Report <str<strong>on</strong>g>of</str<strong>on</strong>g> Working Group Three:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Impact</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> Peacekeeping Operati<strong>on</strong>s <strong>on</strong> <strong>Women</strong> <strong>and</strong> <strong>Girls</strong><br />

Introducti<strong>on</strong><br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> following issues were c<strong>on</strong>sidered regarding the complexities <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

presence <str<strong>on</strong>g>of</str<strong>on</strong>g> peacekeeping organizati<strong>on</strong>s in c<strong>on</strong>flict settings <strong>and</strong> the subsequent<br />

public health effects <strong>on</strong> women <strong>and</strong> girls. Issues raised were based <strong>on</strong> general<br />

recommendati<strong>on</strong>s, which included implementing gender-sensitizati<strong>on</strong><br />

programmes in peacekeeping situati<strong>on</strong>s; appointing gender focal points in<br />

peacekeeping missi<strong>on</strong>s; gathering gender-disaggregated data; <strong>and</strong> improving<br />

cooperati<strong>on</strong> am<strong>on</strong>g United Nati<strong>on</strong>s organizati<strong>on</strong>s <strong>and</strong> agencies.<br />

United Nati<strong>on</strong>s Resoluti<strong>on</strong> 1325 supports:<br />

• <str<strong>on</strong>g>The</str<strong>on</strong>g> incorporati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a gender perspective into peacekeeping operati<strong>on</strong>s <strong>and</strong><br />

urges the Secretary General to ensure that, where appropriate, field<br />

operati<strong>on</strong>s include a gender comp<strong>on</strong>ent;<br />

• <str<strong>on</strong>g>The</str<strong>on</strong>g> Secretary-General is seeking to exp<strong>and</strong> the role <strong>and</strong> c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

women in United Nati<strong>on</strong>s field-based operati<strong>on</strong>s, especially am<strong>on</strong>g military<br />

observers, civilian police, <strong>and</strong> human rights <strong>and</strong> humanitarian pers<strong>on</strong>nel.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> primary principle emphasized in the following recommendati<strong>on</strong>s<br />

recognizes that working with peacekeeping organizati<strong>on</strong>s is an arena for positive<br />

change. It is an opportunity to introduce <strong>and</strong> exemplify United Nati<strong>on</strong>s values<br />

through its missi<strong>on</strong>s, particularly via gender-sensitive principles that are not<br />

readily or c<strong>on</strong>sistently embodied in practice. It also serves as a point from which<br />

to prevent further detriment to public health in post-c<strong>on</strong>flict settings, <strong>and</strong> to<br />

reinforce United Nati<strong>on</strong>s accountability through all <str<strong>on</strong>g>of</str<strong>on</strong>g> its bodies <strong>and</strong> activities. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

following presents the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> peacekeeping operati<strong>on</strong>s, identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

general problems associated with them <strong>and</strong> positive opportunities for<br />

interventi<strong>on</strong>s at global <strong>and</strong> local levels.<br />

C<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> Peacekeeping Operati<strong>on</strong>s<br />

In many post-c<strong>on</strong>flict settings, a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> adverse health outcomes exists<br />

for women <strong>and</strong> girls. Poverty, disrupted ec<strong>on</strong>omic structures <strong>and</strong> high levels <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

unemployment result in the severe ec<strong>on</strong>omic vulnerability <str<strong>on</strong>g>of</str<strong>on</strong>g> households <strong>and</strong><br />

individuals <strong>and</strong> in high proporti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> female-headed households, in particular.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> damage to multiple levels <str<strong>on</strong>g>of</str<strong>on</strong>g> infrastructure, such as transportati<strong>on</strong>,<br />

sanitati<strong>on</strong>, service <strong>and</strong> communicati<strong>on</strong>s, has negative impacts <strong>on</strong> the health <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the public. In additi<strong>on</strong>, the damage to social services, health facilities <strong>and</strong> other<br />

provisi<strong>on</strong>s results in compromised health outcomes. Access to health <strong>and</strong> social<br />
