Case Details: 

Victim Markandappa, aged 60 is a resident of Madera Halli village under Kolar Taluk. The victim is 

working as a coolie. His son Srinivas was in love with the daughter of Lakshmi Devamma and often 

went to her house. Now Srinivas belongs to the Vokkaliga caste and the girl belongs to the Kuruba caste. 

On 24 April 2008 there was a clash between Lakshmi Devamma and Srinivas that the latter returned 

home and hid in the cattle shed. In the meantime Lakshmi lodged a complaint with Kolar Rural Police 

Station alleging Srinivas of harassing her daughter. Accordingly the victim was arrested from his house 

and taken to the station. Markandappa went to the station with food but his son wasn’t there. Srinivas was 

admitted in SNP Hospital with stomach ache. At the hospital the victim couldn’t be found anywhere and 

a policeman stated that he could have escaped. After some time another policeman who was in civilian 

attire informed Marandappa that Srinivas was found dead on Vemgal Road. The victim suspects this 

could be a murder. Owing to his penury Markandappa is not able to go to the court.

Case Details: 

Victim Nandan, aged 40 was a resident of Sasimala under Wyanad district, of Kerala state. His place of 

residence was adjacent to the Karnataka Forest Region. Nandan used to collect twigs for firewood from 

the forest area for many years. On 3 January 2008 the victim went into the forest and never returned. 

Santha, W/o Nandan assumed that her husband would have been taken into custody for interrogation in 

connection with a case related to their neighbours or he would have been delegated to do some work in 

the forest. Santha was hence not much worried about his absence. But on 24 January 2008 a police 

official from Pulpally Police Station informed the wife of the victim that Nandan had expired in Mysore 

Medical College. He also informed that the victim was in Mysore Jail in relation with a forest case. 

Santha suspects that her husband would have died because of custodial torture. She urges necessary 

inquiry into the case and appropriate action against the officials responsible for her husband’s death. 

Santha also requests the post mortem to be performed in the presence of higher ranked police officials.

The victim Chandh Pasha was a resident of Mandi Mohalla and was working as a mechanic. On 1 

March, 2008 the CCB police have gone to the victim’s house and have taken him to the police station for 

inquiry. But Chandh Pasha has not returned home after a day. When the victim’s parents have gone to 

the police station, the police have abused them and sent them back. But the victim Chandh Pasha was 

not released for four days. So his parents have again gone to the police station. Then the police have told 

them that Chandh Pasha had accepted that he had killed a jewel merchant. The police have illegally 

detained Chandh Pasha at the police station for four days and have tortured him severely. Later the 

police have fabricated a case against him and have sent him to jail. When the victim’s parents have met 

him at the police station, they were shocked to see injuries on his left shoulder, right thighs and right knee 

due to police assault.

Case Details: 

The victim Samshu Khan (a) Basha was a resident of Muskam village. He had a piece of land in the 

village. There was a land dispute between the victim Samshu Khan (a) Basha and Devan Naidu. The 

case was at the Court. Meantime, Devan had bribed the police Inspector. On 15 June, 2008, a police 

constable had gone to the victim’s house and had called him to the police station. When the victim had 

refused, the police had abused him with filthy words. Then the police had dragged him to the police 

station and threatened to include his name in the criminal list. Then the police have given him a slate 

mentioning something and have taken photo. After the incident the victim Samshu Khan (a) Basha felt 

humiliated to face the people of his community. He suffered due to mental agony.

Case Details: 

The victim Kemparaju was a resident of Aswalu village. His sister Bhagyamma was married to Nagaraju. 

Due to intolerable dowry harassment, she has committed suicide on 25 th August, 2008 by jumping into 

the river with her two children. So the father of the victim has filed a complaint against Nagaraju at 

Hunsoor Police Station. The police have received bribe from the accused and mentioned that they were 

missing. Later the accused Nagaraju has bribed the police and has come out on bail. He had persuaded 

the police and has filed a complaint against the victim Kemparaju that he had stolen valuables from his 

house. On 15 th March, 2008 the police have gone to the victim Kemparaju’s house. The police had 

informed him that he will not be arrested if he withdrew the dowry death case, which he filed against his 

brother-in-law.

Case Details: 

The victim Mohammed Ali Phver was a resident of Savannur village. On 10 April, 2008 he had gone to 

his friend’s coconut thicket. Then the victim Mohammed Ali Phver and his friends have taken rest at the 

thicket. All on a sudden a police jeep had stopped by the thicket. The victim and his friends have not paid 

attention to the police. Few policemen have got down from the jeep and have entered into the coconut 

thicket. The police have questioned them for not paying attention to the police and have beaten them 

fiercely. The police alleged that they have played gambling and have abused them offensively. Later the 

police have filed a false case against the victim Mohammed Ali Phver and his friends and harassed 

them physically and mentally.

The victim Vancheera K. AjayKumar is the coordinator of the Hoddur natives and Civil Welfare Committee.

kill him. Though the case was proved to a false allegation, the victim still lives under threat. The police did 

not respond properly. So it has caused great psychological in convenience to the victim Vancheera K.

Case Details: 

Victim Ananda, aged 58 is a resident of Thorenoo village under Somwarpete Taluk. The victim belongs 

to the gowda clan and he is an illiterate person. Ananda’s wife Rangamma, daughter Kavita and son 

Ravi are all coolies. On 30 January 2008 the victim’s brother Dasappa filed a complaint at Kushalnagar 

Police Station alleging Ananda to have threatened to kill him with regard to a property issue. There was 

a property clash between the victim and his brother and the court order was in favor of Ananda. But 

Dasappa acquired the help of the police and tried to evict Ananda from the property. When the victim went 

to the police station to file a counter complaint he was abused and driven away from the police station. 

Ananda desires stringent action against the indifferent police.

Case Details: 

The victim Bhavani Shankar was a resident of Bhagamandala and he was a forest guard by profession. 

On 15 October, 2007, he had heard some noise and had gone to trace that. But he was attacked by a 

local smuggler named Dubai Suresh. The victim sustained grievous injuries on his neck and chest and 

he had become unconscious. He was hospitalized for nearly a month and had undergone a surgery on 

30 January, 2008.Then he had given a complaint to the police. The police Sub-Inspector had refused to 

take proper measures against the accused, though the victim Bhavani Shankar had given him a 

personal statement. The police have procured a wrong statement from a doctor mentioning that the 

victim had inflicted injuries by himself. The police have remained inactive after receiving bribe from the 

accused.

Case Details: 

Victim Chandrashekar B.L is a resident of Murunadu village under Kodagu district. The victim practices 

agriculture to sustain his livelihood. On 2 February 2008 Chandrashekar was involved in protesting

against the encroachment of forest land in Hoddur village. The activists of Dalitha Sangharsha Samiti 

(DSS) were also involved in this protest. At that time two resident of that village namely Ramesh and 

Poonachcha warned the victim not to participate in the protest. In his fury Poonachcha shot Chandrashekar. 

A case was filed in Murunadu Out-Post Police Station regarding this but ASI Ganesh so far hasn’t taken 

any action in respect to the complaint. Though the DSS members held protests it yielded no fruit. The 

victim has suffered severe injuries because of the bullet.

Case Details: 

Victim Chapala Gangappa, aged 60 is a resident of Mini Kambalapalli village under Chintamani Taluk. 

The victim is an eyewitness of the Kambalapalli incident where 7 Dalits for burnt alive. From then 

Chapala Gangappa has been regularly threatened by the Reddy community. After the session court 

judgment the court recommended to give protection to the witness. But the police gave protection only for 

a week, but later unknown people were found roaming around the victim’s house. The village people 

and leaders of DSS (A) movement complained against the tense atmosphere created by those people 

to Chintamani Police Station but in vain. Kambalapalli village is 36 kilometers away from Chintamani 

town. This arrangement was made by the government so as to avoid clash between the Dalits and the 

Reddy’s. But the victims are facing continuous threats from the upper caste, and leading a life of fear. On 

11 February 2008 and 13 February 2008 again few strangers were roaming around Chapala Gangappa’s 

house but the police never turned out to render protection, rebuking that the villagers were not Chief 

Ministers or VIP’s to be given protection.

Case Details: 

Victim Chikkamallige, aged 28 is a resident of Bheemanagar under Kollegal Town. The victim is 

working as a reporter in the ‘Kahale’ Fortnight Magazine. In the January section of his magazine 

Chikkamallege wrote an article on AC Satyabama exposing the fact that she misused Government 

money. After this the AC offered some money to the SI of Kollegal Town Police Station and got a criminal 

case registered against the victim. The police came to his house searching for the victim but having 

gained news of this earlier, Chikkamallege fled from Kollegal. In his absence the police began to abuse 

his father. They even entered the house and searched it. Chikkamallege states that the case against him 

is unwarranted and false. The AC should have filed a Defamation case against him and not a criminal 

case he states. Though Chikkamallege appealed for bail in Kollegal Court, the judge rejected it. He has 

also appealed to the High Court but no reply has turned out. Now Chikkamallege is leading a life of fear.

Case Details: 

Choudappa is a resident of Batlahalli village under Chintamani Taluk. He got his daughter Padvathamma 

married to Manjunath Reddy. Now this Manjunath tried to kill his elder mother while she was taking bath. 

She was admitted in Bangalore Hospital under a serious condition. This incident was witnessed by his 

son Prathapa Reddy, who in turn told the matter to the other family members. Manjunath over heard this 

and crushed Prathapa with a wooden log on his head while he was sleeping. This happened on 16 May 

2008. The victim died on the way to the hospital itself. The matter was informed to Chintamani Police 

Station but the police didn’t take any action. So the relatives of the decease compassed the police station 

by bringing the body to the station. But SI Manjunath Selty didn’t react to the incident. The villagers were 

agitated and threw bricks at the police station. Dy.S.P Ganesh arrived at the place and assured to take 

action, following which the mob dispersed, and the body was sent for post mortem. But till date no action 

has followed. Though there are valid proofs the police refuse to arrest the accused for they are bribed.

Case Details: 

Dharmappa aged 35 resides at Doddalli Village, in Somvarapete Taluk. He is a coolie. On 06 July 2008 

his wife named Kusumavathi went to Doddalli village to meet Svami Gowda to request him to provide 

her some work. Svami Gowda and his wife Radha had assaulted Kusumavathi. Kusumavathi went to 

the Shanivarasanthe Police Station to file a complaint but the SI refused to act positively Instead, he 

verbally abused her and chased her away. The head of the village D.B.Dharmappa tried to induce 

Kusumavathi’s son to accept Rs. 500 and demanded that the matter should be suppressed without 

taking it to the notice of police or concerned authorities .

Case Details: 

Victim Dinesh, aged 32 is a resident of Sampigedalu village under Somwarpete Taluk. The victim 

belongs to the Scheduled Caste community. There was a small argument between Dinesh and 

Chennamallappa, a retired army man of the same village. The latter always demanded work from the 

victim alleging Dinesh of owing him some money. When Dinesh refused to work for him he was abused 

in return. This Chennamallappa had assaulted few of the boys in the village belonging to Dinesh’s caste. 

On 22 January 2008 Dinesh was threatened by this person, that he was greatly afraid and filed a 

complaint at Somwarpete Police Station the very next day. The SI and Constable who first accepted the 

complaint then began to chide Dinesh once they knew that the perpetrator was an army man. The victim 

was also forced to withdraw the complaint. Now Dinesh feels psychologically depressed after this 

incident.

Case Details: 

The victim Amanulla Khan was a resident of Bangarpet. He got his elder daughter Anjum Khan married 

to Norulla Khan in 2006. Amanulla Khan had given her 15 sovereigns of gold as dowry. In 2007, Norulla 

had again demanded dowry and had sent Anjum to her father’s house. The victim Amanulla Khan had 

given her Rs 30,000 and sent her back to her husband’s house. In this circumstance, Anjum had given 

birth to a female kid. Norulla had again tortured her to get money. On 27 January, 2008 the victim 

Amanulla Khan had received a phone call that his daughter Anjum was not well and he has gone to 

Norulla’s house. He was shocked to see his daughter unconscious. They rushed to the hospital, but 

Anjum had died on the way. The victim Amanulla Khan had gone to the police station to file a complaint. 

But the police refused to accept the case and they were in a dilemma whether it was a murder or a 

suicide. Later due to pressure from DHRM, the police have filed the FIR, stating that his daughter was 

murdered.

Case Details: 

The victim Hulibele Suresh was a social worker. On 17 June, 2008, an auto driver, Rajappa had expired 

after consuming liquor. The victim Hulibele Suresh along with others had complained at Bangarpet 

Police Station. But the Excise police were negligent and did not take measures against the complaint. 

The police have received bribe from the liquor sellers and have not taken measures against them. The 

people have picketed in the road and the Deputy Superintendent of Police had assured to take measures.

Case Details: 

The victim Krishnappa was a resident of Gownipalli village and he belonged to Madiga caste. The 

village consisted of the dominant Reddy caste and Dalit people. There was a clash between the Reddys 

and the Dalit, Madigas. The Reddy caste men have assaulted the Madigas. The police received bribe 

from the dominant castes and supported them. The police have also filed false case against 14 Madigas, 

including the victim Krishnappa. The people of the Madiga Organization have organized a Dharna 

against the Reddys. The police insulted their organization and involved in caste discrimination.

Case Details: 

The victim Kumar was a college student. The father of the victim had a land dispute with one Muddaiah 

of the same village. The victim’s father had approached the Court and the Court verdict was in favour of 

him. After few days, when the victim’s brother had gone to the field, the accused Muddaiah have 

threatened him and chased him out. On 16 February, 2008 the victim’s father had gone to East Police 

Station to give a complaint. In spite of producing the Court order, the Si had supported the accused and 

trees from his field were cut down. When the victim had questioned the police, he was taken to the 

outskirts of the town and beaten brutally. 


Victim(s) : Anjappa

Case Details: 

The victim Anjappa was a resident of Murugal village and was a Dalit. On 21.01.2008 the victim’s 

daughter who was 16 years old had gone to fetch drinking water. Then three forest officers have 

knocked her unconscious and have raped her. She had reported it to her parents. Then the victim and 

his daughter have gone to Bangarpet Police Station to lodge a complaint. The Circle Inspector had 

refused to file the case after receiving bribe from the accused. Taking advantage, the accused have 

threatened to burn the victim’s daughter. Later the victim Anjappa and his daughter have approached the 

SP. In presence of the SP, the CI had got her complaint.

Case Details: 

Victim Subbegowda, aged 50 is a resident of Arepalya village under Kollegal Taluk. The victim is 

married and has two children. Subbegowda is a tenant in the agricultural land owned by Umesh Babu. 

On 20 December 2007 an elephant was found dead in the village and the forest authorities being bribed 

by the wealthy land owner Gowtham failed to investigate the matter. Instead they registered a case 

against the owners of the nearing plots including Subbegowda. The victim gained news of this from the 

local papers. He applied for bail from the local court but was rejected. He appealed to the High Court and 

is waiting for the order. Till then Subbegowda is living in hiding in fear of the police.

Case Details: 

The victim Fakeeravva was a resident of Srirahalli Taluk. On 28 March, 2008, she had gone to 

purchase clothes at a store with her daughter. Then her two year daughter who had gone out was found 

missing. The victim had searched for daughter everywhere, but she was able to locate her. Later she 

had given a complaint at Guthala Police Station. The police were negligent and after 15 days, the victim 

had gone to the police station to know if they have found any clues. But the police blamed her for loosing 

the child and chased her out.

Case Details: 

Victim Gavi Rangaiah, aged 41 is a farmer residing in Bellur village under Nagamangala Taluk. The 

victim is educated up to PUC is practices seasonal agriculture. He is married to Ratnamma and has two 

sons and a daughter, all of whom are studying in 7 th Standard, 2 nd Standard and 5 th Standard respectively. 

Gavi Rangaiah belongs to the Scheduled Caste community. There was a land dispute between the 

victim and Sidappa of Thavareker belonging to Vokkaliga community. In Mandya district the atrocity on 

the SC/ST community is more. The upper caste people prevail over the SC/ST by creating a division 

among them. The police also neglect taking proper action upon the complaints of these people. In the 

case of Gavi, Sidappa was frequently disturbing the victim not allowing him to cultivate his own land. Gavi 

approached Bellur Cross Police Station but his pleas went unanswered despite frequent requisitions.

Case Details: 

The victim Giridavva was a resident of Ranebennur. On 9 March, 2008 when she was sleeping alone 

in her house, her neighbour Suresh had entered into her violently. He had snatched her sari and raped 

her. But Suresh had announced the villagers that the victim herself had invited him to her house and she 

had snatched Rs 8000 from him. Later the victim had informed the village heads but it was in vain. The 

next day, she had given a complaint to the police. But the police have remained inactive. The culprit had 

absconded due to negligence of the police.

Case Details: 

Victim Glory (40), W/o Anandam is a resident of Telugu School Out-House under Marikuppam. The 

victim belongs to the Madiga community and is working as the attendant in the school. Glory resides in 

the house allotted by BGML Company, to which belongs the school. She has been residing here for the 

past twenty years. Since three years Rangama Naidu, the Head Master of the school began to disturb 

the family of the victim, demanding of them to vacate the house, for he considered Glory and her family 

as a disturbance to his illegal contact with cook Vasanthi. On 15 February 2008 he organized a dharna 

in front of the victim’s house with the help of the students demanding to vacate the house. Again on 27 

February 2008 when everybody were away from the house the head master set Glory’s house on fire. 

Though the matter was immediately informed to the police they asked to submit a written complaint and 

put the matter under rest. Still the head master and the cook are found roaming about freely. The victim 

is not interested to lodge complaints against the indifferent attitude of the police for she feels that her family 

needs their help.

Case Details: 

The victim Hanumanthappa Pujara was a resident of Ranebenur. The Gram Panchayat had sanctioned 

her permission to construct a house under ASHRAYA scheme. Accordingly, on 10 April, 2008, when

the victim Hanumanthappa Pujara had gone to the land to construct the house, his relatives stopped him. 

The relatives of the victim have abused him and sent him away. Previously, the case of the site was at 

the Court and the verdict was in favour of the victim. The victim Hanumanthappa Pujara had gone to the 

Ranebennur Rural Police Station to lodge a complaint. The police have abused him abruptly and 

refused to get his complaint. Later the victim had got a letter from the Thasildar with the help of DHRM and 

then his case was registered.

Case Details: 

Victim Jagadish is a resident of Mini Kambalapalli, and belongs to the Adi Dravidar community. The 

victim is a Dalit activist, who engaged himself in strengthening the Dalit people with regard to Kambalapalli 

Incident, along with activists of DSS and CPI. The case in the session’s court favoured the Reddy 

community, owing to which Jagadish was actively involved in fighting against the injustice. The Reddy 

community was somehow trying to suppress the victim. Krishna Reddy, an accused in this case and 

many other accused were trying to abduct and murder Jagadish. On 11 February 2008 and 13 

February 2008 few strange people were found roaming around the house of the victim. Jagadish 

informed the matter to the police and HC Narasimhamurthy was send to the place for security purpose. 

But the HC began to abuse the victim and his mother. He addressed Jagadish’s mother as a bastard. 

Thereafter the police also joined hands with the real culprits and threatened the victim not to involve in the

Victim Kanchanamma, aged 61 is a resident of Oorgaum. The victim is a widow and has no sons. Her 

elder daughter is married to Mani, who owns a vulcanizing shop in front of KGF Court. Kanchanamma 

is working as a peon in Seventh Day Adventist School at Robertson Pet. This Mani cheated the victim 

by getting her signature in her husband’s death certificate and thereafter began to sell her deceased 

husband’s property. Having gained knowledge of the illegal activity of her son-in-law Kanchanamma 

filed a case at Chennai with the help of the school principal wherein she was working. Mani began to 

harass the victim to withdraw the complaint under the threat of torturing her daughter. On 16 th March 

2008 Kanchanamma again lodged a complaint at Champion Reef Police Station. But the police were 

convincing the victim to settle the issue at the family level. Following this the Principal spoke with the SI, 

and after the intervention of a human rights organization the SI filed the FIR and handed it over to the 

victim.

Victim Kodanda Pani, aged 53 is a social worker and an Ambedkarist residing in Oriental line under 

KGF. The victim belongs to the Scheduled Caste community. Kodanda released audio cassettes and 

CDs to propagate Dr. Ambedkar’s Ideology, and the function was inaugurated by ADGP Subhas 

Bharani, IPS. The victim also runs a general stores department and a STD Booth. Many BGML 

employees had credit account in the store. One such customer refused to pay any credit and threatened 

Kodanda with the help of a local rowdy. The victim approached Oorgaum Police Station but the police 

refused to register the complaint and began to abuse him if he was a VIP. Kodanda then requested the 

IPS, who in turn spoke with the SI of Oorgaum Police Station to consider the case but in vain, for the local 

rowdy had political influence. Instead the SI filed 107 cases against Kodanda and his family members 

including the children. Later on Kodanda received bail from the court. But the victim states that the police 

caused him and his family lot of mental pressure, and he is unable to eat and sleep, thereby leading a 

life of fear each and every day. Even in this condition Kodanda is not ready to pursue case against the 

police for he fears they might spoil his sons education.

Case Details: 

Krishnappa, aged 40 is a DSS Convener residing in Srinivas Pura. On 2 April 2008 he received a 

phone call from his friend Narasimha, asking him to come to the bus stand. Krishnappa went accordingly 

and there he found a girl named Sowmya. She was a student of Srinivas Pura Government High 

School. The head master enticed the victim to come with him assuring to give her the SSLC Mathematics 

Examination Question Paper to be held the next day. Sowmya too went with him in his motor bike. But 

the head master took her to a forest in Mulbagal Road and tried to rape her. The girl managed to escape 

and fell in the hands of Narasimha, who in turn brought her to Krishnappa. Now both the friends and the 

victim went to the police station but the officer on duty asked the parents of the girl to lodge complaint, and 

refused to file the same. Then Krishnappa informed the matter to the press, following which he went to the 

girl’s parents. But they were not interested in pursuing the case thinking it would spoil their daughter’s 

reputation.

Victim Kubendrappa, aged 35 is a resident of Madaba Halli village under Chinthamani Taluk. On 5 

October 2007, Rajanna, the brother of the victim was murdered by Anitha Ramamurthy. This Anitha had 

illegal contacts with Rajanna. He died after having food in Anitha’s house and his body was found near 

the house. She added poison in his food and killed him. The same day Kubedrappa lodged complaints 

against Anitha at Chinthamani Rural Police Station but the police didn’t take any action. The post mortem 

report also affirmed that Rajanna was poisoned to death. Following this the victim and many other people 

organized a dharna in front of the Dy.S.P Office. The APMC members, the Ex-Panchayat President 

and many others participated in the dharna. The Dy.S.P received the memorandum and assured that 

the accused would be arrested but so far no action has followed. So the victim and his associates are 

demanding the case to be referred to the CID. This is a common thing in this Taluk states the victim, for 

many such cases have gone un-answered.

Case Details: 

Victim Kumaran, aged 36 is a resident of Marikuppam and works as a daily wage labourer at a 

company in Bangalore. On 04.11.2007 Geetha, W/o Kumaran was admitted in Ganesh Maternity 

Hospital at Robertson Pet for her first delivery. Dr. Loganayagie assured that it would be normal delivery 

but the doctors conducted cesarean, and she delivered a baby boy. When applying oxygen it was noted 

that the cylinder was empty. The victim and the doctor rushed to a nearest hospital and brought another 

cylinder. In the meantime Geetha passed away. The doctor said she would compensate for her death, 

and requested not to create any agitation in the hospital. Kumaran approached Vimochana Woman’s 

Association but they referred him to the branch at Kolar. The matter was also reported to Robertson Pet 

PS and the D.S.P, but they took no action. The news was published in the local newspaper too.

Victim Madivanan, aged 50 is a resident of Gangamma Playa village under Bangarpet Taluk. The 

victim is a social worker and also a convener of DSS Ambedkar Wada. Most of the villagers are 

coolies, the result of which the sale of illicit liquor is more in this area. The police also allow it as they get 

bribe from the sellers. On 20 May 2008 two persons died after consuming poisonous arrack. The 

bodies were buried in a hurry. Initially the police denied accepting that the deaths were due to liquor 

consumption from unauthorized sellers. Madivanan and his associates organized a dharna and protested 

against the police. Finally SP Shiva Kumar and DySP Kudichi came and declared that the deaths were 

due to the consumption of illicit liquor. The victim states if they had kept silent about the incident the police 

would have registered it as a natural death. Thereafter the deaths of Gowramma, Pusaraj, MGR and 

Gandhi were also registered as deaths due consumption of illicit liquor.

The victims Madivanan and Rajana were residents of Gangamma Palya and they were social workers. 

The sale of illicit liquor was active in their area. Though the people have given several complaints to the 

police, the police remained inactive after receiving bribe from the sellers. On 20 th May, 2008, two men 

have expired on consumption of liquor. The victims Madivanan and Rajana along with the people of that 

area have organized a protest against police inaction over the deaths. Later the SP has visited the spot 

and has registered a case mentioning that the deaths have occurred due to consumption of illicit liquor.

neighbor named Mahesh. Mahesh used to criticize and tease Mahadevamma . She had taken this to 

the notice of her husband. Later the matter was solved by the panchayat. However Mahesh continued 

to disturb Mahadevamma On 04 May 2008 one Muddashetty took Raju to the field. Later Raju never 

turned up. Mahadevamma discovered that her husband was murdered by Mahesh near National 

Highway at Gundlupete. Mahadevamma had informed the incident to the police. Later Mahadevamma 

filed a complaint against the perpetrators to the police. Mahesh and the other abettors were arrested but 

they were released without proper investigation. Mahadevamma and her relatives approached the 

D.S.P. The D.S.P directed them to the SP. The SP had ordered to take appropriate action but in vain. 

The culprits were disturbing and threatening mahadevamma and her relatives for having lodged complaint 

against them. The police had never taken steps either to ensure their safety or to arrest the culprits.

Victim Maheswari, aged 33 is a resident of Oorgaum Pet. The victim had been living in her aunt’s 

house, where she fell in love with Selvaraj, who dwelled in the opposite house. Both got married without 

the knowledge of Maheswari’s guardian on 7 May 1998. In 2001 they were blessed with a baby boy and 

named him Solomonraj. Later Maheswari’s parents gave her money and gold ornaments. After few 

days Selvaraj went Mysore and returned only after a week or ten days. The victim then came to know 

that he was a popular thud and was already married. Despite this fact Maheswari compromised to stay

then the victim was left to starve. He also began to suspect Maheswari and tortured her. On 10 March

Helpline. The lady police summoned the couple for investigation. Selvaraj was under the influence of

and worked as coolies.All of them had the habit of drinking.But the police and the excise department took 

no step to curb the preparation of illicit liquor.The police received bribe from the makers and allowed 

them to continue their business.The deaths took place due to the negligence of the police and the excise 

department.Protest is only way that such innocent deaths can be avoided is the statement of Muni Raj.

who was a SFI activist and also a member of the CPI. On 20 May 2008 Srinivas and the Ex. Zilla 

Panchayat member organized a dharna under the leadership of Munivenkatappa in front of Bagepalli 

Police Station. Even after the dharna the police have not taken any action against the accused. It is 

alleged that the police are bribed by the perpetrators not to take any action against them.

Victim Ravi P.M, aged 18 is a resident of Karkalli under Somwarpete Taluk. The victim has studied upto 

7 th Standard and is working as a coolie. On 3 rd February 2008 Ravi was watching cricket match at 

home. Suddenly Darshan, Papanna and Ravi barged into the house of the victim and assaulted him with 

a coconut on his back and stomach; and pulled him out of the house. By then Ravi’s brother returned 

from a marriage he had attended and tried to protect his brother, but he too was beaten up. The 

perpetrators inquired the victim about one Venkappa and when Ravi denied knowledge of the same they 

left the place. The victim states that those persons had assaulted him owing to some previous grudge. 

Ravi then got admitted at Somwarpete Hospital and later police came and took his statement. But till date 

they have not taken any action against the accused. Moreover the police have helped the perpetrators 

to avail bail. Ravi states that the police have denied him justice all because of BJP Politics, the result of 

which the accused are threatening the victim.

Parameshwara aged 66 resides at Kattemadu paisari located in Madikeri taluk. On 16 July 2008 

around 7 o’clock in the morning few strangers fired at Parameshwara while he was on his way to the 

temple. Parameshwara sustained severe injuries in his abdomen and fell to the ground. The strangers 

who shot him were Harish and Mandappa. They had shot him by accident while aiming to shoot a dog. 

Harish and Mandappa rushed Parameshwara to a hospital at Mangalore the doctor refused to give 

treatment. Later he was taken to Madikeri hospital. The doctor struggled to take out the bullets that 

pierced through Parameshwar’s abdomen. Harish and Mandappa bore the medical expenses of 

Parameshwar. Parameshwar’s daughther and son in law went to the police station to lodge a complaint 

against Harish and Mandappa but the police refused to take the complaint under the pretext that the 

perpetrators had agreed to bear the medical expenses of Parameshwara.

Victim Priya (25), W/o (Late) Selvam is a resident of Oorgaum. The victim belongs to the Adi Dravidar 

community. Her husband is an auto driver. On 8 March 2008 Selvam came home along with his friends 

for coffee and left within few minutes. After few hours Priya received news that her husband was lying 

injured at a marriage hall. She went to the place and found him dead. There was a deep injury on the 

back of his head. Immediately Priya lodged a complaint at Oorgaum Police Station and gave the name 

of the persons who had accompanied him as suspects. Thereafter Kumaresh, one of the friends was 

traced at Thirupathi and it came to light that he had assaulted Selvam on his head during a scuffle using 

a stone. Kumaresh was arrested but released the very next day. It is alleged that CI Vivekanand 

received bribe from the accused and released him. Following this the family of the deceased protested 

on Ambedkar Road, placing the dead body. Inspector Puttamadaiah came to the spot and assured to 

take action. In the meantime Kumaresh surrendered before the JM Court and KGF Police took him into 

custody. The police knew all the real facts regarding the murder of Selvam but released the real culprit 

having received bribe. So the protest was widely published throughout the city and owing to the wide 

propaganda the CI and the politicians had planned to surrender the accused in the court.

Victim Belavatti, aged 25 is a resident of Hanagal under Haveri district. The victim is the president of 

Karnataka Rakshana Vedike in his area. On 30 March 2008 Belavatti had a fight with his uncles over a

case of B value, meaning there are no sufficient evidences to take action. Belavatti also approached

Victim Raju, aged 45 is a resident of Shivalli under Mandya Taluk. The victim is married to Sunita and 

has a son and a daughter. He is a coolie and at times sold milk to manage his family needs. Due to 

uninterrupted worked Raju couldn’t shift the cow dung in front of his house, over which his neighbours 

often fought. On a particular day Anil, the son of Raju’s neighbour and his cousins Shivaram and 

Shankar assaulted the victim with a wooden stick. When Raju went to the police station the officials didn’t 

bother to take action. The SI was in favour of the culprits. The matter was then taken to the panchayat, 

where also the victim didn’t get justice. On 15 January 2008 Raju was again assaulted by the perpetrators. 

He once again went to the police station but he was driven away by the SI and threatened to be arrested. 

Raju has lost all his hopes on the police, but he desires justice in this matter.

cordial relationship with the relatives of the accused and making all attempts to close the case. The police 

failed to take action under the pretext that he was absconding.

Ravi and his father stating that they threatened to murder him. There was a property clash between the 

family of the victim and his uncle, and the court order fell in favour of Ravi. Dasappa planned a plot against 

Ravi and his family with the help of the police so as to acquire the property. Dasappa also abused the 

victims with filthy words and threatened to murder them. When Ravi went to lodge complaints regarding 

this he was driven away. The victim availed an anticipatory bail on 23 February 2008, and seeks justice 

in this case.

Victim Lakshman is a resident of Kambi Bane village under Somwarpete Taluk. The victim’s son 

Sandeep had a small brawl with Dinesh, S/o Murali on 22 July 2007. The latter and his father beat up 

Sandeep severely. Sandeep was found missing after this incident and when Lakshman searched for 

him he was found dead. When the victim filed a complaint at the station the police made no efforts to trace 

the real culprit and instead harassed Lakshman and his wife, accusing them of killing their own son. 

Though the victim gave names of few suspects the police took no step to arrest them. Therefore on 7 

September 2007 a protest was organized in front of the DC’s Office with the help of Karnataka Raita 

Sangha and few other organizations. A memorandum was also submitted before the SP of Kodagu and 

a deadline of 15 days was given to trace the real culprits, but so far they received no support from the 

police. The second day after the death of Sandeep, a man named Purushottam came to Lakshman and 

warned him not to lodge complaints with the police. The victim therefore urges stringent action against the 

police for harassing them, and also punish Murali and his son Dinesh for murdering his son.

Victim V. Satisha, aged 38 is working as KSRTC Depot Manager for the past six years in Byadagi. The 

troubles from the private vehicle operators are common in the bus depot. Very often the private operators 

break the glass of government buses and assault the staff of NWKSRTC buses. Complaining to the 

police yielded no result, for they received heavy bribe from the accused. Satisha also suffered in the 

hands of the miscreants who assaulted him brutally. Despite intimations to the police they took no action. 

For the past one year 23 cases have been reported to the police but they have not taken any action. The 

KSRTC staffs are worried about the activities of the miscreants and the indifferent attitude of the police.

Case Details: 

Victim Seetha, aged 18 is a resident of 2 nd Block KGF under Robertson Pet. The victim was in love with 

Rajesh, a resident of the same village. Both of them eloped on 25 March 2008 and got married in a 

temple at Oorgaum Pet the next day. They stayed in a friend’s house at Bangalore and returned to KGF 

on 6 April 2008. The next day Seetha and Rajesh went to the latter’s house but Rajesh’s family 

members didn’t accept them. On 7 April 2008 Seetha lodged complaints against the family members of 

Rajesh at Robertson Pet Police Station but the police refused to file an FIR. So the victim organized a 

dharna in front of Rajesh’s house with the help of her well-wishers criticizing the police inaction. The next 

day Rajesh’s parents produced their son in the police station. CI Puttamadiah called the panchayat 

members and convinced his parents. After this the bride and groom were entrusted in the hands of the 

panchayat, and they were married again in the presence of the panchayat. Due to this action of the police 

Seetha is not interested in pursuing action against them.

Case Details: 

Victim Shivanna is a physically challenged person residing in Angavikalara Vokkuta under Kolar 

district. The victim is a convener in Angavikalara Vokkuta Organization. The victim and other handicapped 

people were facing a number of problems every day regarding which they approached the DC Office so 

as to submit their demands. But the Security Guard never allowed them to meet the Official. The 

politicians who came in cars were allowed to go inside the gate. Thus on 26 March 2008 these people

organized a dharna in front of the DC Office against the guard. This dharna was supported by the 

people’s movements and handicapped association, claiming equal, valuable and useful training for the 

handicapped by the government. A number of handicapped women who couldn’t walk also participated 

in the dharna. They demanded that the security should allow them inside or the DC should come 

outside. When their pleas went un-answered the victims forced themselves inside but the huge gate was 

closed. Finally the DC came out and inquired in a harsh tone. He just received the petition for the sake 

of getting it.

Victim Siddlingamma Angadi, aged 40 is a resident of Sangur. The victim’s husband is an employee in 

a sugar factory where all the workers received no payment for the past 20 months. Last year all the male 

workers made a strike but in vain, and complaints were also lodged against them. Later on the women 

from Sree Shakti Committee started to protest and they crossed 70 odd days in protest. Nobody cared 

to look at the victim and his associates while they were admitted in the hospital during the strike. All the 

workers and women made a protest at the DC’s Office. Though they were on a hunger strike the DC 

never bothered and ordered the SP to arrest all the 300 women participants. A police constable laid 

hands on Siddlingamma but she resisted. The influence of the MLA was strong in this case, and that’s 

the reason for the negligence of the police. But the victim and her associates strongly state that they will 

continue fighting till their husbands get the PF, and net salary due to them. Sree Shakti Group had 

planned a protest before the Rajabhavan in Bangalore and Siddlingamma Angadi seeks the help of 

human rights organization in this endeavor.

Somanna aged 40 resides at Doddebagilu grama in the district of Mysore. He is a farmer. He had paid

for the receipt of his payment. The bill collector abused him verbally and filed a fake complaint at the 

police station. Somanan went to the police station to file a complaint against the perpetrator but the police

Victim Somesha (22), S/o Aswathappa is a resident of Gowribidanure. The victim belongs to the 

Scheduled Caste community. Somesha’s father is a lorry driver, who worked under George. On 2 

February 2008 Aswathappa took the Zinger Road to Hubli. While returning he had loaded potatoes from 

Hyderabad to Chikkabalapur. This matter was informed to the family members by cleaner Siddapura 

Narasimha. But Aswathappa never returned home. Somesha inquired with the owner who stated that 

his father had received the salary on 7 February 2008 and left. Narasimha too said the same thing. Then 

Somesha gave an oral complaint at Gowribidanure Police Station on 18 February 2008 requesting the 

police to inquire the lorry driver and the cleaner but the police remained silent for they had been bribed 

by the accused. Even after Somesha submitted a written complaint the police didn’t take any action. 

When they were repeatedly pestered the police stated that Aswathappa might have been heavily drunk 

and roaming somewhere. They also insulted and threatened Somesha, and drove him away. Finally on 

10 March 2008 the victim met some media personnel and got this eviction published.

Sudha aged 28 resided at Hosavaranalli located at Hunsur Tq, in the district of Mysore. She was given 

in marriage to Kumar in 2007. Sudha was found missing and later it was found that she had died. 

Sudha’s husband had filed a complaint in the police station and the post mortem report revealed that she 

was raped and murdered. 3 months had elapsed since the complainant filed the complaint but the police 

are reluctant in taking appropriate action. It is suspected that incidents of this sort were common in 

Hosavaranchi village and the perpetrators involved were people having strong political background and 

they were protected by the police.

Victim T.C. Dharmappa, aged 42 is a resident of Tholuru village under Somwarpete Taluk. The victim 

is an illiterate, belonging to the Scheduled Caste community; and works as a coolie. On 13 th February 

2008 when Dharmappa was at home, a villager named Erappa barged into his house and began 

abusing him. He also demanded money from Dharmappa showing a notice from Aiyappa Swamy 

Trust of Hassan district. The victim is a physically handicapped person and fears of being assaulted by 

this Erappa. Hence he lodged a complaint at the police station, but the police were negligent and didn’t 

take any action. Dharmappa feels insecure without police protection and in course of time he has 

developed a sense of fear and depression.

Victim Umesh Babu, aged 37 is a resident of Kollegal under Chamrajnagar district. The victim is 

married and has two children. Umesh is a businessman by profession. On 20 December 2007 two 

elephants died under suspicious circumstances in the Arepalya area, where the field of the victim is 

located. The forest officials, without making a proper inquiry registered a false case against Umesh and 

many others. The victim gained news of this from the local newspaper, for his name appeared in the 

accused list. The neighbouring plot next to that of Umesh’s belongs to that of Goutham, a wealthy man 

in the locality. He had put up electric fencing around his field to keep away wild animals. He had acquired 

some government ponds which he had refilled with water and added salt. A lot of wild animals were 

attracted by the taste and came to these ponds. There are also suspicions among villagers that Goutham 

smuggles Deer meat to Bangalore and that the forest officials are also involved. That’s the reason the 

officials ignored his name in the list of accusers. The bail application of Umesh was rejected by the local 

court; hence he is living in hiding. Appealing at the High Court is very expensive and is a financial burden 

to the victim.

under KGF city. The victim belongs to the Scheduled Caste community. On 23 February 2008, Elangovan 

was playing cricket in the ground. At that time Aravindan, Lokesh and Vijay came to the victim. These 

boys were the sons of Elangovan’s neighbour, who had come from Chennai. They assaulted the victim 

using the cricket bat on his head causing severe bleeding. They had done this on a previous grudge, 

stating that the same day the previous year the victim and his father had assaulted them. The same boys

GH. Later Venkatesh filed a complaint at the police station but the police ignored the complaint of the victim 

considering him as a Dalit and also abused him using his caste name. The above mentioned police 

constables abused him and supported the accused. Venkatesh states that he will surely protest against 

the police if they don’t render him protection and justice.

had abused all three of them with vulgar words. He had asked them for the documents and helmets. The 

victim Bhaskara had questioned him for abusing them instead of imposing a penalty. The Sub-Inspector 

was aggravated and he had slapped the victim. Soon people have gathered in the road. The victim 

Bhaskara was humiliated, as he was beaten in presence of his friends and public. Later the police had 

imposed a penalty of Rs 100 for violating traffic rules. The victim had paid the money and then he had left 

the spot.

victim had driven his vehicle to the company. Two policemen have signaled him to stop. The road was 

busy and the victim was driving at high speed and so he could not stop. He had moved his vehicle to a 

little distance and then he had stopped. The two policemen were drunk and they have abused him with 

filthy words. The police have also beaten him and a crowd had gathered. The public gathered, have 

stopped the policemen from beating the victim. The victim Shivakumar had given a complaint against 

the concerned policemen. The next day, the two policemen have gone to the victim’s house and asked 

him sorry for beating him the previous day.

Victim Fairoz Khan (30), S/o Fateh Khan is a resident of Guthalu under Mandya district. He is one 

among the eight children in the family. The victim’s father was arrested on 24 January 2008 by SI 

Deepak Kumar under suspicion of transporting sandal wood. Fateh Khan was kept in the police station 

for a whole day and later on remanded to judicial custody. Fairoz Khan met his father at Mandya Sub 

Jail, where he stated that he was arrested on a false allegation. On 10 February 2008 while the victim 

was in Mysore his father passed away at Mandya GH. This incident appeared in the local newspapers 

too. Fairoz admits that his father already had an attack. The jail authorities state that Fateh had a minor 

chest pain on 10 February 2008 and was immediately taken to the hospital, where he passed away. 

Fairoz feels that his father would have survived if he hadn’t been arrested on false grounds. Now the 

victim feels that he has to take up the family burden, having lost their bread winner.

Sarojamma, suspected the business and she had demanded her money back. The victim Honnamma 

has requested her to cooperate with them, but she had refused. On 3 February 2008 a meeting was held 

in the village. Sarojamma had gone to the meeting with her relative Lakshmanegowda, a police constable. 

At the meeting it was decided that Rs 2300 should be deducted from Sarojamma’s savings. But she 

refused to agree with them. The police constable has abused the victim Honnamma with filthy words and 

had threatened to beat her in presence of the villagers. Later the victim has reported to the Circle 

Inspector. He has made the constable apologize her.

Victim Jayaram, aged 62 is a resident of Bethamangala Road under Bangerpet Taluk. The victim’s son 

is working in CRPF in Delhi. Jayaram visited Delhi during the month of January and considering the cold 

environment he brought his seven year old grandson Hemanth Kishore to Bangerpet. Hemanth was 

admitted in BGML (KGF) Central School. On 18 February 2008 Hemanth was crossing the road 

having got down from the school bus. Bangerpet CI’s jeep hit the boy and immediately the CI took the 

boy to a private hospital. This incident was witnessed by Nagamma, the servant maid of Jayaram. The 

boy was shifted to Manipal Hospital at Bangalore. Nagamma lodged a complaint against the CI at 

Oorgaum Police Station, but the CI gave Rs.2000 to Jayaram’s wife for taking care of the boy. Hence the 

victim has denied help from any source regarding this case.

victim’s husband who was already injured had fallen down in the ground. The victim Kamalamma has 

hospitalized her husband and had taken him home after treatment. The accused have again attacked 

the victim and her husband. So the victim had gone to the police station the next day to lodge a complaint, 

but the police have threatened her to compromise the case.

Then he had asked the constables to beat him and file a case that he had disturbed them in their duty.

against the concerned police officers. The police officers have absconded for the first two summons and

February 2008 while Srinivas was waiting for a bus to go home a police jeep stopped by. Constable 

Ashok told all the workers to get into the jeep. Since the policeman was a forceful man all the men got into 

the jeep out of fear. Near Giligana Kallu the jeep collided with a KSRTC Bus commuting between 

Bangalore and Madikeri. All five of them including Ashok died in that accident. Victim Lakshmi, wife of 

deceased Srinivas alleges that the accident has occurred due to the careless driving of Ashok. Now she 

has lost her only company and admits that it is difficult for her to survive without him.

her neighbour not to clean the corns further. The neighbour Sumangala was annoyed and she had had 

scuffled with the victim. Then Sumangala and her children have torn their clothes by themselves and 

then they have given a compliant against the victim. Based on that, the police have taken the victim to the 

police station and have detained her for the whole night without investigation.

to worship his deity. On the way two motor bikes crashed and fell on the two wheeler of Raghu, thereby 

causing a little damage. The victim stopped to help out the injured persons. One of the injured was a 

politically influential person. Hence SI Mostaque Basha filed a case against Raghu at Oorgaum Police 

Station, mentioning his vehicle number. The case has been settled at the court. But the Animal Rescue 

Organisation is anxious to lodge complaints against the SI and informed the matter to a human rights 

forum. The victim on the other hand is not interested to pursue case, for he states that the matter is settled 

and he is afraid of the police.

dog. Then the police have again called the victim to the police station on 02.04.2008. When the victim has 

gone to the police station, the police have forced her to sign in a statement mentioning that her dog was 

not shot by the retired ASI. Later she has given a complaint to the SP. But no measures were taken on

meantime Lokesh locked the house from inside and started firing on his wife Sudha. Later he set himself 

on fire to commit suicide. His mother who was resting rushed to rescue but she too suffered injuries. 

Mahesh, the brother of Lokesh heard his niece shouting and rushed for help. With the help of few men 

he took the injured family members to JSS and Apollo Hospital in the police ambulance. Sudha was in 

a pool of blood as she had suffered injuries on her chest due to the bullet firing. Lokesh had suffered 80% 

burns. As a death statement Lokesh revealed the fact the he had fired upon his wife for she didn’t agree 

to take care of his sickly mother. He also stated that if the gun worked properly he would have killed his 

mother also. Now Tejaswi, the 11 year old daughter of the deceased victim is an orphan and Mahesh 

had taken responsibility over her.

2 days. The police men striped Appaji off his clothes, bound his legs together and beat him brutally.

Akbar aged 30 S/o Kalim Mulla resides at Honasur taluk in Mysore. He is a prisoner at the Mysore 

City central Jail. On 8 May 2008 around 12.30 p.m Akabar was talking to his friend Ifzal in the premises 

of the prison. Subin, Alwin, Manju and Soma were lifetime prisoners and they were selling ganja 

(drugs). They forced Akbar to consume drugs and said that they would pay him Rs, 1,000, every 

month if they join them. When Akbar and his friend refused the offer they stared assaulting them and tried 

to injure them with knives. Later the police officials arrived and dragged Akbar and ifzal to their cells. They 

denied hearing Akbar’s and Ifzal’s words. The police assaulted Akbar and Ifzal stating that they were the 

cause for the commotion. The police did not take action against the perpetrators. Later Akbar and Ifzal 

were admitted in the hospital for treatment.

The followers of a politician named tanveer Sait were bursting crackers and rejoicing his arrival. All of a sudden 

a commotion erupted and the people started throwing chairs on each other. Under the leadership of S.I Poovaih 

the police abused and attacked Althaf, Iqbal, Suresh and others. Althaf , Iqbal and Suresh sustained severe 

injuries on their hips, back, legs, thighs and hands.

Victim Annadorai, aged 37 is a resident of Gopinathan village under Kollegal Taluk. The victim is married 

and has two children. He is a farmer. Gopinatham is a small village in the Karnataka- Tamilnadu border. 

Since this area was previously one of forest brigand Veerappan’s haunts, the number of residents has 

reduced. For the past ten years many elephants have been killed in this area. On 10 April 2005 two 

elephants were electrocuted to death in Puduru forest area. The forest officials suspected the victim and 

his brother in this. Both were arrested and got bail after a period of six months. From then the forest 

officials regularly threatened Annadorai and his brother in this regard. They were frequently arrested and 

inquired about the persons responsible for the elephant deaths. When Annadorai denied knowledge of 

the same he would be beaten up. On 18 January 2008 once again the victim was suspected in an 

elephant murder case. The forest officials came to him inquiring about the details. Now Annadorai is 

leading a life of fear, for he is often subjected to threats and torture. The officials beat him with lathis and the 

butt of guns.

Victim Appanna, aged 54 is a resident of Doddanerale village under P. Patna Taluk. The victim is a 

teacher. Appanna got his daughter married to Lokesh who was a winebibber. Due to this reason there 

was a persistent quarrel in the family. Appanna remained silent for the sake of his daughter’s future. On 

27 January 2008 while the victim was waiting for a bus near a tea shop his son-in-law came and started 

assaulting him. The people separated them and in the meanwhile SI Jeevan Kumar arrived at the place.

He took both of them to the police station and assaulted Appanna on his hands, legs and other parts of 

the body using a lathi. He was also abused with filthy words. Thereafter the SI filed a false case against 

Appanna and sent him to judicial custody. This incident led to a break of relationship between the victim 

and his daughter’s family. It had also caused Appanna a damage of his social reputation.

Case Details: 

Victim Ashoka, aged 24 is a resident of Mulluru village under Shanivaarasanthe Post. The victim 

belongs to the Scheduled Caste community. On 7 February 2008 the victim was walking towards 

Guddugalle Fair Grounds. Accidentally his shoulder touched that of Cheluvaraju, Constable of Shanivara 

Shante Police Station. In his fury the constable started beating Ashoka along with another Constable 

Ganesh by name. The victim had consumed alcohol. The policemen hit on his legs, hands, back, and 

shoulders with a lathi. He was taken to the police station and further beaten there. The policemen stopped 

beating Ashoka once he told them that he was the son of a village panchayat member. Ashoka’s bike 

keys were held with Head Constable Jayappa. At midnight he was taken to a doctor and forced to write 

a certificate saying the victim was drunk. The injuries on Ashoka started swelling but he was not taken 

to the hospital. Early in the morning he was sent back home. On 8 February 2008 the victim was 

administered treatment in the presence of an advocate and a human rights monitor. Ashoka is unable to 

walk because of the brutal torture meted to him. He had lost his peace of mind and feels humiliated after 

this incident.

Victim Ayisha (38), W/o Nazeer Ahmed is a resident of Ashoka Road in Mysore. The victim has been 

assisting her husband in their own jewelry shop for the past ten years. On 29 January 2008, few 

policemen came to the shop of Ayisha’s husband in civilian attire, revealing themselves as police from

forcefully took him away alleging him in a false robbery case. Ayisha went to Mandi Police Station the 

next day along with few neighbours. The police didn’t respond to her questions. As crowd gathered in the 

place and started protesting ACP Ganesh told her that Nazeer was arrested by Chick Pete Polcie from 

Bangalore on charges of robbery. He allowed Ayisha to speak with her husband over phone, and he 

informed her about the overnight tortured meted to him without providing any food. Ayisha feels that it was 

illegal on the part of the police to arrest at night. She also desires her husband to be released and the 

police who had tortured her husband be punished.

Victim Basavaraju, aged 48 is an LIC agent residing in Kuvempunagar. The victim’s son is an 

engineering student in Tumkur. On 9 February 2008 Basavaraju picked up his son from KSRTC Bus 

Stand, Mysore and was returning home in a van. As the van passed by D. Devaraju Urs Circle a bike 

overtook the van and fell down having collided. Ravindra, Traffic SI and another Constable took the 

person aside and whispered something in his ears. After that the SI started abusing the victim and his 

son. He held their collar and assaulted them. The Constable slapped Basavaraju’s son. Many people 

gathered in the place and calmed the police. The SI seized the van key and took the victims to the police 

station. They were charged under a false case of preventing the police from performing their duty and 

assaulting them, and thereafter sent to judicial custody. Later Basavaraju and his son came out on bail. 

But they feel upset about the violent nature of the police.

The victim Venkataramu was a resident of Chamrajnagar. He earned his living by renting tents and 

speakers for functions. Prior to the incident there was a theft at Nagamangala temple, in which idol of 

gods were stolen. With reference to this, the Bellur police have taken the victim Venkataramu to the 

police station on 7 January, 2008. The police have forced him into the jeep alleging that he was involved 

in the theft case. The police have questioned him about the stolen idols. When the victim had pleaded his 

innocence, they have beaten him brutally with the batons. At the police station, his hands and legs were 

fastened and he was hung inversely. The police have beaten him brutally and the victims Venkataramu 

had become unconscious. The victim sustained injuries on his legs and he was not able to walk. After 

eight days of brutal torture, he was released.

Victim Chandra Gowda, aged 42 is a resident of Kadagatture Vemgal falling under Kolar Taluk. The 

victim is married to Mangala and has two children. Mangala was working as a Coordinator in an NGO 

named ‘Vimochana’ under Shanthamma. She actively participated in many issues and slowly developed 

police contacts. She also had an illegal contact with HC Venu Prasad. Chandre gained knowledge of this 

and with the help of Shanthamma he made Mangala confess in front of the village panchayat and 

thereby come away from Venu. Then Mangala left ‘Vimochana’ and joined Mamtha Reddy’s ‘Mahila 

Jagruthi Vedike’. She shifted her residence from Vemgal to Kolar KHP. Now Mangala developed 

contacts with SI Srikanth. With the help of the latter she kidnapped Chandre and forced him to sign in a 

blank paper, and thereby gain possession of his property. The police poured water mixed with chilly 

powder on his face and forced him to oblige. The SI kicked and slapped the victim and forced him to 

sign. Somehow Chandre managed to escape from the place. This incident took place on 21 may 2008. 

Thus the victim was tortured by his wife with the help of the police. And now Chandre seeks protection 

for his life.

Victim Cheluvaiah, aged 21 is a resident of Ilavala Hobli under Mysore district. The victim developed a 

love affair with his neigbour Laxmi, D/o Boregowda, and wished to marry her as she attains 18 years 

of age. But the matter was known to her father, who in turn fought with Cheluvaiah. Boregowda left Laxmi 

in a relative’s house and filed a complaint before the Dy.S.P stating that the victim tried to abduct his 

minor daughter. Accordingly Cheluvaiah was arrested by Ilavala Police who subjected the victim to 

torture, beating on his face and head. The news spread to the village and Mavinnahalli Siddegowda, the 

JDS Leader led a protest demanding the Dy.S.P to make Laxmi tell the truth in public. Laxmi boldly 

confessed the truth thereby bringing shame upon the Dy.S.P, who then agreed to release Cheluvaiah 

soon after the case is closed. Siddegowda again met the Dy.S.P and got the victim released.

Case Details: 

Victim Chetan Lal, aged 50 owns a jewelry shop at Dodda Pet Kolar under the name ‘Sai Jewelers’. On 

3 March 2008 four policemen came to the shop of the victim and inquired about stolen jewels. When 

Chetan denied all allegations he was forced to get into the TATA Sumo and taken to Jeevan Bhima Police 

Station at Bangalore. The policemen didn’t allow him to inform his family members. At the station he was 

treated like a criminal and not provided even water. Chetan was abused with filthy words and threatened. 

The Merchants Association organized a bandh demanding the release of Chetan, and informed the 

Dy.S.P regarding the illegal activities of Jeevan Bhima Police, following which the victim was released 

immediately.

Naveen came in a van and offered him a lift. While they were near Mulur village the van collided with a 

bike, and thereby police arrived at the spot. The police began to accuse the victim and Naveen of 

smuggling spirit in the van. In the meantime Naveen escaped from the place. Natesh and his brother 

Suresh were arrested and taken to the police station. They were beaten with lathis and kicked with shod 

legs and forced to accept all the charges against them. They were detained in the lock up and the next 

day produced before the Magistrate. SI Prakash Gowda threatened Natesh not to disclose about the 

torture and illegal detention. Thus Natesh states that he had lost his self respect and reputation after this 

incident.

Devegowda aged 30 is the, S/O Kullappa. He resides at kestur koppal Nagar in Mysore . On 27April 

2008 five policemen of KR Nagar police station knocked Devegowda’s house in the midnight. As 

everyone was asleep the police tried to break open the house of Devegowda but in vain. The police then 

entered the house of Devegowda through the roof. The act of the police astonished Devegowda and his 

family. The police said that they entered his house on receiving information that the murderers who had 

connection with the murder of one Mr. Manju were hiding in Devegowda’s house. The police threatened 

Devegowda and his family and extorted a golden necklace, 2 gold bangles and cash worth Rs 20,000. 

Next day when Devegowda complained of the incident to the KR Nagar police the policemen abused 

him and refused to take his complaint.

gone to the victim Vasudevan’s house. The police have grabbed him and have beaten him. Then the 

police have forced into the jeep with his night dress and taken him to the police station. At the police 

station, the police have beaten him brutally on his hands and legs with the baton and produced him 

before the Court. Instead of booking a defamation case against the victim, the AC has booked him 

under criminal case. The victim was sent to Jail and later he had come out on bail.

Case Details: 

Victim Firoz, aged 32 was working as an auto welder, and dwelled in Shantinagar of Mysore district. The 

victim was arrested by the police under charges of creating tension during the procession organized by 

MLA Tanweer Sait. Firoz was remanded to judicial custody and put in Mysore Jail. The jail authorities 

encouraged a convict named Ganesh to attack the victim. On 1 February 2008 while Firoz was praying 

along with his friend in the jail prayer hall, this Ganesh disturbed him and abused the victim’s religion. 

This paved way for a scuffle and Firoz was attacked by Ganesh and his henchmen namely Shivaramu 

and Machchu Suresh. The prisoners who were outside started pelting stones and suddenly the jail 

siren blew. The Jail Superintendent and his battalion chased all of them away to the barracks. Later the 

Superintendent came to the victim’s cell and brutally assaulted him. Firoz suffered injuries on his hands, 

hips and left shoulder with blood clots. He was also abused with filthy words. The police have tortured the 

victim and he wishes to bring the notice of the organization.

Case Details: 

Victim Krishna resides in Gangavara village along with his mother, wife and daughter. The victim works 

as a coolie. On 21 st January 2008 Krishna had gone to the police station to meet his neighbour 

Maraiah, who had been arrested on the charge of stealing coffee bags from an estate. But the above 

mentioned police officials arrested the victim also alleging of his involvement in the case. On 21 st 

January 2008 Vedamurthi of Kaisaravalli village met the police and bribed them to torture Krishna. 

Accordingly the policemen abused the victim using his caste name for he belonged to the Scheduled 

Caste community. PC Annegowda kicked him with shod legs and the others pressed a ruler stick on 

Krishna’s legs. They struck his chest, stomach and legs with the butt of their guns. As Krishna fell 

unconscious they pulled him to the corner of the lock up. He was provided neither food nor water. HC 

Mallesh gave petrol and asked him to apply it on the wounds. On 22 nd January 2008 his finger prints

and leg prints were registered, following which the policemen stamped all over his legs and hands, 

thereby causing grievous injuries. Krishna was then produced before the court and sent to jail at 

Madikeri as per the court order. Krishna states that even though he was working as a coolie he had 

gained a good respect in the village, which has now come down. Therefore the victim seeks necessary 

action against these police who tortured him.

Case Details: 

Victim Ganesh (a) Mysore Ganesh, aged 30 was running a diary shop in Nazarabad. The victim was 

arrested by Nazarabad Police under the allegation of creating tension during the procession organized 

by MLA Tanweer Sait. Ganesh was remanded to judicial custody and imprisoned in Mysore Jail. At the 

jail few convicts targeted the victim and waited for an opportunity to attack him. On 1 February 2008, 

Khaleel, a convict tried to create chaos by alleging Ganesh of disturbing his prayer. Thus he made an 

attempt to assault the victim along with his henchmen who pelted stones at Ganesh. Suddenly the jail 

siren blew and Superintendent Veerabhadraiah and his battalion chased all of them to the barracks. 

Later the Superintendent came to the victim’s cell with four policemen and brutally assaulted Ganesh. 

The victim suffered injuries on his hands, fingers, hips and left shoulder with blood clots. Later in the 

evening the jail doctor was called and the victims were given injection and other treatments. Ganesh 

states that the pain was severe for two days but later it was cured.

has a property near Bairaweshwara nagar. After the death of Gayathiri’s mother, Rajabai, son of 

Shantarao, a resident of vivekanandanagar, tried to acquire the property of Gayathiri through illegal 

means. In this regard Gayathiri went to the police station to file a complaint against the perpetrator. The 

circle inspector Mahadevappa and Mahadevaiah, ASI denied to accept her complaint instead they

supported, Rajabai. With the support of the police, Rajabai had constructed a wall in Gayathiri’s property 

by demolishing her house. On 18 March 2008 Gayathiri went to the police station to file a complaint

Ramesh, abused her in filthy words and dragged her out of the police station brutally. Gayathiri incurred 

severe pain in her shoulders.

Victim Govinda Raju, aged 32 is a carpenter residing in Udavana halli along with his family. The victim 

is a carpenter and owns a shop at Maddur road. He receives many orders and makes tables, cots and 

chairs. A police named Suresh asked Govinda to make a cot for him and paid an advance of Rs. 500. 

He assured to pay the balance of Rs.1000 at the completion of the work. Accordingly the victim took the 

cot to the police station on 14 February 2008. But the official paid only Rs. 500 and denied paying the 

remaining amount. Govinda grew angry and returned giving back that amount. He also talked back 

stating that he’ll get the money only if it paid fully. As the victim was returning few policemen pulled him 

back to the station and started beating him. In the meantime the PSI came and asked them to leave 

Govinda. He also told his subordinates to get a doctor certificate stating he was drunk and register a 

complaint of making nuisance at the police station. Later on Govinda was hospitalized by his friends. 

They gave a complaint to the Inspector. The Dy.S.P and the CI met the victim and requested him to 

withdraw the complaint and assured to provide all the expense incurred for the cot and the hospital 

charges. Govinda accepted it, but he also states that he has suffered injuries at the hands of the police.

March 2008 there was a fight between his brother Prakash and his wife Sulochana, who lived next 

door. Shekar and Krishnegowda rushed outside to find their brother Prakash injured and bleeding. The

victim and Krishnegowda rushed Prakash to the hospital despite Sulochana’s rejection. She in turn 

lodged a complaint at Koppa Police Station stating that the brothers of her husband had stolen gold 

ornaments from her house and assaulted her in public. Accordingly Shekar and Krishnegowda were 

arrested and beaten by the constables. The police ignored the statement of Prakash’s son, who was 

repeatedly saying that his mother was lying and had assaulted her own husband. The police paid no 

heed and forced the victims to sign on a blank paper. Subsequently the victims’ brothers gathered 

people of Karnataka Rakshana Vedike and Raita Sangha and many others in protest against the police. 

The Dy.S.P arrived after and long time and assured to resolve the issue. But the agitation continued, 

following which the ASP arrived at the place and assured to take action within three days.

Victim Harish K.R, aged 25 is a resident of Bandikeri under Mysore district. The victim is working as a 

beeda vendor. On 2 February 2008 few persons belonging to Bandikeri assaulted three persons 

namely Gururaj, Ningappa and Golla at Chamundi Bar near Agrahara Circle. Under suspicion SI 

Mahadevaiah and four policemen came to the victim’s shop in search of those men. The SI forcefully 

took Harish to the police station and subjected him to severe assault. The victim was forced to accept the 

offense. He was pushed into the cell for another inquiry at night. But the people of Bandikeri protested 

before the station in support of Harish and later MLA Somashekar requested the SI to release him, 

following which Harish was released. The victim desires stringent measures against the police who had

were standing near the Sampaji check post gate taking bribe from the lorry drivers entering the gate. 

Ganesh questioned the policemen on taking bribe from the lorry drivers. The policemen were annoyed 

with Ganesh and they assaulted him with lathi. The policemen abused him in filthy words and hit him 

hard on his legs and hands. Later Ganesh went to the hospital to get him treated.

Iftiaz Ahmed is the S/o Siddiqahmed. He resides at Banni mantap in Mysore district. On 25th, of April 

2008 he was on the way to jambu bazaar. A bus driver was trying to park the bus near a depot. The 

driver was annoyed at the passengers standing near the depot he started shouting at them. Iftiaz Ahmed 

was reprimanded by the bus driver. Iftiaz Ahmed’s friends started criticizing the driver, which caused 

commotion in the place. ACP Ganesh and jay Kumar along with three policemen arrived to the place. 

ACP Ganesh advanced towards Iftiaz Ahmed and held him by his collar, pushed him down to the floor, 

hit him hard on his knees and back with lathi and abused him in filthy words. Iftiaz Ahmed sustained 

severe injuries.

Victim Jayaram, aged 32 resides in Kottur village under Bagamanadala Taluk. The victim belongs to the 

marati family, and works in an estate for sustaining his livelihood. On 18 December 2007 Jayaram had 

been to Cherambane and few of his villagers Suguna, Kunjhalu and Raghu were also there. Jayaram 

was drunk and accidentally fell upon Suguna. He along with his friends assaulted Jayaram on his chest, 

cheek and hands. They pushed him down that his head fell on a stone causing a severe injury. Then the 

victim was taken to Bagamanadala Police Station and Suguna lodged a complaint stating that Jayaram 

fought with them. Accordingly the SI pushed the victim inside the cell. A constable took him to the hospital, 

and brought him back to the station. He got Jayaram signed in a sheet of paper. From then on the victim 

was assaulted on his hands, legs and chest. There were five policemen who tortured and abused him. 

Later on Rukmini, the wife of the victim pleaded with the police and got him released. The couple had to 

walk all the way home at night for there wasn’t any bus facility. On 19 December 2007 Rukmini took 

Jayaram to the hospital but the doctor refused to admit him. Finally after repeated pressure he was 

admitted. A complaint was lodged before the SP the same day. On 20 December 2007 the SI came to 

the hospital and threatened the victim not to disclose their names. Jayaram alleges that this incident has 

caused him a loss of self respect, and he also urges action against the police who had tortured him.

Victim Kariyajah, aged 48 is a resident of Kattaragatta village near K.R. Pete. The victim is married to 

Sannatayamma and has three children. He is illiterate and hence practices farming in the small piece of 

land giving him by his father. Kariyajah’s father divided his land among five children. But the victim’s 

sister and her family assaulted him several times, trying to encroach the land. On 27 February 2008 

when Kariyajah was away from home Rajaiah, Ratnesh and Nanjaiah peddled his house with stones 

and Sannatayamma sustained grievous blood injuries. After the victim returned she was hospitalized 

and a complaint was filed against the perpetrators at Bappanahalli Police Station. But there was no 

positive response from the police. Kariyajah approached the SP, who directed him to the Dy.S.P, who 

also in turn send the victim back to the SI of Bappanahalli Police Station. The SI behaved inhumanly with 

the victim. He kicked Kariyajah on his hips, thighs and stomach. All the efforts of intimating the MLA and 

the Speaker were in vain. The victim was left to starve and thirst at the police station. Finally after the 

instruction of the MLA, Kariyajah was released but the SI caused him and his son to stand behind the 

bars and took photographs of them. Their names were added to the local rowdy list. The victim is 

mentally disturbed about the future of his son, and seeks justice in this matter.

Kariya aged 34 resides at metikuppe, located in Kote taluk in the district of Mysore. He is a coolie. On 

24 June 2008, at 6 O’ Clock in the morning, Rayappa of hosahalli village sought the aid of Kariya to slit 

a tree nearby the woods. Rayappa promised to pay Kariya Rs 400 for his services. Kariya agreed to his 

proposal. When Kariya went to the woods he found 15 other men in the woods. All of a sudden few police 

officials surrounded the spot and stated firing at the strangers present in the woods. Kariya tried to flee 

from the firing of the police but unfortunately he fell prey to the bullets of the gun. Kariya started to bleed 

heavily. The bullet had pierced the right thigh of Kariya. He was rushed to the nearest police station. 

Kariya says that he has not recovered from the injury and he finds it difficult to work and make his earning

Case Details: 

Victim Khaleel, aged 27 was a resident of Mandi Mohalla village under Mysore district. The victim was 

working as a mechanic. Khaleel was arrested for creating tension in connection to the procession 

organized by MLA Tanweer Sait. The victim was remanded to Mysore Jail under judicial custody. At the 

jail, the authorities encouraged a convict by the name Ganesh to attack Khaleel and take control over 

him. On 1February 2008, this Ganesh disturbed Khaleel while he was performing his prayers in the jail 

prayer hall along with his friend. As other prisoners gathered around, Ganesh assaulted Khaleel along 

with his henchmen. In the meantime the prisoners who were outside began to pelt stones. Suddenly the 

jail siren blew and Superintendent Veerabhadraiah and his battalion chased all of them into the barracks. 

Later the Superintendent came to Khaleel’s cell and beat him up severely. The victim was injured on his 

hands, hips and left shoulder with blood clots. He was also subjected to abuses.

Victim Krishnamurthy, aged 50 is a farmer residing in Hosapura village under Kolar district. On 2 

March 2008 the victim’s buffalo was missing. Krishnamurthy searched it in many places but couldn’t 

find anywhere. Finally the victim went to Vemkal Police Station but the HC refused to take up the case 

without being bribed. The Constable grew angry when Krishnamurthy refused to bribe and stated that it 

was his duty to protect public property. The policeman began to abuse the victim and beat him with an 

iron rod on his leg. Though Krishnamurthy’s mother and wife tried to prevent him they were also 

subjected to abuses. The constable tightened a towel around the neck of the victim. Later Krishnamurthy 

was admitted in the hospital. He has lodged complaints to the Dy.S.P requesting action against such 

corrupt police officials.

wife and sons are also coolies. On 28 March 2008 Siddaiah went to Shanivara Santhe Police Station to 

lodge complaint against the Hassan Police for they had lodged a false complaint against his elder son 

Madhu along with a DSS Coordinator named Sannaiah. But Siddaiah was abused and caused to sit in 

Shanivara Santhe Police Station, for daring to lodge complaints against the police. Madhu, S/o Siddaiah 

had been filed under a false case alleging him of being the cause for the death of his sister-in-law. In fact 

the victim’s daughter-in-law set herself on fire owing to the torture meted to her by her step mother 

Jayalakshmi and her son Punit. Before dying she also gave her death statement stating the above 

mentioned are the cause for her death. But the police on the other hand demanded Rs.5000 from 

Siddaiah for not taking any action against his son. On 14 April 2008 Siddaiah and Madhu were again 

arrested and produced before the court. Later Jayalakshmi and Punit filed a false case at Somwarpete 

CI Office and SP Office, in response to which Madhu was detained in the police lock up from 28 March 

2008 to 1 April 2008 and subjected to torture.

Case Details: 

Victim Madesh, aged 45 is a resident of Gopinatham village under Kollegal Taluk. The victim is married 

and had two children. Madesh belongs to the Hindu Padiyachi Gownder Caste. Gopinatham is a small 

village in the Karnataka- Tamilnadu border. Since this area was previously one of the haunts of forest 

brigand Veerappan, a number of resident have gone away. For the past ten years many elephants have 

been killed in this area. On 10 April 2005 two elephants were electrocuted to death in the Puduru forest 

area. The forest officials suspected Madesh and his brother, and arrested them. They produced false 

documents against the victims and sent them to jail. Madesh and his brother came out after six months 

having got bail. After this incident, the victims were frequently threatened and tortured whenever there 

was an elephant death. On 18 January 2008 once again Madesh was suspected in an elephant 

murder case. Forest Officers, namely Chinnaswamy, Veerappa, Rajendra and Kumbegowda came to 

the house of the victim and inquired him about the murder. Madesh was already handicapped. The 

officials often came to his house and beat him with lathis and the butt of their guns.

him to the station. He was tortured to accept the offense and list the names of people involved in the 

scuffle. Though Madhu shouted confessing his innocence the SI paid no heed and put him inside the cell 

for further inquiry in the night. In the meantime MLA Somashekar intervened and requested the release 

of Madhu, following which he was released. The victim desires stringent punishment against the police 

official who had tortured him for no cause.

Police from his house under the allegation of killing his sister-in-law by setting her on fire. Though the 

victim confessed his innocence he was assaulted by the police, who beat him with lathis on his hands, 

and legs. Madhu was also abused using his caste name for he belonged to the Scheduled Caste 

community. The victim was assaulted the whole night and sent home the next day. In fact Madhu’s 

sister-in-law had given her death statement alleging her step mother Jayalakshmi and her son Punit 

responsible for her death. But the police were trying to protect the real perpetrators and subjected 

innocent Madhu to torture.

Case Details: 

Victim Mahadevanna, aged 50 is a resident of Kempaiana Hundi village under Mysore district. The 

victim served as the Panchayat President of the village during 2005. At that time Mahadevanna 

purchased a land near the gate of the village. While the victim was carrying out fencing work Ranganayaka 

raized objection and filed a complaint at the police station. The case is pending before the High Court of 

Karnataka. Despite this SI Harivardhan has taken a fresh complaint from Ranganayaka on 3 rd January 

2008 about this land issue. As Mahadevanna sought justification from the SI he misbehaved with the 

victim and caused mental torture. Mahadevanna also states that the SI has been bribed by Rahganayaka 

to dig up the issue. The SI on the other hand desired to take revenge on the victim for the latter had 

formerly led a protest against the SI’s involvement in illegal sand supply.

Victim Mahesh, aged 28 resides in Gopala Pura village under the jurisdiction of Shanivara Santhe 

Police Station. The victim has studied upto 10 th Standard and is a driver by profession. He belongs to 

the Scheduled Caste community. On 18 January 2008 Mahesh went to Shanivara Santhe Police 

Station to inquire about his brother Dinesh’s arrest. It was the engagement day for the victim and he was 

about to leave for the girl’s house for the ceremony. As he rushed to the police station the SI accused the 

victim and his brother of supplying illicit spirit in their van. Mahesh admitted that the van belonged to 

Naveen, and requested the SI to check with the driver. The SI allowed them to attend the engagement 

ceremony under the condition of returning to the station in the evening. After Mahesh and his brother 

came back to the police station they were beaten with lathis and abused with filthy words. The victim 

states that they were arrested under a false charge and this incident has caused damage to his social 

reputation.

Case Details: 

Victim Mahesh, aged 40 is a resident of Kirugavalu under Mandya district. The victim works as a 

coolie at a garment in Bangalore. Mahesh’s wife also works in the same garment unit. They belong to 

the Scheduled Caste community. The percentage of Vokkaliga caste people is high in the village and 

hence the rate of violence on the down caste people is also high. In the past Mahesh had involved in the 

protest against the violence of upper caste people on Dalits, the result of which the latter were seeking 

an opportunity to take revenge. On 14 January 2008 the victim had come to the village on the occasion 

of a festival. The next day, while Mahesh was rearing cattle in his ground, few people came to him. They 

enticed him and took him to the police station, where he was subjected to brutal torture. A false complaint 

was registered against Mahesh stating that he has stolen the TV from the village school. The victim was 

also abused with filthy words. Thus Mahesh was tortured from morning till night without food or water. 

The brother of the victim was also arrested. The PSI belonged to the upper caste and acted in favour 

of the upper caste people in the village. Mahesh was produced before the Magistrate and put inside the 

prison for three days. The victim has lost his social reputation and is mentally upset after the incident. 

Hence Mahesh seeks justice in this matter.

Victim Mahiuddin, aged 35 is a resident of Shiggav. For the past many years the victim is engaged in 

the business of cinema projection in his town. The police usually come to watch movies and at the 

weekend to gather their collection. If the collection is regular they don’t even mind if one shows blue 

movies, but if the collection is due they will file case even if the movies are watchable. On 5 March 2008 

few policemen came to Mahiuddin while he was standing outside the theater. They wanted to raid the 

theater and when the victim defended him, he was assaulted with a lathi and taken to the police station. 

The police filed a case against Mahiuddin stating that he was exhibiting porn movies. Thereafter the 

victim was subjected to severe assault at the police station. Mahiuddin desires necessary action 

against the police who had tortured him.

The victim Manja was a convict in prison for the past three months. On 23 Match, 2008 the inmates 

were allowed to take a walk inside the prison. Then the victim Manja and his friends have sat near the 

temple chatting. Then a rowdy named Shivanna had tried to beat the victim and his friends. So the victim 

Manja had scuffled with the rowdy Shivanna. Shivanna sustained injuries on his forehead and was 

shifted to the hospital. Then the jail authorities have taken the victim Manja and his friends to the police 

station and assaulted them brutally. The victim Manja was beaten continuously for 15 minutes and 

locked in a cell without water. The next day, the police have threatened him not to disclose the mater to 

anyone.

under the accusation of stealing coffee. At the station the victim was stripped naked and his hands were 

fastened with chains, following which the police assaulted on his thighs, hips and legs. Manju was 

provided neither food nor water. On 24 th March 2008 the complainant Pemmaiah came to the station 

and inquired the victim about the number of bags stolen. Manju admitted that he had taken bags which 

were given him by Writer Rajesh. But the Writer himself came to the station and accused Manju of 

stealing 33 bags of coffee. Again some police assaulted the victim and inquired about his father. On 25 

March 2008 Manju was taken to the police rest house and locked up inside a room. On 27 March 2008 

Manju was taken by a policeman named Pawan to Virajapete and shown a movie in a theater for half an 

hour, and again brought back to the police station. Later the police took the victim to a shop and 

recovered four bags of coffee. His finger prints were then registered and he was produced before the 

Magistrate. The police had threatened Manju not to disclose about the illegal detention and torture. The 

victim alleges that the real culprit in this case was Rajesh but he was spared by the police.

Victim Manjunath, aged 21 resides in Honnavalli village under Somwarpete Taluk along with his mother 

Venkatamma. They both do coolie work and manage the family. For the past eight months the victim 

was in love with Bhavya, D/O Nagaiah of Mylapura. On 3 January 2008 while Manjunath was waiting 

for a bus to Shanivara Santhe village, the brother of Bhavya suddenly pulled him and took the victim to 

the police station. Bhavya and her mother also came to the station. Constable Mallesh assaulted 

Manjunath with a lathi on his hands, legs and abused him with filthy words. The victim was caused to sit 

in the station till evening and thereafter taken to a temple nearby. Constable Mallesh forced Manjunath to 

tie a mangalya (sacred thread worn around neck so as to unite in marriage) to Bhagya. Inspite of the 

victim and his mother’s request they forced him to do this, for Manjunath had not attained 21 years of 

age. The constable threatened Venkatamma to be arrested if she didn’t accept this marriage. On the 

advice of the police constable the married couple was kept in the house of Bhagya’s uncle. Later 

Venkatamma brought a search warrant from the court and traced him. Subsequently Manjunath was 

produced before the Magistrate and entrusted in the hands of his mother. The victim states that this 

incident has caused him lot of mental pressure, and wishes that the constable is punished.

Victim Maraiah, aged 46 is a resident of Gangavara village under Somwarpete Taluk. The victim works 

as a coolie. On 19 January 2008 Maraiah approached his sister for some money. His sister gave him 

three bags of coffee and asked him to sell it and keep the money. Accordingly Maraiah went to the shop 

but the shopkeepers informed the police under suspicion. Subsequently the victim was arrested by 

Shanivara Santhe Police, alleging him of stealing those coffee bags from the estate of Vedamurthi. On 21 

January 2008 Vedamurthi of Kaisaravalli village came to the station and bribed the police to torture the 

victim. Accordingly Maraiah was beaten and abused by the above mentioned policemen. Annegowda 

kicked the victim with shod legs and the other policemen pressed a ruler upon his legs. Constable 

Mallesh gave petrol to rub upon his wounds. On 22 January 2008 Maraiah’s finger prints and leg prints 

were registered, following which the policemen stamped all over his hands and hands, thereby causing 

grievous injuries. The same day he was produced before the Magistrate and remanded to Madikeri 

Jail. The victim was shifted to Mysore Jail owing to his severe chest pain, and thereafter treated at JSS 

Hospital. Maraiah states that though he was a coolie he had gained a good reputation in the village, which 

has now been spoiled.

Victim Mohammad Ghouse, aged 23 is a resident of Lashkar Mohalla village under Mysore district. 

The victim is a wood cutter. Kamran and Deepika, residents of the same village had a love affair and in 

course of time they ran away. The Mandi Police under the false impression that Mohammad Ghouse 

was the friend of Kamran took him to the Police Station. But they set him free seeing that he was ignorant 

about the matter. On 27 March 2008 CCB Police summoned Mohammad Ghouse to the police station 

for inquiring about the same matter. Accordingly the victim went to the police station along with his mother. 

The policemen pushed his mother out. Mohammad Ghouse was taken into the station and stripped 

naked. His hands and legs were tied upwards. Three wire clips were then connected to his privy parts

and he was given electric shock. Mohammad started screaming in unbearable pain, but the officials 

abused him with vulgar words. He was also whipped with belts and the victim fell down. Later the same 

treatment was meted to him once again. Unable to tolerate the pain Mohammad stated that the boy and 

girl who had eloped were in Chamrajnagar. Later on, a friend of a policeman took his home, following 

which Mohammad was hospitalized. Initially the staff in the hospital refused to admit him but after his 

mother and friend protested he was admitted. The victim states that the police who subjected him to 

torture were in civilian attire. On 28 March 2008, Basavaraj, a policeman of Mandi Police Station came 

to the hospital and threatened to withdraw the case giving money. The Commissioner expressed his 

apology about the incident and stated that the four CCB Officials namely Shashikant, Mudhukesh, 

Prakash and Shivakumar were immediately suspended.

Muniswamy Gowda aged 40 is the S/O Shambu Gowda residing at Hebbal Extension, Mysore. He is 

a bus conductor in The Mysore city road Transport Corporation. On 16 May 2008 around 9 am a 

policeman boarded the bus. When Muniswamy asked him the money for the ticket the policeman very 

arrogantly yelled at him and refused to pay money for his ticket. He showed Muniswamy his ID card 

and scolded him in filthy words. Later he called up the police control room and complaint against 

Muniswamy The policeman abused Muniswamy verbally. The passengers were annoyed with his 

behavior and they slapped him. Later a police vehicle arrived; the people started complaining against

Both got married and shifted to Bangalore owing to various threats and agitation from their families and 

the village people. But their marital life didn’t go well and they often landed up quarreling. As the situation 

grew worse the couple returned to the village. The matter was brought to the panchayat. But the family 

members of Bhagya lodged a false complaint against Narayana and his family at Kirugavalu Police 

Station. The victim and his brother were arrested on charges of dowry harassment. The SI of the station 

beat Narayana and his brother on their hands and legs using lathis, and also slapped them. They were 

neither provided food nor water. The victim has undergone mental distress because of this incident and 

desires justice.

Case Details: 

Victim Poova H.N, aged 46 is a resident of Karugunda village under Madikeri Taluk. The victim is a 

coolie, and also takes up offers of beating the drum during times of village weddings or other occasions. 

Few people in the village never paid him the result of which he took orders from outside the village. One 

day Pemmaiah called Poova to beat the drum for a feast which the victim refused. Holding grudge in 

mind this Pemmaiah caused Poova’s son Manju to be arrested by the police on 23 March 2008 

accusing him of stealing coffee. The police assaulted Poova also and accused him of the same. Manju 

was asked to sell 33 Kilograms of coffee by Writer Rajesh of an estate by giving commission. Poova 

states that his son never stole that coffee. Later the police searched the house of the victim, but Poova 

kept himself in hiding owing to fear of police torture. The victim applied for bail and got it on 9 April 2008. 

Poova states that the real culprit was Rajesh but the police have spared him and tortured innocent 

victims in accordance to Pemmaiah’s grudge.

Victim M.B.Prasad, aged 23 is a resident of Kuvempunagar under Mysore district. The victim is an 

engineering student in Tumkur. On 9 February 2008 Prasad’s father picked him up from Mysore 

KSRTC Bus Stand in their van. While returning a person in a two-wheeler overtook them and fell down 

near D.Devaraju Urs Circle having collided with the van. Ravindra, Traffic SI and another Constable

immediately came and whispered something into the ears of the other person by taking him aside. Later 

the SI began abusing the victim and his father. He held their collar and slapped them, threatening to put 

them behind the bars. In the meantime many people gathered in the place and pacified the policemen. 

The police took the van key and took Prasad and his father to the police station. The SI charged them 

of Preventing the police from performing their duty and demanded Rs.50,000 to compromise the case. 

The victims were sent to judicial custody and later they came out on bail. Prasad feels hopeless 

because this kind of allegations will not win in the court of law as it does not have any proof.

Victim Ramesha Shekara Gowda Huliyappa Gowda, aged 17 is a resident of Bevina Halli village under 

Haveri district. The victim’s family hails from a poor background. Ramesha worked at Kumar Photo 

Studio at Hubli to manage the family, consisting of his parents and an un-married sister. On 2 February 

2008 a camera was missing from the studio. The owner took the victim to Vidyanagara Police Station 

and asked the police to make an inquiry. The police tied his hands, hit him with iron rods and kicked him 

with shod feet. They also stamped on both his hands. Early in the morning Ramesha was stripped 

naked and assaulted till night. Due to unbearable pain the victim accepted all the charges against him. 

Later two policemen who were in civilian attire assaulted the victim inside the cell. Then the police called 

for Ramesha’s uncle and demanded Rs.30,000 for his release. The victim was released based on the 

assurance given by his uncle. Now Ramesha is scared of the police, fearing what might happen to him 

and his family.

with the construction. Kumar filed a complaint against Harish and it was represented by Sanjay Kumar.

Shankar alias Siddaraju aged 35 is a resident of shantinagar in Mysore. He is a dalith. He is a driver. 

On 17 May 2008 he was returning home after his friend’s marriage. Few policemen hindered his way 

and took him to the police station for an enquiry relating to missing of a girl. He was physically assaulted. 

The police hit him hard on his head and legs. He was verbally abused. He was taken to the marriage hall 

and the police enquired others about the number of days of Shankar’s presence in the marriage hall. It 

was found that he had been in the marriage hall for four days (14.5.2008 – 17.5.2008). Later the police 

detained him till 19 May 2008. The girl who was said to be kidnapped was found and she was forced by 

the police to give a complaint against Shankar. On 20 May 2008 the police registered a case against him 

and produced him before the police. The girl’s mother deposed in favor of Shankar and finally he was 

released by the court.

jeep came from the opposite side. Since the road was curvy Shivamurthy’s vehicle came close almost 

to wallop with each other. But his colleague managed to avoid colliding and stopped the vehicle a little 

farther. The CI came down and abused Shivamurthy with filthy words, and assaulted him with a lathi on 

his chest and shoulders. The police also slapped him and took the victim to the police station along with 

his colleague and charged a fine of Rs.300. The SI asked Shivamurthy to reveal the name of the lady 

with whom he was talking, and when Shivamurthy told that she was a DHRM he kept silent. The victim 

states that this incident has bought him humiliation and the public misunderstood him as a liquor supplier 

for election campaign.

have surrounded the victim Shivaramu and have pelted stones on him. Suddenly the siren was blown 

and the Jail Superintendent had chased all of them. The Jail Superintendent along with other policemen 

has assaulted the victim. The victim Shivaramu sustained injuries on his hands, legs and shoulder.

Victim Subhan, aged 30 was a wood polisher residing in Mandi Mohalla village under Mysore district. 

Two months back the victim was arrested in connection to a procession organized by MLA Tanweer 

Sait, alleging him of creating tension. Thereafter he was remanded to Mysore Jail under judicial custody. 

The jail authorities encouraged a convict by the name Ganesh to attack the victim and take control over 

him. Accordingly on 1 February 2008 while Subhan was praying with his friend in the jail prayer hall this 

Ganesh disturbed the victim and began abusing his religion. This paved way for a scuffle and Ganesh 

assaulted Subhan with the help of his henchmen. In the meantime the prisoners who were outside 

began pelting stones. Suddenly the jail siren blew and Veerabhadraiah, Jail Superintendent and his 

battalion chased all of them into the barracks. Later the Superintendent came to Subhan’s cell and 

subjected him to brutal assault, thereby causing injuries on his hands, hips and left shoulder with blood 

clots. Though the victim begged it turned to deaf ears.

the police charged him on grounds of suspicion. Sundar incurred severe injuries on his shoulders, legs 

and back.

Victim Suresh, aged 37 is a resident of North Tank Block under KGF. The victim belongs to the 

Scheduled Caste community. Suresh is working in a private company at Bangalore and daily traveled 

up and down. The Oorgaum Pet Police took the victim into custody so as to inquire about the clash that 

took place between youth groups in his area. On 2 December 2007 Suresh was subjected to brutal 

torture by SI Mushtak Basha. He was locked up the whole night and produced before the court the next 

day. The victim’s family arranged for his bail and Suresh was released from police custody. Now the 

victim is receiving treatment from a private hospital. Since Suresh hasn’t any political support he is not 

willing to complaint against the police.

Case Details: 

Victim Thimegowda is a resident of Mallena Halli Koppalu. The victim is a farmer and also an active 

member of Raitasangha. Thimegowda’s wife and his mother often fought with each other. On 4 February 

2008 there was a serious clash between the two in the absence of Thimegowda. The mother of the 

victim lodged a complaint against her son and daughter-in-law at Arekere Police Station. Thimegowda 

was summoned to the police station. He went along with the panchayat members and returned home 

having gained permission to settle the issue at the panchayat level. But during midnight police barged 

into the house of Thimegowda and took him to the station. His wife was pushed aside when she tried to 

resist them. SI Naveen gave orders to his subordinates to beat Thimegowda with lathis. The victim was 

beaten on his thighs, hands, back and hips. Thimegowda’s wife gathered the people and came to the 

station. The next day 50-60 people protested in front of the station. The people also gathered in front of 

Arekere Police Station under the leadership of Nanjundegowda, following which the CI came and 

apologized on behalf of the SI. Thimegowda suspects that the SI took this opportunity to take revenge 

with regard to the murder case of Ninge Gowda, in which the victim managed to come out of the jail after 

six months. Thimegowda was severely assaulted in the police station. Constable Antony beat on his 

neck and chest to the extent that he still has the pain in both the shoulders.

Vanjakshi, aged 35 years is the wife of mariswamy. She resides at Haradhanahalli Village Hobli located

station came to her shop and forced her to pay Rs. 50. But Vanjakshi refused to give policeman the 

money. On 26 of April 2008 the policeman without the knowledge of Vanjakshi placed some liquor bottles

found the liquor bottles they started abusing her in filthy words and took her to the station. She was 

threatened by the police saying that they would detain her in the station and break her legs. Later she was

policemen but the police failed to accept his complaint and was driven away by the police. With the help 

of some higher officials Vanjakshi was able to get bail.

Victim Venkataramu, aged 50 is a businessman residing in Santhemaralli Circle Taluk. The victim is 

married and has two sons and a daughter. Few days back there was a theft of a god’s statue at 

Nagamalgala village. Bellur Police received an anonymous letter stating that Venkataramu was also 

involved in the theft. Accordingly the victim was arrested by the police in civilian attire and taken to 

Mandya West Police Station on 7 January 2008. There were ten policemen in the jeep wherein the 

victim was taken and they spoke harshly to him and didn’t tell the reason of arrest. At the police station 

Venkataramu was shown the letter and subjected to torture. He was hung upside down all night and 

beaten up brutally. The victim lost his consciousness and when he regained the same he found both his 

limbs bleeding. The victim could hardly walk. On 8 January 2008 the same torture was meted to him. 

Venkataramu was released at night and his family members took him Seetaranga Hospital. Still the 

victim is undergoing treatment and is afraid of lodging complaints against the police.

Case Details: 

Victim Venkatram, aged 52 is a resident of Belagana Halli village falling under the jurisdiction of Marikuppam 

Police Station. On 30 May 2007 Erappa, the brother of Venkatram was walking towards to the village. 

He was drunk. On the way the SI of Marikuppam Police Station caught Erappa and kicked him down. 

The victim was beaten with lathi so brutally that he lay on the road unconscious. Few villagers spotted 

him and admitted him in the hospital. Before the doctor could book the MLC the SI came and discussed 

something with him, following which the victim was directed to Puttur stating that there was a simple 

fracture in his legs. But Erappa didn’t recover even after 15 days of treatment and passed away. When 

the matter was informed to the SI he refused to acknowledge it. Many villagers went to the police station 

but they were all driven away. Complaints were then lodged before the SP who in turn called up the SI. 

The latter convinced the SP and filed a false case against Venkatram. But the victim came out on bail. 

Even now Venkatram’s family is facing threats from SI Nagesh, stating that if he persists in lodging 

complaints he would be booked under another non-bailable false case. But Venkatram is determined to 

fight against the SI.

Victim Polanda Vinu Pemmaiah, aged 30 is an advocate residing in Arameri village under Siddapura 

Taluk. On 5 March 2008 the victim was summoned to Siddapura Police Station by SI Santhosh Kumar 

for a compromise meeting with regard to a case of Kadumanda Ganapathi. Pemmaiah appeared for the 

case and the court had ordered a temporary stay. Accordingly the victim went to the police station. But 

the SI abused the victim and the whole lawyers’ association. He pressed his lathi on the neck of 

Pemmaiah and threatened to kill him if he didn’t withdraw the petition filed against Ganapathi. The SI 

warned Pemmaiah to return all the documents related to the said petition, and assaulted the victim on his 

chest, stomach, jaws and toes using a lathi. He also forced Pemmaiah to fall at the feet of Ganapathi. 

Later the victim was assaulted by Constables Vasantha and Srinivasa, who kicked him brutally. Again 

the SI pressed his lathi upon the neck of Pemmaiah and kicked on his genitals. The victim states that this

incident is the consequence of the case filed against SI Santhosh Kumar by advocate D.C. Dhruva. The 

SI used Pemmaiah as a scapegoat to humiliate the whole lawyers’ community. After this incident the 

victim feels humiliated and depressed; and he urges immediate action against the SI and the two 

Constables.

Yallappa basavannappa thamboli , aged 50 years residing at varadhi, taluk hanagal district Haveri is a 

farmer. He belongs to Panchamasali (Lingayath) community. On 10/06/08 he visited Haveri to purchase 

seeds and manure. Around 1.30 p.m the agriculture office was closed and the farmers were refused of 

seeds and manure. The farmers agitated against this. The police rushed to calm the situation. The police 

had charged the farmers with lathi. Yallappa Basavannappa Thamboli was shot by police on his right 

knee, left foot and right thigh. Later he fell unconscious to the ground. Veerabhadra Gowda is another 

farmer residing at Nelogal taluk in Haveri district who had incurred severe injuries on his forehead 

resulting from the lathi charge of the police. Another victim named Kannappa Gaddappa Bajjihalli, aged 

35 hailing from Kalibyala taluk in Haveri district incurred severe injuries on his hand.

Case Details: 

The victim Alwyn Dsouza was a convict in an attempt case and was serving in jail for a year. On 13 

March, 2008 the inmates of the prison were allowed to take a walk inside the campus. When the victim 

was chatting with his friends, a rowdy named Shivaram had demanded money. He had also tried to 

assault the victim Alwyn Dsouza. 

The friends of the victim have rescued him from the rowdy. In the scuffle, the rowdy Shivaram was 

injured and he was rushed to the hospital. The policemen have assaulted the victim Alwyn Dsouza and 

his friends without any reason. The victim was assaulted for more than 15 minutes and he sustained 

injuries on his back and thighs. He was locked in the cell the whole day without water. The next day, the 

police have threatened him with dire consequences and then provided first aid.

Case Details: 

The victim Aruna M.C was a MBA student at Mysore University. On 28 January, 2008 he had gone to 

get reading materials from Rani Bahaddur Seminal Hall. At that time, there was a book release at that 

hall by the former Minister, K. H. Viswanath. All on a sudden an argument had taken place between the 

dignitaries and the Congress Party workers. The victim Aruna had witnessed the incident, standing 

inside the hall. The people were vandalizing the articles. The Vijayanagara Police started lathi charge on 

the innocent people. The victim Aruna who was standing at the corner was beaten by a police constable. 

The victim had come to know the name of the constable was Ramesh, from the badge he had. The 

victim had pleaded that he was a student, but the constable continued beating him. The victim Aruna 

sustained severe injuries on his left. Later one of the college assistant had taken him to the hospital.

Case Details: 

Victim Polaiah, aged 55 is a beggar at Chintamani Bus Stand. On 5 March 2008 K.N. Ramesh, the CI 

was chasing away all the beggars from the bus stand. Badri, another beggar who was along with 

Polaiah managed to escape but the victim fell in the hands of the police and was subjected to brutal 

torture. Both his knees started bleeding at the severe assault using a lathi. Later Badri admitted Polaiah 

at Chintamani GH. At that time a constable came to the hospital and called both of them to the station. 

Thereafter the CI stopped a civil bus and ordered the conductor to drop Polaiah at Bangalore. From then 

there is no news of the victim. The police on the other hand state that no such incident happened but the 

witness statements and that of the police do not match, because the Secretary of Janavadi Mahila 

Sanga had witnessed Polaiah lying bleeding at the GH.

Case Details: 

Victim Bangarashetty, aged 45 is an agriculturist residing in Doddamole village under Chamrajnagar 

Taluk. The victim is married and the father of two children. On 1 February 2008 Bangarashetty along

with his fellow villagers transported timber in a bullock cart on Satyamangal road. Suddenly Forest 

Officer Satyanarayan asked them for their license. Bangarashetty and his fellowmen didn’t know that he 

was forest officer and they tried to neglect him. So the officer seized the vehicle. The victim and his fellow 

men were also caused to sit in the office. As the matter was taken to the Human Rights Organization the 

Forest Officer avoided registering a case but kept Bangarashetty in the office all night without food. The 

next morning the victim was set free after getting him signed in an apology letter.

Case Details: 

Victim Basha (a) Samsu Kahan, aged 51 is a resident of Maskam falling under the jurisdiction of 

Anderson Pet Police Station. The victim owns a plot next to his house, which his neighbour Anand, a 

TCL worker at BEML desired to take possession. Basha immediately filed a civil suit in the court and 

the order came in favour of him. On 19 March 2008 when the victim was fencing the plot, Anand came 

to the place along with the SI of Anderson pet Police Station. The SI threatened Basha to come to an 

understanding with Anand regarding the plot but the victim refused. The SI in turn sternly threatened to 

face the consequences for not giving heed to his command. Since then Basha is living in fear.

Case Details: 

The victim Bhoganandish was a resident of Saraswathipuram and was engaged in electrical work. 

Since his school days, the victim had taken part in a number of progressive movements. In recent 

times, there was a huge opposition to the government power project at Chamalapura. A team had visited 

the victim’s village to get the opinion of the people, under the leadership of K.P. Pande. Few VIPS have 

also gone to the village at the same time to get the opinion of the people. Then the victim Bhoganandish 

along with few other protesters have sat in front of the car, of the KERC team and demanded justice. All 

on a sudden, the police have assaulted the victim on his head. The victim Bhoganandish sustained 

heavy bleeding injury on his forehead and was rushed to the hospital.

Case Details: 

Victim C.D. Ramachandra, aged 60 is a resident of Rughupati Agrahara village under Kolar Taluk. Theft 

of pump sets, cables and pipes is very common in this rural area. Though the matter was reported to the 

police they took least interest in the issue. So the villagers themselves set an ambush and caught a thief 

named Rajesh red handed. The villagers inquired him and he revealed the name of Syed Basha as 

their agent to whom they handed the stolen items. The villagers caught Syed also and handed him over 

to the police. But SI Srikanth immediately produced Syed before the court from where he managed to 

get bail. This action of the SI enraged the villagers and they organized a dharna and picketed. But the 

police on the other hand charged them with lathis so as to disperse them. The victim states that the SI 

had received bribe from Syed and helped him get bail easily.

Case Details: 

Victim Chenna Basava Deshi Kendra Swamy is a purohit (priest) residing in Virajpete. On 30 December 

2007 the victim had been to the house of Chaurira family, which was a property of the congregation. 

There was no one in the house and hence Chenna Swamy slept there for a while. Suddenly police 

knocked the door and asked the victim to come to the police station. The members of Chaurira family 

were also present with the police. When Chenna resisted he was forcefully taken to the station. The 

Karnataka Rakshna Vedike members protested against the victim’s arrest and in course of time the 

protesters were also arrested. The police seized the flags, lorry, and other materials belonging to the 

KRV. Legally this property belongs to the victim’s Kannada Congregation. Chenna has pledged that if the 

Chaurira family doesn’t vacate the house they will resort to severe protest.

Case Details: 

Victim Kumar, aged 27 is a resident of Kesare under Mysore district. The victim is working as a 

cashier at Apoorva Bar in Najarbad for the past six years. On 3 January 2008 Mallanna, Constable of 

Najarbad Police Station created disturbance in the bar. He demanded bribe from the cashier. This was 

the custom of most of the police officials who visit the bar. The constable took Kumar aside and began 

abusing him, and threatened to take revenge. In the meantime few of the customers started assaulting 

the constable, but the owner of the bar prevented them and called for the police. They came and took 

Mallanna away. After this incident Kumar has lost his self confidence and developed fear and an irritable 

character.

Case Details: 

Raju S/o Javaregowda aged 30 resides at Kumbarageri located at Gundlupet town, in Chamarajanagar 

district. He is a Real Estate agent. He purchased a Qualis vehicle from Sampath raiker for 2.70 Lakhs 

Rs in exchage for his car worth 1.50 lakhs. Raju issued a cheque amounting to Rs 95,000 on 8 th 

December2008 to settle the total amount for the vehicle. On 14th December 2007 he visited sampath 

raiker to take the vehicle. But Sampath raiker taking the aid of three persons including town station Sub 

inspector Govindaraju blackmailed him on vague grounds. Thereafter Sub inspector arrested him and 

registered a case under section 420 of IPC and sent him to jail. Later he was released on 18 th December 

2007 on bail.

Victim Shantappa Mahadevappa is a farmer residing in Yalaguch. The victim is married and has two 

children. On a particular day when Shantappa was returning home from Hirehalli having purchased

some things a tear gas shell hit his shoulder. This resulted in a bad swelling and within a few minutes the 

victim was covered by smoke, resulting in lot of inhalation of poisonous gas. At that moment Shantappa 

couldn’t see anything and fell down feeling dizzy. He returned home leaving behind the bag. Due to 

inhalation of poisonous gas his health went for a toss and he suffered a bad stomach ache. Shantappa 

went to the hospital but after much pleading he was admitted.

Case Details: 

Victim Chetan Kumar is a resident of Belakavalli village under Malavalli Taluk. The victim is a second 

year PUC student at Sri Shivakumar Swamy College. Since the classes were very boring Chetan and 

his friends cut the history class on 6 January 2008 and were sitting near the ITI block. Few policemen 

arrested the boys and took them to Belakavalli Police Station. SI Gururaj beat Chetan and his friends on 

their hands and legs. They were warned not to commit any offense and released. After coming to the 

college the victims came to know that the Principal had given a complaint against them stating that they 

were creating tension in the campus by playing cards and teasing the girls. When the parents of the 

victims questioned him he denied all charges. Due to this incident Chetan has lost all his self respect and 

he states that this is a painful moment in his life.

Erappa aged 40 is a bus driver. On 17 May 2008 around 9.30 in the morning he accidentally hit a traffic 

police named Shive Gowda. The traffic police became furious. He got into the bus and verbally abused 

Erappa and assaulted him. In fact the traffic police did not incur any injuries. Later Erappa got admitted 

in the hospital. Later the matter was solved by the intervention of the D.S.P and the traffic officer Krishna 

Gowda

Case Details: 

The victims Javanth Raj and Suresh owned jewellery shop at Robertsonpet. A thief named Mani had 

stolen in their shops several times. The victim’s have reported to the police and Mani was imprisoned 

several times. Once when Mani tried to steal a shop in Bangalore, he was caught by the police. Due to 

enmity, he had given wrong information to the police. 

Based on that, the police have raided the shop of the victims Javanth Rai and Suresh. The victim’s 

experienced a heavy loss in business due to police raid. The police created mental disturbance to the 

victims. To condemn the act of police, the people of Robertsonpet have protested in front of Robertsonpet 

Police Station. The MLA of the locale had assured the protestors that he would negotiate with the Deputy 

Commissioner and terminate the unnecessary raids. Thereafter the people have dispersed.

Case Details: 

The victim Krishnan was a supporter of the Republican Party of India. On 15 June, 2008 the police of 

Banasavadi had gone to his house in a white TATA Sumo and have taken him to the police station for 

inquiry. The police alleged that he was involved with a false currency case. 

The victim Krishnan had told the police that he was working in the BPL Company. But the police were not 

convinced by that. They have detained him at the police station for two days and tortured him brutally. 

Then the police have confirmed that he was not involved in the theft and they have released him. The 

victim Krishnan has sustained severe injuries all over his body due to the police torture.

The victim Shivaiah was a resident of Tellahar village and earned his livelihood from agriculture. The 

village consisted of 300 families and most of them belonged to Schedule Caste. On 26 January, 2008 

there was a land dispute between the victim Shivaiah and Siddaiah.

Later that evening, two policemen have taken the victim Shivaiah to the police station The Inspector had 

spoken to the victim roughly. When the victim had questioned the police, he had beaten him on his hands 

and legs brutally with the baton. Later two more constables have joined together and have beaten the 

victim with fists. Then the police had threatened him not to disclose the matter to anyone and released 

him.

Case Details: 

Victim Hanumantappa Shivappa Malagunda is a resident of Hanagal of Haveri district. The victim is 

working as a watchman at Janatha Shikshana Samsthe. On 22 February 2008 while Hanumantappa 

was on duty at a school he had stomach upset and went to the toilet. In the meantime the above 

mentioned perpetrators were shouting in the school premises and tore the bed of the victim. 

Hanumantappa rushed out to see, and was consequently assaulted by these policemen. When the 

principal of the college came to his rescue and questioned the policemen they went away throwing the 

college keys. Hanumantha Prasad, a staff of the college filed a complaint against these officials with the 

SI but the case was registered as one of B value, which means there isn’t sufficient evidence to take 

action. Now Hanumantappa Shivappa Malagunda desires justice in this case, for he has lost his hope 

on the police.

stopped a civil bus and ordered the conductor to drop Polaiah at Bangalore. From then there is no news 

of him.

Case Details: 

Victim Ibrahim Kamadolli is a businessman residing in Savanur. There is a persistent conflict regarding 

the market for the past 40 years in the area. Some of the vendors wanted the market in the play ground 

and some objected it. The town municipality decided to have the market at Sri Renukacharya Mata. 

However some communal forces gave ignited violence in this issue, thereby leading to police lathi 

charge on innocent people on 21 March 2008. The victim had visited the place to assess the situation 

but was brutally beaten up by the police. Ibrahim Kamadolli suffered grievous injuries and was admitted 

in the GH for three days. The victim urges the concerned authorities to take necessary action on the 

police for their atrocious act.

Victim Jagadish, aged 24 is a resident of Shindenahalli village under Mysore district. The victim is a 

bachelor and stays with his parents. Six months back Jagadish and his family worked for the forest 

department under the scheme of food for coolie. The family worked for Rs.6000-8000, and when asked 

for the payment they were given some wooden logs in compensation. Jagadish brought the logs and 

kept it in his house. On 2 February 2008 few policemen and forest officials visited the house of the victim 

in the name of raid. They abused Jagadish’s family as thieves. This word hurt the victim badly that he 

attempted suicide by taking poison but the Dy.S.P rescued him and sent him to the hospital in the police 

van. Jagadish urges necessary action against the police for taking away his agricultural equipments by 

blindly following the words of some people. Jagadish also stated that the above mentioned perpetrators 

had caused him all the trouble.

Case Details: 

Victim Jaya Prakash, aged 45 is a resident of Keel Kote under Kolar Taluk. The victim is a Congress 

party activist. On 8 May 2008 Jaya Prakash accompanied Srinivas Gowda, who was contesting in the 

Assembly Election for a door to door campaign. At the same time Varthure Prakash, the leader of the 

opposite party and his followers entered the same area. A clash broke out between both parties and 

subsequently police entered the scene. They began to charge everybody with lathis. A number of 

people were injured including the victim but none of them were taken to the hospital. Jaya Prakash 

sustained severe injuries on his left leg. The victim is not interested in pursuing case against the police 

for he states that this kind of treatment is very common during election times.

Case Details: 

Victim Jaylanisab Chamansab Shiggavi, aged 38 is a cloth merchant residing in Savanur. On 21 

March 2008 while the victim was at his shop, suddenly violence erupted at Indira circle and lathi charge 

was under force. Jaylanisab decided to close the shop and while doing so, two of his boys were 

assaulted by the police. The victim and his sons were then chased to the terrace and subjected to brutal 

torture. They were not even allowed to go to the hospital. Later Jaylanisab and his sons had to receive 

treatment in private clinics. Even now the victim is not able to walk properly. He feels afraid of the police 

and doesn’t want to pursue case against the police fearing that he might be assaulted at any time and his 

family might fall into trouble.

Victim Kiran Basappa Malenahalli, aged 35 is a businessman residing in Byadegi under Haveri district.

Kiran was subjected to severe assault. Some women gathered in the place and rescued him from their 

hands. Kiran suffered injuries on his legs, hands and face. He fainted on the spot, following which he was 

hospitalized. The villagers protested against the police and broke the windows of the hospital in their fury. 

However the police justified their action stating that according to section 144 they can beat anybody and 

do anything. All the people became violent at this reply. On 31 March 2008 the villagers held a peace 

meet to settle the issue of dismantling of a goddess statue and as per their direction the victim did not 

proceed with the case.

Kiran aged 12 resides at Mulluru Post in Somvarapete Taluk with his grandmother Lakshmi and 

brother Naveen. He is studying in 6 th standard and his brother Naveen in 8 th standard. After the death of 

his father, Kiran and Naveen refused to stay with their mother as many strangers frequented their house 

to meet their mother. On 22 November 2008 a Head constable of Shanivarasanthe Police station 

named Cheluvaraju visited Kiran’s house with his mother. He assaulted Kiran and Naveen besides 

verbally abused them. He threatened them to stay with their mother.

Case Details: 

Victim Kodhandappa, aged 50 is an agricultural labourer residing in Beda Setty Halli village under Kolar 

district. On 20 March 2008 a bullock race was about to commence in the village on the occasion of 

Sankranthi festival. Many villagers used to participate in the race along with their bullocks. But CI Shiva 

Kumar entered the village and stated that the bullock race cannot be allowed because the court doesn’t 

permit this. The villagers discussed with the police and the latter allowed the village to conduct the race 

but not for the outsiders. This paved way for an argument and since it reached the peak the policemen 

resorted to lathi charge, and also used tear gas. The local people hid themselves inside their house but 

the outsiders were beaten up severely. Kodhandappa also suffered injuries on his back bone and the 

fingers in his hands. They were swollen and started bleeding. The victim is not interested to pursue case 

against the police for the panchayat has settled the issue.

Case Details: 

Victim Krishna Kumar is a resident of Harohalli village. The victim is married and has two children. 

Krishna owns a tea shop, with the income of which he manages the family. The shop is situated at the 

juncture of Pandavapura and Harohalli villages and the business is good at times and the vice versa. 

There was a group clash between both the villages over a ‘kabaddi’ match on 28 February 2008. A 

team of police arrived at the place and began to charge the people with lathis. Krishna was also injured 

on his hands and legs, and his shop was closed, owing to which suffered loss. It is also alleged that the 

police have filed false cases against few.

Case Details: 

Victim Krishna Prasad, aged 42 is an LIC agent, social worker and also an active partisan of farmer’s 

association. He is married to Renuga and has a son named Keerthi Prakash. In the initial years of his 

career Krishna was working as the first divisional clerk at Mandya Zilla Parishad. But the farmer’s 

movement influenced him and he spend 50% of his LIC Commission for the farmer’s movement. The 

victim was actively involved in sensitizing the public against the corrupt politicians. During a movement 

organized by many organization including Karnataka Rakshana Vedike, Raita Sangha, Slum Dwellers 

Association and many others, thousands of farmers of the district gathered to protest against the 

government policies. Having gained news of this the police blocked the Bangalore- Mysore Highway 

and seized all the food materials arranged for the farmers. They also enforced lathi charge and arrested 

all the leaders. Many farmers suffered grievous injuries. All the leaders were released in the night and 

Krishna feels that it was clear cut act of police goondaism. The victim’s associates organized a bandh 

and it was a successful one. Krishna feels that this kind of police lathi charge has lead to the increase in 

the farmer’s suicide in the district.

Case Details: 

Victim Krishne Shetty, aged 48 is a resident of Harohalli village under Mandya district. He is married to 

Putta Lakshmamma and has five children. On 28 February 2008 the victim was walking on the village 

road and suddenly a police assaulted him with his lathi and pulled him down. The victim was alleged of 

being involved in the assault that occurred in the village, in connection to a kabaddi match. The police 

had simply assaulted the villagers also, who were in the panchayat office without sparing the aged 

people. Krishne was trying to move away from the place but the police compassed him and subjected 

him to severe assault. Thus they created a scene of terror at the village. Krishne seeks justice against 

such acts of the police.

Case Details: 

Victim Krishne Gowda, aged 46 is a resident of Harohalli village under Mandya district. The victim is 

married to Mangala and has two children. On 28 February 2008 many villagers had gathered in the 

panchayat to discuss on the issue of assault on a village boy named Shivakumar. There were nearly 

400 people gathered there including Krishne Gowda. Suddenly police arrived at the place including the 

KSRP Force. They threatened the villagers to vacate the place and began charging with lathis. They 

didn’t spare the aged persons either. As Krishne Gowda was trying to escape he was surrounded and 

severely beaten up. The police also threw smoke bombs, which fell on the electric transformer and the 

power supply went off in the village. Thus the police assaulted everyone in the village as it was very 

dark. They pulled out some people from their houses and took them to the police station. Krishne was 

injured all over his body particularly hips, thighs and hands. He couldn’t walk properly even after 15 

days. None of the villagers dared to go to the hospital in fear of the police who were patrolling around the 

village. The police on the other hand state that they were trying to curb the disturbance created by the 

people of Hiremarali village who were disturbing a wedding function.

Case Details: 

Victim Lajkkappa Lamani, aged 45 is a resident of Nidnegilu under Haveri district. The excise officials 

and police barged into the house of the victim, accusing him of producing hooch. They assaulted all the 

family members and misbehaved with the women. The police threw all the articles in the name of 

searching the house for evidences. All the villagers protested against the illegal activities of the police, 

owing to which they left the place temporarily. The next day police came and disturbed the people of the 

village. Lajkkappa Lamani states that on one hand the policemen have made this a custom to harass 

innocent poor people and on the other hand they close their eyes to the liquor barons who produce liquor 

without license.

Case Details: 

M. Gopalaswamy aged 40 resides at Immavu Grama Chikkayana Chatra village located in nanjanagud 

taluk. He is a librarian in the Karnataka Open University. His mother Devamma, owns a piece of land. 

A.Srikantaiah, the resident of Vishweshwara Nagara and Ms Shanthi the resident of JP nagar had 

agreed to pay 28 lakhs for the taking sand from their land. But they failed to pay the agreed sum of 

money. Srikanthaiah and Shanthi filed a false complaint against Gopalaswamy stating that he had 

cheated them and breached the agreement. Gopalaswamy was called to the police station for an 

enquiry by Inspector Dharmesh on 5 May 2008. He was forced to sign on a cheque amounting to Rs 

10.5 Lakhs. Later he was detained in the police station. The police called him by filthy words and 

threatened that he has to pay the perpetrators Rs.18 Lakhs. Later the police had extorted Rs 6 lakhs 

from Gopalaswamy.

Case Details: 

Victim Madashetty is a farmer residing in Doddamole village under Chamrajnagar Taluk. The victim is 

married and has two children. On 1 February 2008 Madashetty and his fellow villagers were transporting

timber in a bullock cart on Satyamangal Road. At Sultan Shareef Circle they encountered FO 

Satyanarayan, who asked for their license. Ignorant of the fact that the person inquiring them was a FO 

the victims tried to neglect him. Ultimately their cart was seized and the victims were caused to wait at the 

forest office the whole night without food. After the intervention of a Human Rights Organization the FO 

released Madashetty and his fellowmen the next morning, without registering a case. But the FO 

caused them to sign in an apology letter.

Case Details: 

Victim Mahesh, aged 32 is an auto driver residing in Shambu Linganapura village under Mysore 

district. The victim runs his auto between his village and T. Narasipura. The new SI, Harivardhan often 

harassed the auto drivers for the monthly minimum bribe of Rs.300. Some of the drivers including 

Mahesh opposed this movement. The SI sought for an opportunity to take revenge. On 19 January 

2008 while Mahesh was near a temple at T. Narasipura the SI stopped him and stated abusing him with 

filthy words. The SI slapped Mahesh in public and broke the glass of the auto rickshaw. Immediately the 

victim informed the matter to the Auto Owners Association and staged a protest in front of the police 

station. Later Inspector Kumar Swamy promised of taking necessary action. Mahesh states that he has 

been targeted by the police and this incident has affected his social reputation, and henceforth seeks 

justice and strict action against the SI for his revengeful act.

Case Details: 

The victim Manamohan was a BBM student. On 26 February, 2008 when he was riding in his twowheeler; 

the Sub-Inspector and a traffic constable have stopped him for not wearing helmet. The victim 

Manamohan had told them that he had an injury in his head and so he could not wear the helmet. The 

police had asked him to pay Rs 100. The victim had told the police that he did not have money and 

asked his permission to get money from his friends. When the victim was about to get in his bike, the 

ASI had pushed him down.

The victim sustained injuries on his knee. Then the ASI had abused him vulgarly and demanded Rs 300 

or threatened to seize his bike. The public, who were watching this incident, have protested against the 

police. The next day, the victim was called to the police station and Circle Inspector had asked sorry for 

the misbehavior of the police.

Case Details: 

Victim Manchegowda, aged 46 is a resident of Siddenahalli village under Mysore district. The victim 

lives along with his parents, and the family has been depending on the forest products for firewood and 

survival as they live in the outskirts of the forest. This is the practice of the family for many generations. 

However on 2 February 2008 some policemen and forest officials made a sudden visit to the village and 

took away some wooden agricultural equipment from Manchegowda’s house in the name of raid. As 

the victim resisted the police pushed him down, thereby causing injuries on his hand and back. 

Manchegowda urges necessary action against the police for taking away his instruments by blindly 

following the words of some envious people. According to the victim DCF Vinay Kumar, Dy.S.P 

Mahadevaiah, CPI Sundar Raj and ACF Prasanna Kumar were the officials who caused all the trouble.

Case Details: 

Victim Manjunath, aged 33 is a resident of Vemgal town. The victim is working as a school master. 

Manjunath fell in love with Geetha and both got married on 7 March 2008. Geetha’s family was against 

the registered marriage and bribed the SI to separate the couple. They also brain washed Geetha. 

When Manjunath opposed the SI the latter threatened the victim that he would be proven an alcoholic 

with the help of a medical practitioner. After this Manjunath approached Geetha’s family along with the 

panchayat members and well wishers. They agreed to get the victim and Geetha re-married as per 

their customs. Hence Manjunath is not interested in pursuing the case as the wedding is going to be held 

soon in a devasthana.

from him for his release and took Rs 12,000 from him which he had it for his business purpose. Later 

they took his phone number saying that he will have to frequent the police station when called for.

Victim Nagappa Thirukappa Matada is a resident of Islampura under Haveri district. On 26 March 2008 

there was a clash between two castes on the issue of business. The struggle became severe and

Nagappa decided to vacate his work place. As he was climbing the ladder to water the new building near 

his work place, a police official hit on his head from behind. The victim was then pushed down and 

subjected to brutal assault. Nagappa ran to the hospital holding his head. There was nobody to help him. 

Four sutures were applied on his head. Two weeks from thence Nagappa couldn’t go for work, and he 

is a sole bread winner of the family. On 31 March 2008 a peace meeting was organized but nobody 

thought of the injured people. The victim has spent more than Rs.4,000 for the hospital expenses and 

none of the leaders had come forward to help him. The police on the other hand state that they had come 

to the place in order to curb the clash between Hindus and Muslims in connection to the dismantling of 

the statue of a goddess. On the day of the incident some miscreants had set fire to some Muslim shops 

and to prevent it they had charged the people with lathis.

The victim Nagesh kumar aged 40 resides at Tonachikoppalu layout, Kuvempu Nagara in Mysore with 

his family. The victim is a businessman and a politician belonging to B.J.P party. On 16 April 2008 

around 3pm Inspector Mohan Kumar and SI Harish with 2 constables raided his house. The victim was 

not at home and as his wife and son questioned the police about the raid. The police replied that they got 

information stating that Nagesh Kumar had hoarded money and liquor in his house. Mrs. Nagesh 

Kumar requested the police to pursue their search after the arrival of her husband. But the policemen did 

not heed their request instead they damaged the things at home. Later they called the superior official and 

said that they did not find anything at Nargesh Kumar’s house. Mrs. Nargesh Kumar and her son were 

shocked at the attitude of the police.

Case Details: 

Victim Narayan Kumar, aged 38 is an advocate residing in Someswara Nagar falling under the jurisdiction 

of Malure Police Station. The victim went to Malure Town Police Station on 20 May 2008 so as to collect 

some information regarding a case. SI Salim Nathar was on probation at that time. Another Advocate 

named Saraswathamma was ill treated by the police the previous month. The Bar Association organized 

a dharna against the police and after that the latter are in enmity towards the lawyers. In this circumstance

Narayan went to the police station. As expected the SI didn’t respect the victim and answered in single 

words. He began to kick the chair and table. The constable also behaved in an indifferent manner. 

Narayan states that if this was the treatment meted to a lawyer then how would they behave with a 

common man. Thereafter the lawyers took a procession to the town and submitted a memorandum to 

the CI of Malure demanding the dismissal of Salim Nathar, under the condition of resorting to a hunger 

strike.

Case Details: 

Victim Nelson, aged 35 is a resident of Marikuppam under KGF. On 22 February 2008 the Municipal 

Council President Elections were about to take place. At that time two dharnas were organized by the 

CPM and the Congress Party respectively, in front of the Municipal Office demanding their kidnapped 

Councilors to be produced. Nelson was standing at the side of the road observing the struggle. Suddenly 

police arrived at the scene and began to charge everybody with lathis. They also opened charge on the 

onlookers including the victim. Nelson was injured and he fled to the park, where also he was thrice 

struck by another lathi charge. He left the place immediately and received treatment in a hospital. The 

same day police announced that the elections were postponed to 1 March 2008. The victim is not 

interested to pursue case against the police considering this as a silly matter.

Case Details: 

Victim Pradeep, aged 22 is a student of KGF First Grade College. After the classes were over the victim 

and his friends used to gather at a place and chatted for a while. Their girl friends also accompanied 

them once in a while. During such times police constables would come and threaten the students. They 

would also carry away the mobile. This was going on for a long time. On 28 March 2008 when Pradeep 

was discussing with his girl friend regarding the class lessons a constable named Vasanth inquired 

them alleging them of being lovers. He took away Pradeep’s mobile and asked him to arrange for 

Rs.500 under the threat of informing their parents. Finally the constable threatened to book Pradeep 

under a false case if he failed to give the money. The victim doesn’t want to spoil his girl friend’s 

reputation and hence he is hiding the matter and negotiating with the constable.

Case Details: 

Victim Rama Krishna, aged 50 is a conductor with Balaji Bus Service from Chinthamani to Bangalore. 

There are timings fixed for the departure of buses. But few buses fail to abide by the time constraints. This 

led to a quarrel along the drivers and conductors but it was often resolved. But the same problem arose 

repeatedly and having gained knowledge of this the traffic police involved in the matter and charged the 

drivers and conductors with lathis. Though the police and the RTO are aware of this situation they never 

took the issue seriously. On 24 February 2008 there was an argument with the driver and conductor of 

Annapoorna Bus. The argument developed into a clash and ultimately paved way for police lathi 

charge. Rama Krishna was injured on his neck and thereafter taken to the hospital. The victim is not 

interested in lodging complaints against the police, for he states that he has to abide with them or he might 

lose the job.

Victim Ramu (35), S/o Pushpam is a resident of Anderson Pet. The victim belongs to the Adi Dravidar 

community. Ramu’s father was a famous contractor and he had bought a plot near Frank and Co. Few 

people fought over this land and often caused trouble. The case was taken to the court and the judgment 

fell in favour of the victim. But on 11 March 2008 when Ramu went to the site he noticed his opponent 

entering the site with the help of SI Rajanna of Champion Reef Police Station. The SI forced the victim to 

come to and understanding with his opponents and from then he began to torture Ramu mentally. The 

victim has once again approached the court.

searching. They also misbehaved with the women. As Ruplappa was tired after work he had kept two 

liters of liquor at home to take it in night but the police accused him of preparing hooch. Thus the police 

have made it mandatory to raid the houses of poor people and torture them. On the contrary they close 

their eyes to the liquor barons who produce liquor without license. Therefore Ruplappa seeks justice 

against the activities of the police.

Victim Savitramma, aged 38 is a resident of Shindenahalli under Mysore district. Six months back the 

family of the victim worked for the forest department under the scheme ‘food for work’. Savitramma and 

her family worked for nearly Rs.80, 000. When asked for the payment the forest officials gave some teak 

wood in compensation. However on 2 February 2008 some policemen and forest officials made a 

sudden visit to their village and took away some wooden equipment from Savitramma’s house. As the 

victim resisted this she was pushed down, thereby causing injuries on her hand and back. Savitramma

Victim Shantappa is a farmer residing in Binnihalli village under Byadagi Taluk. On 12 March 2008 the 

victim missed the last bus from Byadagi Bus Stand to his village. Therefore he slept in the bus stand 

itself. A police constable asked Shantappa the reason for lying there. Though the victim explained the 

truth the police put his hand into the shirt pocket of Shantappa and tried to snatch the money. When the 

victim resisted he was forced to come to the station. However Shantappa agreed to come to the station 

for which he was severely assaulted with a lathi. The victim sought the help of a shop owner, from whom 

the police demanded Rs.500. Finally after he was bribed with Rs.100 Shantappa was set free from his 

clutches.

Case Details: 

Victim Shivakumar, aged 29 is a resident of Harohalli village under Mandya district. The victim is a 

bachelor and one among three brothers in his house. Shiva practices agriculture with the income of 

which he manages his expenses. On 28 February 2008 while the victim was returning home riding his 

cycle from Pandavapura, he was assaulted by few men. Shiva sustained grievous injuries. The matter 

was brought to the panchayat, and nearly 400 people gathered to discuss on this issue. Suddenly a 

team of police men arrived at the scene and assaulted all the people including the aged. The ASP and 

KSRP Force were active in doing this. They charged the people including the victim with lathis. Shiva 

was further injured and somehow escaped from the place. The police on the other hand state that they 

had come to the area in connection to the scuffle that took place during the kabaddi match and also added 

that the group of 400 people pelted stones at them, for which they had resorted to lathi charge.

Case Details: 

Victim Srinivasa Poojari is a gold smith residing in Srirangapatina under Mandya district. The victim 

also owns agricultural land which he cultivates depending on the rainfall. Srinivasa’s father is also a 

goldsmith and all the people in the village consult him before purchasing any gold ornament. On 6 

January 2008 the victim’s father had been to Srirangapatina. On his return in his friend’s bike he met with 

an accident and died on the spot. Many people gathered around and began talking about the 

compensation. In the meantime Srinivasa too arrived at the spot. The police also came soon and 

requested the body to be taken for post mortem. The victim and the mob protested demanding spot 

compensation. The police on the other hand resorted to lathi charge. Many people got injured. By then 

Inspector Jayaram came there and accepted to give immediate compensation.

Case Details: 

The victim Shyamsunder was a MBA student at Mysore University. On 28 January, 2008 he had gone 

to Rani Bahaddur Seminar Hall to collect reading materials. Meantime there was a book release 

function at the hall, which was presided by the former Minister K.H. Vishwanath. There was an argument 

between the dignitaries and Congress Party men. The victim Shyamsunder was witnessing the incident 

from the corner. 

The people have started vandalizing the articles. The Vijayanagara police started lathi charge on the 

mob. The victim Shymasunder was beaten by a police constable. He had pleaded that he was a college 

student, but the police were least bothered. The victim Shyamsunder sustained heavy injury on his left 

thigh due to lathi charge. Later one of the college staffs had taken him to the hospital.

Case Details: 

Victim Siddartha (23), S/o Sumati Lal Jain assists his father in jewelry, and pawn business. They have 

the official license to do pawn brokerage business. On 14 January 2008 while Siddartha’s father was 

away from the city, few policemen came to the shop and inquired the victim about some stolen jewel. 

Siddartha denied knowledge about the same, and requested the policemen to come after his father 

arrives. One of the police scolded Siddartha and another police caught hold of his collar trying to push 

him into the police van. The neighbouring shop owners chased the van and stopped it neat the toll gate. 

The police inside the van revealed that they were from the Crime Branch of Bangalore. Due to pressure 

from the public Siddartha was taken to the Crime Branch at Mysore. The ACP of Mysore CCB 

requested for a compromise with the Jewelry Association, and as for now the issue had been closed.

Case Details: 

The victim Sivappa was a resident of Kannalli Thanda. On 12 March, 2008 when the victim was 

washing his face, the police and the excise officer had gone to his house. They have beaten him 

indiscriminately and have claimed that he had concealed liquor illegally. Though the victim had told them 

that he did not have any connection with the illegal liquor, the police have arrested him. The police have 

often entered into that area and have harassed the people. The people of Kannalli Thanda were poor 

and remained calm due to fear of police.

Case Details: 

Victim Srinivas, aged 42 is a resident of Beda Setty Halli village under Malure Taluk. 20 March 2008 

was celebrated as Sakranti festival in the village, on occasion of which there used to be a bullock race, 

wherein people from other villages participated. But on the day CI Shiva Kumar came and banned the 

race stating that it was a Supreme Court judgment. Since many outsiders had come, there was a heated 

argument regarding this, which led to a severe lathi charge. The police also used tear gas and fired in 

the air. The local villagers managed to hide inside their houses but the outsiders were grievously injured 

including the victim. Srinivas was injured on his shoulder and he took treatment at home itself. The victim 

is not interested in pursuing case against the police. 


Victim(s) : Uday Shetty 




Case Details: 

Victim Uday Shetty, aged 23 is a resident of Haveri, and runs a bar attached with a non-vegetarian hotel. 

On 31 January 2008 few police officials came to the victim’s bar and drank. They also ate from the

attached non-vegetarian hotel. As the supplier finally gave the bill to the police they didn’t agree to pay on 

the reason that they were police. Uday asked them politely to pay the bill but the police began abusing 

him and assaulted him in the presence of other customers. Suddenly a man from the press helped the 

victim to get away from the hands of the police. Uday sternly told the policemen not to come to the bar 

again without paying the bill. This enraged the policemen that they assaulted him again and tore his shirt. 

The victim lodged a complaint to ASP Manjunath who advised him to file a complaint at the City Police 

Station. Lately Uday came to know that the police officials who had assaulted him were suspended from 

duty.

Case Details: 

Victim Umesh, aged 32 is a resident of Davanagare under Somwarpete Taluk. The victim is working as 

a driver. On 9 th May 2008 Umesh was coming with his colleagues in a goods vehicle. The road was 

curvy and the van was about to collide with a police jeep coming in the opposite direction near Somwarpete. 

Umesh managed to avoid colliding and stopped the vehicle a little farther. The CI came and slapped the 

victim. He abused Umesh and assaulted him with a lathi on his chest and shoulders. The victim and his 

colleagues were taken to the police station and charged a fine of Rs.300. Umesh states that this incident 

had caused him great humiliation and the public misunderstood him as a liquor supplier for the election 

campaign.

Case Details: 

Victim Vasanth, aged 45 is a resident of Muluve village under Kodagu district. The victim belongs to the 

Achari caste and earns his livelihood by working as a coolie. On 7 December 2007 Vasanth was 

having a word with his cousin and advised him not to take his wife to police officials, particularly to 

Constable Mallanna. The cousin grew angry and beat up Vasanth. The victim was injured on his lips 

and he went to the hospital the next day; but doctor Naveen didn’t administer good treatment. A constable 

from the police station came and took his statement. Vasanth was then summoned to the police station 

in the absence of the SI, and filed under a false attempt to murder case. Later when the victim approached 

the SI he suggested him to take bail. In the meantime Constable Mallanna threatened Vasanth not to 

interfere in his matter or he would be subjected to severe torture.

Case Details: 

Victim Veerabhadrappa Hosalli, aged 38 is a resident of Mageda under Haveri district. The victim works 

as a clerk in a Lorry Transport Company for the past fifteen years. Veerabhadrappa states that police 

regularly collected bribe from the lorry drivers every month. It was a kind of adjustment between the 

drivers and the police though the act was an illegal one. However the present the SI started a practice of 

standing in the outskirts of the city and collecting fee from every vehicle. If anybody didn’t pay that vehicle 

will be charged penalty, and the driver will be abused with filthy words. He also used to visit some poor 

colonies at midnight and disturbed the people, and particularly if there were only women he used to 

abuse them. The members of Lorry Association represented before the SP and lodged complaints 

against the SI. Following the complaints lodged by the victims the SI was suspended from duty having 

found him guilty of taking bribe from mines lorry.

Victim Vinay Manjaiah Gunduru Mata, aged 16 is a resident of Savanur under Haveri district. The 

victim is working as a salesperson in a textile. On 21 March 2008 while Vinay was in his work place 

there was a sudden clash between some people. The victim’s owner instructed all the workers to close 

the shop and go home. Accordingly the shop was closed and all were about to leave. Suddenly police 

chased them and charged them with lathis. Vinay was severely injured on his hands and legs. Later on 

he was hospitalized and now he feels better. Vinay also states that poor people like him are not treated 

well in the GH, for the doctors listen to influential persons only. After this incident the victim and his family 

members are leading a life of fear because of the police.

The victim is working as a salesperson in a textile. On 21 March 2008 there was a clash between two 

caste groups with regard to business. The issue became severe and all the shop keepers began to 

shut down their shops. Yankanagowda also closed the shop and sat in the terrace. Suddenly police 

barged into the shop and assaulted the victim in the terrace. Yankanagowda was beaten with lathis and 

kicked with shod legs. He states that the assault was so severe and he still can’t walk properly, and is 

under medication. Yankanagowda feels that such problems arise due to the influence of politicians, and 

the police also aid them in such activities. Now the victim is frightened about what the police might do at 

any time.

Case Details: 

Krishne Gowda resides behind the Kalikamba temple. He rears cattle with the income of which he 

manages his life. On a particular day when Krishne Gowda was walking near his house he witnessed 

a boy being beaten up by a security guard named Ningaiah. Krishne prevented the man taking the help 

of his friends. Later on the same boy was chased by a lorry driver and late at night on the same day the 

duty police of that area assaulted the boy tying him to a coconut tree. This too was witnessed by Krishne 

Gowda. The next day he received news of the boy’s death, and that the body was lying in the temple 

premises. The body of the deceased has many injuries on the stomach. The body was also swollen 

and blood was coming out of the mouth. The corpse was then shifted to the GH. At the hospital Krishne 

Gowda looked at the police and said that they were responsible for this, but the Inspector signaled him 

to keep silent. All the police were behaving indifferently at the hospital. Krishne Gowda desires stringent 

action against the police.

Case Details: 

Victim Badrunissa, aged 48 resides in Mehaboob Nagar under Sidlagatta Taluk. The victim is a daily 

wage worker in a local silk factory and has a daughter named Mahamadi Salma and a son named 

Syed Mohammad Pasha. Salma, aged 17 was studying 9 Standard in a Government Junior College. 

The above mentioned perpetrators often teased her while she went to school. The husband of Badrunissa 

deserted her long back and hence the mother and daughter didn’t make this matter an issue for they 

were lonely. On 28 September 2007 Salma never returned from school and Badrunissa went to lodge 

a complaint at Sidlagatta Police Station. But the SI drove her away stating that her daughter might have 

eloped with someone. Finally the victim approached a Councilor who in turn took her to Chintamani 

Police Station. The SI of this station talked with the SI of Sidlagatta Police Station asking him to register 

the complaint. SI Muni Krishnappa was enraged at this, and when Badrunissa went to Sidlagatta Police 

Station he assaulted her along with Amzad and Zeelan. They told her that Salma was in Mumbai and 

warned her not to disclose it to anybody if she wanted to see her. Salma was allowed to be with her 

mother for three days and on 26 October 2007 she was again taken back to Mumbai. Once again 

Badrunissa filed a complaint but no action was taken upon it. She also gave an interview in ‘Udaya TV 

along with a press release but all in vain. As of now Badrunissa is residing in an Ashram. She requests 

that her only daughter comes back.

Case Details: 

Victim DK Saraswathamma, aged 40 is a civil advocate. The victim had taken up a land dispute case, 

and she took the order of the court regarding the case to Malure Police Station. Saraswathamma 

requested SI Heera Mut to provide protection for her client but he didn’t respond properly. The victim 

then met CI Shiva Kumar, who too reacted in the same manner. The SI then kicked Saraswathamma 

out of the police station with the help of a lady constable. It was a very shameful moment for the victim 

and her profession. Later Saraswathamma approached the Lawyers’ Association and submitted a 

memorandum to the DC and the SP. All the advocates boycotted the court and organized a dharna in 

front of the DC Office. SP Yellappa received the memorandum and assured to take action, following 

which the dharna was withdrawn.

Case Details: 

Victim Geetha (30), W/o Eswar is a resident of Sanjaygandhi Nagar under Robertsganj. The victim’s 

husband is an auto driver. She has four children and carrying an 8 month babe. Geetha gained 

knowledge of her husband’s illegal relationship and questioned him regarding this, for he often came 

home late. Eswar would get angry at this and beat her up including the children. On 2 January 2008 

there was a serious clash between Geetha and Eswar that the latter threatened of pouring acid on her 

face. Geetha managed to escape but the bottle tilted and fell on Eswar’s face and other parts of the body. 

He was then hospitalized by their neighbours. The police came for inquiry and Eswar alleged Geetha 

of deliberately pouring acid on him. The President of Auto Drivers’ Association spoke with the victim’s 

husband for a compromise but he refused. Finally Geetha was arrested the same night, for the police 

didn’t believe her statement. She is presently under judicial custody, and there is nobody to support her 

in availing bail.

Case Details: 

Victim Glory, aged 45 is a resident of Marikuppam Telugu Line. The victim’s father is a BGML Employee 

and the family has been residing in the company quarters since three generations. There is a company 

school wherein the victim’s son studies. The head master of the school had illegal contacts with the 

cooks which Glory’s son witnessed. So the head master bribed the police to arrest the boy. After this 

happening the head master began to harass the victim’s family. He also burned down their house. Glory 

lodged an FIR regarding this but the head master managed to come out on bail. On 4 May 2008 SI 

Shanthappa asked the victim to report at the police station. When she went there the SI told her that the 

head master had received a letter from the BEO to have the victim vacated from her house. Then Glory 

approached BGML Housing Concern Officer and Dy.S.P Shiva Kumar. He assured that the SI will no 

more interfere in the case. But the SI began harassing the victim having received bribe from the hands 

of the head master.

Case Details: 

Victim Jagadishwari, aged 30 is the Zilla President of Janavadi Mahila Sanga. The victim belongs to the 

Scheduled Caste community. Jagadishwari’s mother Muniyamma is a fruit vendor, selling at Chinthamani 

Bus Stand using a push cart. On 4 March 2008 CI Ramesh began to chase away the vendors using 

his lathi. He also assaulted Maniyamma causing her immense pain. When she questioned him the CI 

grew ferocious and began to beat her brutally. He even distributed the fruits to the people around. When 

Jagadishwari prevented him from beating her mother the CI assaulted her also and broke her bangles, 

causing severe bleeding. Though the victim cried that she was the president of a woman’s organization 

the CI paid no heed and tortured even more. When Jagadishwari tried calling the convener the CI 

snatched the mobile off her hands and started beating on her back. As the victim fell down he kicked her 

with shod legs and beat with a lathi. Thus the CI assaulted Jagadishwari and her mother alternatively. At 

present Muniyamma is in judicial custody.

Case Details: 

Victim Jayanthi N.M, aged 43 is a resident of Nellihudikere/ The victim belongs to Kodava community. 

She has done M.A and currently taking care of her estate. Now Jayanthi is an orphan and is leading a 

life as a spinster. She has a brother named Medhappa, sister-in-law Chandrakala and another widowed 

sister-in-law Bhagirathi, all of whom are putting threat to her life in relation to the property issue. The 

fencing which was made around Jayanthi’s estate under the protection of the police had been removed 

by her family members thereby causing her a loss of Rs.5000. When Jayanthi went to file a complaint 

at Siddapura Police Station the brother-in-law of Kumar, who is a constable filed a counter complaint 

against the victim thereby denying her justice. The victim alleges that though the above mentioned 

perpetrators are the real culprits the police have filed a complaint against her. She desires protection 

from the police but is denied of the same.

Case Details: 

Victim Kamali Bai Lakakappa Lamani, aged 45 is a resident of Chanalui under Hirekerur Taluk. The 

victim manages her family by rearing cattle. On 26 January 2008, police barged into the house of 

Kamali, alleging her of producing hooch. They demanded her to go with them to the jail. When the victim 

defended she was assaulted by a lady police and taken to Dharwad Jail, where Kamali was detained for 

a day. Though the victim was set free the next day she underwent mental harassment and has lost her 

social reputation. The small children in her house were also frightened at the sight of the police and are 

living in fear. Kamali is very depressed for this is the first time her family has stepped into the police 

station.

Case Details: 

Victim Manjula (35), W/o (Late) Ananda is a resident of Chaudanahalli village falling under the jurisdiction 

of Shanivara Santhe Police Station. The victim has two sons namely Abhishek and Avinash. On 5 th 

July 2007 Manjula’s husband passed away in a natural calamity and thereby the government released 

a sum of Rs.50,000 to her as relief package but the victim’s mother-in-law and sister-in-law took away 

the amount by making false records and signatures. Manjula’s mother-in-law often harassed her that 

she lived separately, owing to which the latter was spreading false information about her daughter-inlaw. 

Even though Manjula lodged complaints at Shanivara Santhe Police Station it was in vain, because 

the SI stood in favour of her opponents. After a week when the victim went to the police station regarding 

the follow up the SI forcibly caused her to sign on a paper, demanding her to accept Rs.5,000 each in 

her two children’s name. This entire incident took place in front of her mother-in-law, sister-in-law, 

lawyer Jayendra and Nirvanappa, a Community Party leader. Manjula states that the police have not 

taken any step in favour of her. The SI has not helped her for he has been bribed by politicians to work 

in favour of the perpetrators. Therefore Manjula seeks stringent action against the SI and justice for her 

in this case.

Victim(s) : Muniyamma 




Case Details: 

Victim Muniyamma, aged 62 is a resident of Boombazar under Chinthamani Taluk. The victim has 

three children. Her second daughter Jagadishwari is the President of Janavadi Mahila Sanga (a 

woman’s organization). Muniyamma is a fruit vendor. On 4 March 2008 while the victim was selling 

she was driven out by CI K.N. Ramesh, who also distributed the fruits to the passersby without permission. 

When Muniyamma questioned him she was beaten up severely. The CI caught hold of her hair and 

assaulted on her back. When Jagadishwari tried to prevent him she was also beaten up. The CI broke 

her bangles causing severe bleeding. Meanwhile the public gathered, following which the victims were 

taken to Chinthamani Police Station. Thereafter Muniyamma was taken to Sidlagatta Judicial Magistrate, 

and sent to judicial custody. After two days she came out on bail.

Case Details: 

Victim Rehamathulla, aged 42 is a resident of Mehaboob nagar under Sidlagatta town. The victim has 

two daughters. On 3 March 2008, when Rehamathulla was supplying water on her vehicle HC Prasad 

came near her and questioned about the tanker, as to why it was placed on the road. The victim 

understood that he had come to collect bribe and replied rudely. He grew angry and started beating 

Rehamathulla and her daughter who was nearby. All the people from Elahi Nagar gathered and questioned 

the HC. They became angry and picketed in front of the Travelers’ Bungalow and many others 

organized a dharna in front of the Town Police Station. The Jamati leader also joined the dharna. Then 

SI Ramappa Guttar of Rural Police Station arrived at the place and tried to convince, but the protesters 

stood adamant to get the HC dismissed. CI Sampath Kumar called up and assured that action would be 

taken, following which the dharna was withdrawn. But till date no action has followed.

Case Details: 

Victim Sabina Begaum (42), W/o Mushtaq is a resident of Gajana Circle Muslim Colony under 

Chinthamani town. The victim’s husband is a daily wage labourer and Sabina prepares ‘agarbathis’ at 

home. She normally dries the agarbathis in front of her house. On a particular day a police jeep entered 

the village and drove upon the bathis smashing all of them. Sabina questioned the driver angrily that CI 

K.N. Ramesh got off the jeep and caught hold of the victim’s hair, and dragged her to the jeep. He abused 

Sabina with vulgar words and took her to Chinthamani Police Station. At the station the victim was 

caused to sit on the floor. Then the youth of the area came to the police station and negotiated with the CI, 

following which Sabina was sent off. The Janavadi Mahila Santayana also came and discussed about 

the incident. Hence Sabina is not interested to lodge complaints against the police since the matter is 

settled.

Case Details: 

Saraswathi, aged 38 is the W/o Bopaiah. She resides at yadavagiri railway quarters in Mysore district. 

She worked as a house maid at Rajagopal’s house who is a traffic inspector. On 21 April 2008 

Saraswati was packing up Rajagopal’s clothes in his suitcase. Rajagopal offered her cool drinks. 

Saraswathi fainted after taking the cool drink. Later she espied that Rajagopal had physically abused her. 

Later that evening Saraswathi’s son came in search of his mother and found her lying nude. He took the 

help of the neighbors and admitted her in the hospital. The next day Saraswathi went to the police station 

to give a complaint against Rajagopal but the police had not taken any action against the perpetrator

Location : Oorgaum, KGF 


Case Details: 

Victim Shanthi, aged 46 is a resident of Kennedy’s Telugu Line under Oorgaum. The victim belongs to 

Adi Andra (SC) community. On 13 March 2008 Shanthi was discussing with her neighbour Mariyamma 

regarding a quarrel. At the same time the daughter of the latter threw stones at the victim’s house and 

broke the AC Sheet. In the meantime few other women in the locality lodged complaints at Oorgaum 

Police Station in favour of Mariyamma. Accordingly ASI Adiappa came and arrested Shanthi and her 

son. At the station the ASI abused them with filthy words, thereby causing them shame. A petty case was 

filed against the victims, and they were produced before the court. The ASI states that there were more 

witnesses on the side of Mariyamma and that the reason he had arrested Shanthi and her son.

Victim(s) : Sumangala Ramappa Madiwalara 




Case Details: 

Victim Sumangala Ramappa Madiwalara, aged 40 is a resident of Shiraguppan under Haveri district. 

The victim’s husband is the Secretary at Grama Panchayat. Sumangala was often tortured and harassed 

by her husband and in-laws over issues of work. She was never allowed to sit, and forced to go to the 

field or do another work. Several times her nose bled at their assault and while having meal they used 

to snatch the plate from her. Sumangala’s husband had illegal sexual affair with Lalitha, the President of 

Grama Panchayat. He always accused the victim for one reason or the other and abused her. Though 

Sumangala filed a complaint at the police station no action was taken in respect of that. One day the 

victim’s husband, Lalitha and her husband joined hands to assault Sumangala and filed a false complaint 

against her. Accordingly the victim was arrested and tortured at the station. Both men and lady police 

assaulted her and took away the mobile. Finally Sumangala was helped by a lawyer who took her out 

on bail. At present the victim is residing in her mother’s house. Her son too stood in support of his father 

and often harassed her. Sumangala thought of committing suicide many a times but desiring justice she 

managed to live till date. The victim alleges that her husband tried to kill her many times and also has the 

good support of the police.
