Case Details:
Victim Manik Chandra Kuri, aged 58, is a resident of Canal East Road, falling under the jurisdiction of
Maniktala Police Station. The victim owns a piece of land at Pran Krishna Nagar measuring 25 Sq.ft
jointly allocated by ‘Bosti Committee’, ‘United Central Refugee Council’ and local CPI(M) in the year
1992. After a year, the above mentioned perpetrators started creating pressure upon the victim to give
the property in their hands, where Manik had already constructed a house and started a business of
manufacturing undergarments. On 8 th October 1993, Manik’s son Manas died abnormally, owing to
which the family shifted to Canal East Road. During this time the perpetrators destroyed the victim’s
house at Pran Krishna Nagar. Manik was also subjected to brutal torture owing to which he was
hospitalized. The victim lodged several complaints at Maniktala Police Station but in vain. Complaints
were also send to the SHRC, DC, Detective Department, Commissioner of Police, CM but nothing took
place in favour of Manik.

Case Details:
Victim Makbul Hossain, aged 27 is a resident of Garmandaran village, falling under the jurisdiction of
Goghat Police Station. The victim owns a mobile shop, located at Kamarpukur Chati. On 15 th December
2007 the shop was looted during night hours and a cash of Rs.11,000 was also carried away. The victim
rushed to Goghat Police Station, and the duty officer denied him permission to see the OIC, for the latter
was taking rest. Makbul came back once again after sometimes and the officials denied filing a FIR. After
hearing everything the officer agreed to file the FIR but when the victim insisted on arresting the home
guards posted in the area he denied filing the same. Finally the FIR was booked, and when the victim
asked for the copy he was drawn to the police station for two days, and finally handed after much
harassing. On 19 th December 2007 Makbul submitted the list of recharge coupons with the details of
name and addresses. On 22 nd December 2007 a suspect was identified and the OIC asked his friend
to arrange for a vehicle for investigation. On 24 th December 2007 Makbul called up the IO who asked
him to arrange for a hired car, and the same day Sabir Ahamed Seikh was arrested in connection with
the case. On 25 th December 2007 the relatives of Sabir called up Makbul to compromise the case, but
he refused. The same day at evening Makbul came to Goghat Police Station to find Sabir released.
