BACKGROUND PAPERS THE IMPACT OF CONFLICT ON REPRODUCTIVE HEALTH Samantha Guy Manager, Reproductive Health for Refugees Initiative Marie Stopes International “In planning and implementing refugee assistance activities, special attention should be given to the specific needs ong>ofong> refugee women and refugee children. Refugees should be provided with access to adequate accommodation, education, health services, including family planning, and other necessary social services.” --Programme ong>ofong> Action, International Conference on Population and Development, Cairo, September 1994, paragraph 10.25. Reproductive and sexual rights fit into binding human rights treaties, recognized in national and international laws. Although the ICPD Programme ong>ofong> Action is not legally binding, later international conferences have reinforced the ICPD consensus on sexual and reproductive health rights. Reproductive health care is a vital component ong>ofong> public health. Yet, only recently has the international community begun to make reproductive health services available as part ong>ofong> the response to conflict or natural disaster. In addition to the public health imperative, reproductive health care becomes even more important in refugee settings, where a combination ong>ofong> factors exacerbates reproductive health needs. Samantha Guy has worked in the development field for approximately 10 years. As Manager ong>ofong> Marie Stopes International’s Reproductive Health for Refugees Initiative, she is responsible for the development ong>ofong> a wide range ong>ofong> technical assistance, advocacy, training, research and fund-raising activities to stimulate greater provision ong>ofong> reproductive health services for refugees. Ms. Guy is closely involved in the work ong>ofong> the Inter-Agency Working Group on Reproductive Health for Refugees, the Reproductive Health for Refugees Consortium and other major international initiatives. 41
