MINUTES OF LAST MEETING<br />

The minutes of the last meeting were approved.<br />

3.<br />

MATTERS ARISING<br />

Dr Rohit Shankar has been appointed as the Training<br />

Programme Director (TPD) for Learning Disability (ST4-6).<br />

RL discussed the idea of a summer school with Giles Richards<br />

there was currently no further information.<br />

Amanda Deren-Jones confirmed that an article was currently<br />

uploaded onto the <strong>Deanery</strong> website in regards to the Trainee of<br />

the Year Award.<br />

Action: RL to discuss Summer School with GR.<br />

4.<br />

QUALITY<br />

RL read through the Local Educational Provider (LEP) proposal.<br />

Historically the visits have previously been organised by the<br />

Royal College, in the last four years the <strong>Deanery</strong> have visited<br />

each trust to quality assure the training. The LEP visits will<br />

replace the <strong>Deanery</strong> visits, the visits are based on national<br />

guidelines from the Royal College under a local model which<br />

has been agreed with the <strong>Deanery</strong>. It is the Schools duty to<br />

quality assure the training. A plan has been agreed for the<br />

School of Psychiatry to visit each trust every 3 years. The first<br />

visit will take place in Plymouth on 5 th October <strong>2011</strong> and will<br />

cover Core Training and Child and Adolescent Psychiatry; this<br />

will be led by the Head of School. An external representative is<br />

required to attend the LEP visit. The Royal College has twinned<br />

the <strong>Peninsula</strong> <strong>Deanery</strong> with the North <strong>West</strong>. £1000.00 has been<br />

put aside to cover the cost of the external for the LEP visit. MM<br />

agreed to go through the faculty for an external to allow for a<br />

robust external process with Child and Adolescent Psychiatry<br />

training. The interviews with the trainees will be 1:1 and will<br />

cover a full day. There was ambiguity over whether the School<br />

LEP meeting would include GP VTS trainees. The proposal<br />

document is to be added to the School of Psychiatry pages on<br />

the website with an amendment.<br />

Action: MM to locate an external representative for Child<br />

and Adolescent Psychiatry to attend the LEP meeting on 5<br />

October <strong>2011</strong> in Plymouth.<br />

Action: RL to find out if the VT GPS Psychiatry trainees will<br />

be incorporated into the psychiatry LEP visit.<br />

Action: NB to upload the LEP proposal document to the<br />

<strong>Peninsula</strong> <strong>Deanery</strong> School of Psychiatry webpage and to<br />

add Mike Metcalfe’s name to the visiting team as the<br />

Regional Advisor.<br />

5.<br />

RECRUITMENT ISSUES<br />

Issues were raised around the funding for a post which had<br />

been converted some years ago from a trust post staff grade<br />

(FTSTA) to an ST4-6 post to allow for the allocation of Run<br />

Through posts in Higher Specialist Training for a temporary<br />

period of time. Plymouths posts were increased from 3 to 4 and<br />

it is now reverting back to initial 3 posts, central Plymouth were<br />

not losing any posts. DPT has 8 posts and CPT 4 posts. 1 post<br />

is now a Learning Disability post. RL queried the funding for the<br />

FTSTA post between the <strong>Deanery</strong> and the Trust. There are 26<br />

NTN’s in total and 2 ACF posts. It was to be noted that ACF<br />

posts are run through posts.<br />

The figures for the <strong>2011</strong>, round 1 CT1 recruitment round were<br />

positive for the <strong>Peninsula</strong>, nationally filled 60%. The <strong>Peninsula</strong><br />

filled 8 out of 13 posts (60% national average). Round 2, CT1, 2<br />

applicants who were both appointable, 10 out of 13 posts filled.<br />

1 ACF post has been filled post will be supernumerary. There<br />

were 8 applicants to fill 3 CT2 posts. Discussion arose around<br />

CT3 psychiatrists applying for CT2 to allow for more time to pass<br />

CASC. CT3 posts have been advertised by the Trusts but it has<br />

been difficult to fill.<br />

DoH has proposed reducing the number of CT posts. RL<br />

requested views on the reduction of numbers to CT post. Trusts<br />

were worried about costs and rotations. It was noted that<br />

recruiting into foundation has improved and the first round<br />

candidates were good. Issues were raised regarding removing<br />

funding for CT’s at it would be harder to regain the funding. The<br />

Academic department was expanding. The <strong>South</strong> <strong>West</strong> has far<br />

fewer trainees per population than other areas. The main<br />

argument mooted was, having more senior trainees. RL had<br />

written to the Dean and the numbers stand currently that 9<br />

consultants a year are required however only 8 are being<br />

produced per year, therefore psychiatry were not yet self<br />

sufficient.<br />

Currently lots of vacant staff grade posts. The trusts agreed to<br />

meet to discuss the matter.<br />

ST4 recruitment will be a national process. The advert is to be<br />

placed in September for posts to start in February. The posts<br />

advertised will be, 1 CA post, 1 LD post and 1 Forensic post.<br />

Round 1 recruitment for GA and OA had recently taken place, 2<br />

candidates both appointable. 1 GA and 1 OA post has been<br />

filled for August.<br />

Action: RL and TD to meet with Neil Squires following the<br />

board meeting in regards to FTSTA funding.<br />

Action: Trust board members to arrange a meeting to<br />

identify vacancies and consider whether one process<br />

covering all the Trusts would be more effective than each<br />

individual Trust holding a recruitment process.<br />

6.<br />

FUTURE PLANS AFTER SHA CEASES TO EXIST<br />

The <strong>Deanery</strong> is part of the SHA so will technically cease to exist<br />

from July 2012 however there is currently no definitive<br />

information on the final proposal. This may lead to local<br />

networks of training which may include non-medical training.<br />

The future of the NHS changes has not yet been finalised. CB<br />

spoke about a CAMHS Social Enterprise initiative.<br />

Action: CB to find further information in regards to CAMHS<br />

Social Enterprise.<br />

7.<br />

STRATEGY - Dual training in psychotherapy and general<br />

adult<br />

A post has been put forward to be created, encompassing<br />

psychotherapy and general adult it will be a 5 year training<br />

programme. The course will consist of 3 days a week in GA and<br />

2 days psychotherapy supported by a Psychotherapy Supervisor<br />

and a Medical Psychotherapist. RL has the job description. The<br />

training post has been approved by the GMC and is currently<br />

running in other regions. The post needs to be supported by the<br />

Dean and Head of School.<br />

8.<br />

TRAINEE ISSUES<br />

Trainees asked about the Educational Supervisors training on<br />

the electronic portfolio as there seemed uncertainty regarding<br />

the use of the application.<br />

9.<br />

UNDERGRADUATE LEAD<br />

The funding has been stopped for the Undergraduate Lead<br />

position currently held by Sarah Huline-Dickens. It was agreed<br />

that some board members would write directly to PMS.<br />

Action: MM as RA, KL as Educational Standards Committee<br />

member and RL as HoS to write to PMS in regards to the<br />

Undergraduate Lead position.<br />

10.<br />

MRCPSYCH COURSE<br />

The course has been running for 2 year and all modules have<br />

now run. Funding is available to continue the course over the<br />

coming years. Money has been identified to create a more<br />

sophisticated website with elearning modules. Distance learning<br />

could be developed. SD is currently looking for interest to take<br />

over the role of MRCPsych Course Coordinator. A query was<br />

raised over the time allocation for the role, whether it was ½ a<br />

PA or 1 PA.<br />

The Royal College are considering running a CETC course<br />

centrally. It was felt this would affect local courses by making<br />

them obsolete and it was important to have local courses to<br />

enable trainees to network with colleagues and maintain the<br />

training for consultants.<br />

Action: JC to check the time allocation in regards to the<br />

MRCPsych Course Coordinator role and inform RL and SD.<br />

Acton: Board members to contact RL or JC if interested in<br />

the MRCPsych Course Coordinator role.<br />

Action: Trainee reps. to request interest from Trainees in<br />

regards to assisting with the development of the MRCPsych<br />

website.<br />

11.<br />

ARCP ISSUES<br />

The question was raised regarding the poor pass rate for CASC<br />

and why the majority fail and how this could be improved. It was<br />

felt that although courses were provided the uptake was poor.<br />

Ideas were mooted which included mock CASC’s (like Mini<br />

CEX) or Mini ACE’s being formally marked in order to bring to<br />

light any issues.<br />

There are changes to the Person Specification for CT2/3. To<br />

move from CT2 to CT3 the trainee must have passed at least<br />

one written exam. Trainees will stay at CT2 if a written exam<br />

has not been passed.<br />

Action: Board members to forward recommendations to RL<br />

in respect of improving CASC pass marks for CT2/3.<br />
