service facilities can be extremely difficult. Communities are disrupted, civilians<br />

are internally displaced <strong>and</strong> family separati<strong>on</strong>s are comm<strong>on</strong>, all <str<strong>on</strong>g>of</str<strong>on</strong>g> which<br />

c<strong>on</strong>tribute to pers<strong>on</strong>al <strong>and</strong> familial insecurity. Finally, the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>flict are<br />

compounded, which results in entire populati<strong>on</strong>s experiencing various levels <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

trauma.<br />

In post-c<strong>on</strong>flict settings, the sudden entry <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ey <strong>and</strong> foreigners, <strong>and</strong><br />

specifically peacekeeping organizati<strong>on</strong>s, heightens an already precarious<br />

situati<strong>on</strong> for refugee <strong>and</strong> host populati<strong>on</strong>s. First, most peacekeeping pers<strong>on</strong>nel<br />

are men between 20 <strong>and</strong> 50 years <str<strong>on</strong>g>of</str<strong>on</strong>g> age. <str<strong>on</strong>g>The</str<strong>on</strong>g>y represent a range <str<strong>on</strong>g>of</str<strong>on</strong>g> countries,<br />

cultures, health <strong>and</strong> educati<strong>on</strong> statuses, <strong>and</strong>, c<strong>on</strong>sequently, expectati<strong>on</strong>s for<br />

behaviour <strong>and</strong> c<strong>on</strong>duct. <str<strong>on</strong>g>The</str<strong>on</strong>g>ir presence results in an increased dem<strong>and</strong> for<br />

housing, which can, in turn, increase housing costs <strong>and</strong> decrease the availability<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> homes for civilian populati<strong>on</strong>s. An increased dem<strong>and</strong> for various services <strong>and</strong><br />

black-market goods has pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ound effects <strong>on</strong> the local ec<strong>on</strong>omy <strong>and</strong> labour<br />

market. <str<strong>on</strong>g>The</str<strong>on</strong>g> dem<strong>and</strong> for commercial sex increases sharply in settings with<br />

peacekeeping organizati<strong>on</strong>s, <strong>and</strong> this has serious social <strong>and</strong> health implicati<strong>on</strong>s,<br />

particularly for women <strong>and</strong> girls. In additi<strong>on</strong>, price increases due to a rapid influx<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ey may increase the vulnerability <str<strong>on</strong>g>of</str<strong>on</strong>g> the poor. Al<strong>on</strong>g these lines, the<br />

introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new technologies <strong>and</strong> ec<strong>on</strong>omies can influence local culture in<br />

diverse, <strong>and</strong> not always positive, ways. Finally, nati<strong>on</strong>al demobilizati<strong>on</strong> <strong>and</strong><br />

reintegrati<strong>on</strong> may accompany the presence <str<strong>on</strong>g>of</str<strong>on</strong>g> peacekeeping organizati<strong>on</strong>s,<br />

c<strong>on</strong>tributing to a social <strong>and</strong> cultural erosi<strong>on</strong> that undermines community<br />

rehabilitati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Group identified <strong>and</strong> discussed legal <strong>and</strong> judicial c<strong>on</strong>cerns related to<br />

peacekeeping operati<strong>on</strong>s. First, the accountability <str<strong>on</strong>g>of</str<strong>on</strong>g> peacekeeping forces is not<br />

easy to establish. It is unclear whether st<strong>and</strong>ard rules <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>duct for the<br />

peacekeepers exist <strong>and</strong>, if they do, whether these rules can be effectively<br />

enforced. Sec<strong>on</strong>d, for peacekeeping forces where codes <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>duct have<br />

already been established, their gender implicati<strong>on</strong>s are unclear. In additi<strong>on</strong>, the<br />

host populati<strong>on</strong> may be unaware <str<strong>on</strong>g>of</str<strong>on</strong>g> the rules <strong>and</strong> regulati<strong>on</strong>s governing the<br />

missi<strong>on</strong>. Finally, law enforcement mechanisms vary <strong>on</strong> the territories c<strong>on</strong>trolled<br />

by peacekeeping forces, in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> women police, ombudsmen <strong>and</strong> legal<br />

counsellors. More effort must be made to underst<strong>and</strong> <strong>and</strong> potentially collaborate<br />

with these elements.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Group also explored socio-ec<strong>on</strong>omic <strong>and</strong> health c<strong>on</strong>cerns related to<br />

peacekeeping operati<strong>on</strong>s. First, the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> formal <strong>and</strong> informal<br />

employment <str<strong>on</strong>g>of</str<strong>on</strong>g> local people by missi<strong>on</strong> members may be exploitative <strong>and</strong><br />

discriminatory. Such employment, however, may also c<strong>on</strong>tribute to improving the<br />

ec<strong>on</strong>omy <strong>and</strong> the well-being <str<strong>on</strong>g>of</str<strong>on</strong>g> individual women. Sec<strong>on</strong>d, the influx <str<strong>on</strong>g>of</str<strong>on</strong>g> large<br />

numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> men in host populati<strong>on</strong>s has reproductive <strong>and</strong> sexual health<br />

implicati<strong>on</strong>s. As menti<strong>on</strong>ed, the increase in commercial sex activities<br />

accompanying military operati<strong>on</strong>s has serious health <strong>and</strong> social c<strong>on</strong>sequences<br />

for civilian populati<strong>on</strong>s. Finally, traditi<strong>on</strong>al lifestyles <strong>and</strong> the behaviour <str<strong>on</strong>g>of</str<strong>on</strong>g> different<br />
