police were informed about the death over phone. A. Sharma, the ASI of the station went to the home, saw the body, talked with the manager and went back. He informed his higher authorities but nobody responded. The body remained in the home the whole day owing to the negligence of the SP. Finally the body was taken to Walls Hospital, Serampore for post mortem but there was a dispute between the executive and the judiciary as to who will inquest the body. Finally the post mortem was conducted on 30 th March 2008 and stated that the death was an unnatural one. Of late it came to light that the body was not disposed till 2 nd April 2008. Hafijul Seikh, the younger brother of Renuara is a farmer. On 9 th March 2008 Azabul Sardar was crossing the field of Hafijul with few cows, treading upon the crops. A hot altercation picked up between the victim and the perpetrator, the result of which Azabul beat Hafijul with a bamboo stick. On 10 th March 2008 Renuara met Azabul and questioned him, owing to which the latter grew furious and beat the victim. He also abused her in the presence of other farmers. Azabul assaulted Renuara with a sharp weapon. Her right palm was injured oozing out blood. Renuara went to Raninagar Police Station but the officials just registered a general diary entry without filing a criminal case. On 11 th March 2008 Ali Mohammad Mollah, the son of Renuara was also attacked by the perpetrators to such an extent that he fell unconscious. The same day Renuara went to Raninagar Police Station along with her brother and son, but the OIC demanded Rs.500 as bribe to initiate action against the perpetrators. Mukhtar Ahamed) District – North 24 Parganas / MAR–10/03/2008/Sl.NO- 113 Victim(s) : Rita Karmakar Perpetrator(s) : 1) Bikram Acharjee 2) Bikash Acharjee 3) Police Location : Gurpara, Deganga Date of incident : 22/11/2007 Case Details: Victim Rita Karmakar, aged 18 is a resident of Gurpara village. She had pre-marital relationship with Bikram Acharya (a) Bapi, S/o Bikash Acharjee of the same village. Both decided to get married but the boy’s father didn’t agree. During the month of November 2007, Bikash entered the house of the victim, scattered all the articles and beat up the whole family brutally. He kicked on the belly of Rita, with the intention of killing the baby in the womb, the result of which she had to abort the child. On 24 th November 2007 Ritu went to lodge a complaint at Deganga Police Station, but the police remained negligent. Now the victim started telling everybody in the village about the matter, due to which Bikash came to her house once again with few strange men and raped her. Again police was silent over the issue. On 14 th February 2008 Ritu was summoned to the police station and detained the whole day under illegal custody. The next day she was taken to the court along with Bapi. A lady police threatened Ritu not to speak anything against the perpetrators in the court, or Bapi would never marry her. Thus a case was registered only against Bapi with charges of rape, and no case was filed against his father and the strange men who raped the victim. West Bengal 430 Annual Report on Torture 2007
