He was an auto driver, and dwelled along with his mother Minu Sil and elder brother Laltu Sil. Both Biltu’s mother and brother conspired against him after the death of his father, and got the auto registered in the name of Laltu. They also pressurized him to leave the house. Minu went to the court and declared that she has only one son, namely Laltu. On 7 th January 2008 and 26 th March 2008 Biltu lodged two complaints at Kasba Police Station. After this the victim was facing continuous threats from his brother. Laltu repeatedly quarreled with him. Feeling insecured, Balti approached Kasba Police Station on 8 th April 2008, but the police refused to receive the complaint. On 12 th April 2008 Laltu assaulted the victim with a wooden stick, causing severe bleeding on his left hand and right palm. When the victim approached the police station to report on the same, the police just filed a general diary entry, rather than filing a criminal case. No.-108 Victim(s) : 1) Binayak Mondal 2) Debojyoti Ghosh Perpetrator(s) : 1) OIC 2) Dhritiman Thakkar 3) Riyaz Alam (a) Pappu Location : Nandaram, Burrabazar Date of incident : 14/01/2008 Case Details: Victims Binayak Mondal, aged 33 and Debojyoti Ghosh, aged 29 are journalists. On 11 th January 2008 devastating fire engulfed the seventh and tenth floor of Nandaram Market. On 12 th January 2008 the victims were covering the news in representation of a media channel named NE TV. There were other media professional too. On 14 th January 2008 when all the media people were busy telecasting a live coverage, 10 to 15 people all of a sudden assaulted the victims mercilessly. The strangers tried to snatch the camera from Binay’s hands. They burned the OB Van that was stationed there. They dragged Binay from the place he was standing so as to set him apart. The police who were stationed there for security purposes were mere spectators. The perpetrators fled from the place as soon as DSP Ajay Ranade arrived. Two among them namely Dhritiman Thakkar and Riyaz Alam (a) Pappu were caught and later cases were filed against them on 14 th January 2008, at Burrabazar Police Station, according to the suggestion of the DSP. FF Code : W.B. / MON (Murari Dey) District – Hooghly / Feb-23/02/2008/ SL.NO- 69 Victim(s) : Bisakha Mondal Perpetrator(s) : 1) Priyobroto Bakshi, OIC 2) Khokan Jana Location : BDO, Singur Date of incident : 08/07/2005 Case Details: Victim Bisakha Mondal was born in Krishnanagar village of Nadia district. The family of the victim is very poor. She was married to a Bangladeshi young man at the age of 13. Bisakha gave birth to a son. Bulen, the husband of the victim deserted her and returned to Bangladesh, following which Bisakha admitted her son in an orphanage home. She got a job in the Block development Office, Uluberia, and dwelled in Singur staff quarters. She also brought back her son from the orphanage. On 8 th July 2005 Kokhan Jana, a casual employee of BDO along with his wife assaulted the victim and her son. The victim received no help from the BDO and hence approached Singur Police Station. A dairy was registered and Bisakha was hospitalized. After a month the IO of the station threatened the victim to withdraw the complaint and stated that he wouldn’t take any action against Kokhan. Bisakha visited various government officials who put pressure upon the police station, but the officials advised the victim to withdraw the case. Till date the police have not taken any action against the perpetrator for they are influential people. FF Code : W.B. / MON (Susmita Roy Chowdhury) District–South 24 Parganas / MAR-19.03.2008/ SL.NO- 147 Victim(s) : Biswanath Ghorami Perpetrator(s) : 1)Gokul Chakraborty 2)Sambhu Sardar 3)Panchu Sardar 4)OIC Location : Majlishpur, Falta Date of incident : 15/03/2008 Case Details: Victim Biswanath Ghorami, aged 46, is a farmer residing in Majlishpur village, and belongs to the Scheduled Caste Community. The victim owns 51 acres of land, in which he practiced horticulture with help of the Central Govt., having taken loan from a Gramin Bank. On 2 nd March 2008, Gokul Chakraborty, and few other people barged into the field of Biswanath with weapons and cut down all the trees and plants, ransacked the Green net house, and a room. Several species of plants were carried away. Around 21 to 25 labourers, who were working in the field were also assaulted by the miscreants and hailed with abuses. Though complaints were lodged at Falta Police Station, the police just registered the case and never arrested the perpetrators. Biswanath sustained a loss of Rs.5,00,000. Every time the victim returned from lodging a complaint at the police station, Gokul would come the next day with a group of men and spoil the vegetation. He send written complaints to several administrative authorities, particularly the SP, BDO, DIG, IG, DM but no fruitful result turned out. On 15 th March 2008 Gokul came with 100 supporters of the ruling CPI(M), barged into the land of the victim, abducted him and subjected Biswanath to brutal torture at Jagala village. Police arrived late at the place and rescued him from their hands. Though the victim was hospitalized, the perpetrators were not arrested. The family members of Biswajit approached the police, but the duty officer kept the complaint aside and till date they are not interested in taking any action against the perpetrators.
