Gender cuts across issues through a range <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>UNFPA</strong> activities, but<br />
reproductive health c<strong>on</strong>diti<strong>on</strong>s that are caused by any sexual <strong>and</strong> gender-based<br />
violence should take priority. Many activities are c<strong>on</strong>ducted to improve the<br />
access to <strong>and</strong> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> reproductive health care in post-c<strong>on</strong>flict regi<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g>se<br />
should be designed <strong>and</strong> developed to assist victims <str<strong>on</strong>g>of</str<strong>on</strong>g> violence. <str<strong>on</strong>g>The</str<strong>on</strong>g>se aspects<br />
should be encompassed equally as other aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> the programmes.<br />
• <strong>UNFPA</strong> should direct the Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Health in post-c<strong>on</strong>flict regi<strong>on</strong>s to aim<br />
programmes at victims <str<strong>on</strong>g>of</str<strong>on</strong>g> violence <strong>and</strong> assist public health workers as well as<br />
policy <strong>and</strong> decisi<strong>on</strong> makers in raising awareness about how violence poses<br />
hazardous c<strong>on</strong>sequences for health;<br />
• <str<strong>on</strong>g>The</str<strong>on</strong>g> provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> reproductive health services <strong>and</strong> improved quality <str<strong>on</strong>g>of</str<strong>on</strong>g> care in<br />
shelters should become an ultimate goal <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>UNFPA</strong> when implementing<br />
programmes in the regi<strong>on</strong>;<br />
• Counselling should be developed <strong>and</strong> introduced at all levels <str<strong>on</strong>g>of</str<strong>on</strong>g> reproductive<br />
health service provisi<strong>on</strong>. Educati<strong>on</strong> <strong>on</strong> the issue <str<strong>on</strong>g>of</str<strong>on</strong>g> sexual <strong>and</strong> gender-based<br />
violence should become a major part <str<strong>on</strong>g>of</str<strong>on</strong>g> populati<strong>on</strong>-based family planning<br />
programmes;<br />
• .NGOs dealing with violence against women <strong>and</strong> men should be supported,<br />
<strong>and</strong> networking between them fostered;<br />
• Comprehensive programmes involving reproductive health policies <strong>and</strong><br />
strategies for trafficked women in the regi<strong>on</strong>, whether in receiving countries or<br />
countries <str<strong>on</strong>g>of</str<strong>on</strong>g> origin, should be developed. Country-specific projects should<br />
also be implemented;<br />
• Testing <str<strong>on</strong>g>of</str<strong>on</strong>g> HIV/AIDS must be coordinated with other agencies in the regi<strong>on</strong> for<br />
increased surveillance, <strong>and</strong> <strong>UNFPA</strong> should socially market voluntary testing<br />
in the regi<strong>on</strong>; <strong>and</strong><br />
• St<strong>and</strong>ardized procedures that require STI testing for United Nati<strong>on</strong>s staff<br />
working <strong>on</strong> trafficking in women should be c<strong>on</strong>sidered. Training <strong>and</strong><br />
educati<strong>on</strong> about this issue for United Nati<strong>on</strong>s staff across the regi<strong>on</strong> should<br />
be developed.<br />
