Gender in c<strong>on</strong>text relates to empowerment “within”, reflecting<br />

empowerment as a bottom-up process rather than top-down strategy. It is also a<br />

device for women to empower themselves. <str<strong>on</strong>g>The</str<strong>on</strong>g> tasks <str<strong>on</strong>g>of</str<strong>on</strong>g> developmental<br />

agencies are, therefore, not to implement empowerment for women but to<br />

facilitate women’s implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> their own empowerment by providing clear<br />

policies, programmes <strong>and</strong> incentives. C<strong>on</strong>ceiving <str<strong>on</strong>g>of</str<strong>on</strong>g> gender as a promoti<strong>on</strong>al<br />

tool that can empower women’s reproductive health can make possible the<br />

eliminati<strong>on</strong> or reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gender <strong>and</strong> sexual-based violence. Several obstacles<br />

to this exist; yet, a positive start can be in changing policy frameworks,<br />

organizati<strong>on</strong>al structures <strong>and</strong> processes where women’s empowerment can be<br />

realized.<br />

Gender issues are inseparable from development issues. <str<strong>on</strong>g>The</str<strong>on</strong>g> discussi<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> development agencies (<strong>UNFPA</strong>, in this case) <strong>and</strong> their roles in promoting<br />

women’s empowerment in post-c<strong>on</strong>flict regi<strong>on</strong>s is strategically very important to<br />

decrease <strong>and</strong> eliminate sexual <strong>and</strong> gender violence.<br />

Violence<br />

Violence happens everywhere, is locally <strong>and</strong> globally widespread, <strong>and</strong><br />

does not discriminate am<strong>on</strong>g classes, races, ethnic groups, localities or ages. In<br />

both ancient <strong>and</strong> modern societies, men <strong>and</strong> women have been abused,<br />

exploited, harassed, tortured <strong>and</strong> killed. <strong>Women</strong> are beaten up in thatched huts,<br />

skyscraper apartments <strong>and</strong> small trailers. Men are assaulted in c<strong>on</strong>centrati<strong>on</strong><br />

camps <strong>and</strong> pris<strong>on</strong>s. Rape happens to both women <strong>and</strong> men in a variety <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

settings. <strong>Women</strong> are raped in college dormitories, back alleys <strong>and</strong> bedrooms.<br />

All peoples, including children, have been sold into slavery <strong>and</strong> sexually exploited<br />

in multiple ways.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> gender perspective <str<strong>on</strong>g>of</str<strong>on</strong>g> violence varies, both for women <strong>and</strong> for men.<br />

<strong>Women</strong>’s perspectives are most <str<strong>on</strong>g>of</str<strong>on</strong>g>ten stressed; they involve c<strong>on</strong>trol issues;<br />

violence in emoti<strong>on</strong>al, sexual <strong>and</strong> physical forms; <strong>and</strong> explicit <strong>and</strong> implicit<br />

dimensi<strong>on</strong>s. In c<strong>on</strong>trast, men typically comprehend violence to be isolated,<br />

largely physical incidents.<br />

Violence against women is a widespread global problem. Between 20 per<br />

cent <strong>and</strong> 60 per cent <str<strong>on</strong>g>of</str<strong>on</strong>g> women report having been beaten by their partners, with<br />

underestimates comm<strong>on</strong> due to underreporting by victims. Gender-based<br />

violence is a major issue that includes the physical, sexual <strong>and</strong> emoti<strong>on</strong>al abuse<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> women; sexual abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> female children; marital rape; sexual assault; forced<br />

prostituti<strong>on</strong>; <strong>and</strong> trafficking in women <strong>and</strong> young girls. 7<br />
