health needs, yet new needs resulting from the c<strong>on</strong>flict need to be addressed.<br />
Health service providers have a role to play in ensuring fair <strong>and</strong> equitable access<br />
to service provisi<strong>on</strong> for all members <str<strong>on</strong>g>of</str<strong>on</strong>g> the community.<br />
Challenges facing the internati<strong>on</strong>al community include maintaining<br />
strategic alliances formed with <strong>and</strong> am<strong>on</strong>g Governments, United Nati<strong>on</strong>s<br />
organizati<strong>on</strong>s <strong>and</strong> agencies <strong>and</strong> internati<strong>on</strong>al <strong>and</strong> local organizati<strong>on</strong>s, as well as<br />
the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al policies <strong>and</strong> guidelines. Progress at the<br />
internati<strong>on</strong>al level must be transferred into practices <strong>on</strong> the ground to directly<br />
engage communities affected by c<strong>on</strong>flict. Development agencies must exp<strong>and</strong><br />
their target audience to refugee populati<strong>on</strong>s, <strong>and</strong> humanitarian agencies must<br />
ensure the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> comprehensive reproductive health care into their<br />
service delivery. Ensuring the accountability <str<strong>on</strong>g>of</str<strong>on</strong>g> agencies that provide health care<br />
to refugee <strong>and</strong> displaced populati<strong>on</strong>s is key to making service delivery systematic<br />
<strong>and</strong> comprehensive. Work remains to ensure that policies <strong>and</strong> strategies<br />
implemented at headquarters levels are effectively <strong>and</strong> efficiently transferred to<br />
the field.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> relati<strong>on</strong>ships between sex, gender <strong>and</strong> violence have not been<br />
addressed in post-c<strong>on</strong>flict settings. Gender-mainstreaming involves more than<br />
underst<strong>and</strong>ing the c<strong>on</strong>sequences <strong>and</strong> implicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> dictated roles <strong>and</strong><br />
stereotypes. It entails making women’s empowerment central to the<br />
development process <strong>and</strong> ensuring the involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> women at each juncture.<br />
<strong>Women</strong>’s NGOs have employed a bottom-up approach in their power structures,<br />
operating from a place <str<strong>on</strong>g>of</str<strong>on</strong>g> internal power, namely self-esteem <strong>and</strong> awarenessraising,<br />
rather than external power, which seeks to dominate others. As such,<br />
NGOs in post-c<strong>on</strong>flict regi<strong>on</strong>s have made significant advances in developing civil<br />
societies <strong>and</strong> in furthering capacity-building. In c<strong>on</strong>trast, however, governmental<br />
approaches to regi<strong>on</strong>al development have been seriously hampered by war.<br />
C<strong>on</strong>diti<strong>on</strong>s in post-c<strong>on</strong>flict regi<strong>on</strong>s exacerbate existing problems such as<br />
impoverishment <strong>and</strong> productive infrastructure damage. Transiti<strong>on</strong>s from a<br />
planned ec<strong>on</strong>omy to a market ec<strong>on</strong>omy have negative outcomes for c<strong>on</strong>flict<br />
populati<strong>on</strong>s, examples being severe ethnic divisi<strong>on</strong>s <strong>and</strong> the flourishing sex<br />
trade. Additi<strong>on</strong>ally, violence is a global problem that affects both men <strong>and</strong><br />
women through different perspectives <strong>and</strong> experiences. Gender-based violence<br />
