Case Details:<br />
Victim Halema Bibi, aged 55 and her husband Anchhad Mondal were staying with her daughter<br />
Nuresha Bewa and grandson Bipul Mondal, aged 20. The family resides in Roypara village, falling<br />
under the jurisdiction of Jalangi Police Station. Nuresha was a widow and her father handed over his<br />
land to her. Imran Mondal, the nephew of Nuresha quarreled over this and demanded a share. On 15<br />

December 2007 Imran and his wife picked up a quarrel with the family of the victim. Halema received<br />
heavy blows during the scuffle that broke out. Imran pulled her hair and struck her with a wooden frame.<br />
She fell to the ground and her head began to bleed profusely. Black spots appeared all over her body.<br />
After this incident the victims went to Jalangi Police Station, following which Halema was hospitalized. A<br />
general diary entry was registered at Jalangi Police Station on the same day. Halema send a written<br />
complaint to the SDPO of Domkal on 11 th January 2008. Again on 27 th January 2008 the victim was<br />
hospitalized and finally she breathed her last on 2 nd March 2008. On 3 rd March 2008 Bipul went to<br />
Jalangi Police Station and lodged a FIR. Despite lodging two complaints, the police neither started<br />
investigation nor took any action. The family of the deceased in now under threat from the accused<br />
person. When Bipul went to inquire about the case, the SI threatened him not to disturb any further, or he<br />
would be implicated in a false case.<br />

Case Details:<br />
The above mentioned victims are Indian citizens detained in Rajsahi Jail. The victims have completed<br />
their term of imprisonment but still they are detained under illegal custody. It was revealed that the victims<br />
were not treated well in the jail, and left to starve, without proper clothes to wear. Mr. Balbir Singh, 1 st<br />
Secretary to the High Commissioner, Indian High Commission at Dhaka stated that the mistake was on<br />
the part of the Bangladesh authorities. Mr. Harun-Ur-Rasid, SP of Rajsahi Jail on the other hand stated<br />
that letters were sent to the BSF who failed to respond. The Commanding Officer (CO) of BSF blamed<br />
the Bangladesh Rifles, stating that they didn’t hand over the victims.<br />
