adviser post in each peacekeeping missi<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> post should be<br />
established at a level appropriate to ensure solid <strong>and</strong> c<strong>on</strong>sistent<br />
c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gender issues in policy <strong>and</strong> operati<strong>on</strong>s (UNIFEM);<br />
• <str<strong>on</strong>g>The</str<strong>on</strong>g> operati<strong>on</strong>s budget <str<strong>on</strong>g>of</str<strong>on</strong>g> peacekeeping missi<strong>on</strong>s should include<br />
provisi<strong>on</strong>s for required pers<strong>on</strong>nel <strong>and</strong> activities to support genderrelated<br />
interventi<strong>on</strong>s (Security Council, Secretary-General, Gender<br />
Adviser); <strong>and</strong><br />
• An informati<strong>on</strong> package <strong>on</strong> the m<strong>and</strong>ate, anticipated scope <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
interventi<strong>on</strong>s, <strong>and</strong> structure <strong>and</strong> divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>sibilities within<br />
each peacekeeping missi<strong>on</strong> should be provided immediately up<strong>on</strong><br />
the initiati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> operati<strong>on</strong>s to all implementing partners (Resident<br />
Coordinator, other agencies).<br />
2) Ground-level interventi<strong>on</strong>s targeted at the peacekeeping forces,<br />
initiated by <strong>and</strong> addressed predominantly through <strong>UNFPA</strong>-funded<br />
organizati<strong>on</strong>s, other United Nati<strong>on</strong>s organizati<strong>on</strong>s <strong>and</strong> agencies <strong>and</strong> other<br />
d<strong>on</strong>ors. <str<strong>on</strong>g>The</str<strong>on</strong>g> relevant entities are specified directly following each<br />
recommendati<strong>on</strong>.<br />
• Vulnerability analysis should be a m<strong>and</strong>atory process to identify<br />
entry points for acti<strong>on</strong> <strong>and</strong> to guide programming (Resident<br />
Coordinator);<br />
• Informati<strong>on</strong> <strong>and</strong> training in gender, reproductive health <strong>and</strong><br />
populati<strong>on</strong> issues, including HIV/AIDS, must be provided through<br />
regular training programmes in all peacekeeping operati<strong>on</strong>s <strong>on</strong> a<br />
routine <strong>and</strong> <strong>on</strong>going basis. Additi<strong>on</strong>ally, all programmes should<br />
underscore that peacekeeping forces should be regarded as<br />
community role models. It is important that all United Nati<strong>on</strong>s<br />
groups reflect established United Nati<strong>on</strong>s principles <str<strong>on</strong>g>of</str<strong>on</strong>g> equality <strong>and</strong><br />
resp<strong>on</strong>sibility (UNIFEM);<br />
• Gender, reproductive health <strong>and</strong> populati<strong>on</strong> issues should be<br />
adequately reflected in all communicati<strong>on</strong> <strong>and</strong> informati<strong>on</strong>disseminati<strong>on</strong><br />
activities initiated by the peacekeeping operati<strong>on</strong>s<br />
(UNIFEM);<br />
