observes that a fairly large number of regularised persons fail to meet the conditions for<br />
renew<strong>in</strong>g their permits and thus fall back <strong>in</strong>to illegality.<br />
(4) Socio-economic impact: Aga<strong>in</strong>, Lev<strong>in</strong>son f<strong>in</strong>ds that the impact of regularisation<br />
programmes has been mixed. In pr<strong>in</strong>ciple, well-organised regularisation programmes can have<br />
a positive impact on wages, occupational mobility and the wider <strong>in</strong>tegration of immigrants.<br />
However, <strong>in</strong> practice, regularisation programmes have often failed these objectives. Draw<strong>in</strong>g on<br />
Reyneri’s studies on irregular employment <strong>in</strong> the Mediterranean countries of the EU 86 she<br />
observes that because of structurally embedded high demand for irregular (undeclared) work <strong>in</strong><br />
those sectors <strong>in</strong> which regularised migrants are concentrated, few regularised migrants managed<br />
to keep regular employment; on the contrary, regularisation <strong>in</strong> some cases reduced migrants’<br />
chances for employment, <strong>in</strong>clud<strong>in</strong>g rema<strong>in</strong><strong>in</strong>g <strong>in</strong> employment.<br />
On the basis of her literature survey, Lev<strong>in</strong>son makes a number of recommendations, <strong>in</strong> particular<br />
regard<strong>in</strong>g relevant <strong>in</strong>gredients of a successful regularisation programme (see Box 1, below). In<br />
addition, she recommends additional measures that would reduce the need for large-scale<br />
regularization programmes, <strong>in</strong>clud<strong>in</strong>g flexible work visas that would allow for more extended periods<br />
of unemployment and job seek<strong>in</strong>g, stronger or better implementation of labour protection laws, and<br />
expand<strong>in</strong>g the scope of long-term residence.<br />

Build<strong>in</strong>g on previous research and extensive hear<strong>in</strong>gs of both academic and NGO experts, the recent<br />
Council of <strong>Europe</strong> report on regularisation programmes 87 probably provides the most systematic<br />
evaluation of regularisation programmes undertaken so far. The report identifies five major types of<br />
