adequate accommodati<strong>on</strong>, educati<strong>on</strong>, health services, including<br />
family planning, <strong>and</strong> other necessary social services.”<br />

Reproductive <strong>and</strong> sexual rights fit into binding human rights treaties,<br />
recognized in nati<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al laws. Although the ICPD Programme <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Acti<strong>on</strong> is not legally binding, later internati<strong>on</strong>al c<strong>on</strong>ferences have reinforced the<br />
ICPD c<strong>on</strong>sensus <strong>on</strong> sexual <strong>and</strong> reproductive health rights.<br />
Reproductive health care is a vital comp<strong>on</strong>ent <str<strong>on</strong>g>of</str<strong>on</strong>g> public health. Yet, <strong>on</strong>ly<br />
recently has the internati<strong>on</strong>al community begun to make reproductive health<br />
services available as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the resp<strong>on</strong>se to c<strong>on</strong>flict or natural disaster. In<br />
additi<strong>on</strong> to the public health imperative, reproductive health care becomes even<br />
more important in refugee settings, where a combinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> factors exacerbates<br />
reproductive health needs.<br />
Samantha Guy has worked in the development field for approximately 10 years.<br />
As Manager <str<strong>on</strong>g>of</str<strong>on</strong>g> Marie Stopes Internati<strong>on</strong>al’s Reproductive Health for Refugees<br />
Initiative, she is resp<strong>on</strong>sible for the development <str<strong>on</strong>g>of</str<strong>on</strong>g> a wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> technical<br />
assistance, advocacy, training, research <strong>and</strong> fund-raising activities to stimulate<br />
greater provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> reproductive health services for refugees. Ms. Guy is closely<br />
involved in the work <str<strong>on</strong>g>of</str<strong>on</strong>g> the Inter-Agency Working Group <strong>on</strong> Reproductive Health<br />
for Refugees, the Reproductive Health for Refugees C<strong>on</strong>sortium <strong>and</strong> other major<br />
internati<strong>on</strong>al initiatives.<br />
