Programme Director (TPD) for Learning Disability (ST4-6).
RL discussed the idea of a summer school with Giles Richards
there was currently no further information.
1
Amanda Deren-Jones confirmed that an article was currently
uploaded onto the Deanery website in regards to the Trainee of
the Year Award.
QUALITY
RL read through the Local Educational Provider (LEP) proposal.
Historically the visits have previously been organised by the
Royal College, in the last four years the Deanery have visited
each trust to quality assure the training. The LEP visits will
replace the Deanery visits, the visits are based on national
guidelines from the Royal College under a local model which
has been agreed with the Deanery. It is the Schools duty to
quality assure the training. A plan has been agreed for the
School of Psychiatry to visit each trust every 3 years. The first
visit will take place in Plymouth on 5 th October 2011 and will
cover Core Training and Child and Adolescent Psychiatry; this
will be led by the Head of School. An external representative is
required to attend the LEP visit. The Royal College has twinned
the Peninsula Deanery with the North West. £1000.00 has been
put aside to cover the cost of the external for the LEP visit. MM
agreed to go through the faculty for an external to allow for a
robust external process with Child and Adolescent Psychiatry
training. The interviews with the trainees will be 1:1 and will
cover a full day. There was ambiguity over whether the School
LEP meeting would include GP VTS trainees. The proposal
document is to be added to the School of Psychiatry pages on
the website with an amendment.
Action: MM to locate an external representative for Child
and Adolescent Psychiatry to attend the LEP meeting on 5
October 2011 in Plymouth.
Action: RL to find out if the VT GPS Psychiatry trainees will
be incorporated into the psychiatry LEP visit.
Action: NB to upload the LEP proposal document to the
Peninsula Deanery School of Psychiatry webpage and to
add Mike Metcalfe’s name to the visiting team as the
Regional Advisor.
RECRUITMENT ISSUES
Issues were raised around the funding for a post which had
been converted some years ago from a trust post staff grade
(FTSTA) to an ST4-6 post to allow for the allocation of Run
Through posts in Higher Specialist Training for a temporary
2
period of time. Plymouths posts were increased from 3 to 4 and
it is now reverting back to initial 3 posts, central Plymouth were
not losing any posts. DPT has 8 posts and CPT 4 posts. 1 post
is now a Learning Disability post. RL queried the funding for the
FTSTA post between the Deanery and the Trust. There are 26
NTN’s in total and 2 ACF posts. It was to be noted that ACF
posts are run through posts.
The figures for the 2011, round 1 CT1 recruitment round were
positive for the Peninsula, nationally filled 60%. The Peninsula
filled 8 out of 13 posts (60% national average). Round 2, CT1, 2
applicants who were both appointable, 10 out of 13 posts filled.
1 ACF post has been filled post will be supernumerary. There
were 8 applicants to fill 3 CT2 posts. Discussion arose around
CT3 psychiatrists applying for CT2 to allow for more time to pass
CASC. CT3 posts have been advertised by the Trusts but it has
been difficult to fill.
DoH has proposed reducing the number of CT posts. RL
requested views on the reduction of numbers to CT post. Trusts
were worried about costs and rotations. It was noted that
recruiting into foundation has improved and the first round
candidates were good. Issues were raised regarding removing
funding for CT’s at it would be harder to regain the funding. The
Academic department was expanding. The South West has far
fewer trainees per population than other areas. The main
argument mooted was, having more senior trainees. RL had
written to the Dean and the numbers stand currently that 9
consultants a year are required however only 8 are being
produced per year, therefore psychiatry were not yet self
sufficient.
Currently lots of vacant staff grade posts. The trusts agreed to
meet to discuss the matter.
ST4 recruitment will be a national process. The advert is to be
placed in September for posts to start in February. The posts
advertised will be, 1 CA post, 1 LD post and 1 Forensic post.
Round 1 recruitment for GA and OA had recently taken place, 2
candidates both appointable. 1 GA and 1 OA post has been
filled for August.
Action: RL and TD to meet with Neil Squires following the
board meeting in regards to FTSTA funding.
Action: Trust board members to arrange a meeting to
identify vacancies and consider whether one process
covering all the Trusts would be more effective than each
individual Trust holding a recruitment process.
FUTURE PLANS AFTER SHA CEASES TO EXIST
The Deanery is part of the SHA so will technically cease to exist
from July 2012 however there is currently no definitive
information on the final proposal. This may lead to local
networks of training which may include non-medical training.
The future of the NHS changes has not yet been finalised. CB
spoke about a CAMHS Social Enterprise initiative.
Action: CB to find further information in regards to CAMHS
Social Enterprise.
STRATEGY - Dual training in psychotherapy and general
adult
A post has been put forward to be created, encompassing
psychotherapy and general adult it will be a 5 year training
programme. The course will consist of 3 days a week in GA and
2 days psychotherapy supported by a Psychotherapy Supervisor
and a Medical Psychotherapist. RL has the job description. The
training post has been approved by the GMC and is currently
running in other regions. The post needs to be supported by the
Dean and Head of School.
8.
TRAINEE ISSUES
Trainees asked about the Educational Supervisors training on
the electronic portfolio as there seemed uncertainty regarding
the use of the application.
9.
UNDERGRADUATE LEAD
The funding has been stopped for the Undergraduate Lead
position currently held by Sarah Huline-Dickens. It was agreed
that some board members would write directly to PMS.
Action: MM as RA, KL as Educational Standards Committee
member and RL as HoS to write to PMS in regards to the
Undergraduate Lead position.
10.
MRCPSYCH COURSE
The course has been running for 2 year and all modules have
now run. Funding is available to continue the course over the
coming years. Money has been identified to create a more
sophisticated website with elearning modules. Distance learning
could be developed. SD is currently looking for interest to take
over the role of MRCPsych Course Coordinator. A query was
raised over the time allocation for the role, whether it was ½ a
PA or 1 PA.
4
The Royal College are considering running a CETC course
centrally. It was felt this would affect local courses by making
them obsolete and it was important to have local courses to
enable trainees to network with colleagues and maintain the
training for consultants.
Action: JC to check the time allocation in regards to the
MRCPsych Course Coordinator role and inform RL and SD.
Acton: Board members to contact RL or JC if interested in
the MRCPsych Course Coordinator role.
Action: Trainee reps. to request interest from Trainees in
regards to assisting with the development of the MRCPsych
website.
11.
ARCP ISSUES
The question was raised regarding the poor pass rate for CASC
and why the majority fail and how this could be improved. It was
felt that although courses were provided the uptake was poor.
Ideas were mooted which included mock CASC’s (like Mini
CEX) or Mini ACE’s being formally marked in order to bring to
light any issues.
There are changes to the Person Specification for CT2/3. To
move from CT2 to CT3 the trainee must have passed at least
one written exam. Trainees will stay at CT2 if a written exam
has not been passed.
Action: Board members to forward recommendations to RL
in respect of improving CASC pass marks for CT2/3.
