Post-c<strong>on</strong>flict societies <strong>and</strong> countries in transiti<strong>on</strong> face the great challenges<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> rec<strong>on</strong>structi<strong>on</strong> <strong>and</strong> rehabilitati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g>y need financial <strong>and</strong> technical resources<br />
in order to meet the dem<strong>and</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> rebuilding political, ec<strong>on</strong>omic <strong>and</strong> social sectors.<br />
Usually, funders target specific sectors, such as educati<strong>on</strong>, ec<strong>on</strong>omic<br />
development, democratic governance, energy <strong>and</strong> envir<strong>on</strong>ment, populati<strong>on</strong> <strong>and</strong><br />
health. In disbursing funds for civil society building, however, d<strong>on</strong>ors must take<br />
into c<strong>on</strong>siderati<strong>on</strong> the gender dimensi<strong>on</strong> in all income-generating activities <strong>and</strong><br />
development programmes. An integral approach is necessary to implement<br />
projects that include men <strong>and</strong> women, <strong>and</strong> to strengthen efforts to develop<br />
healthy societies. Specifically, funding is needed for:<br />
• Income generati<strong>on</strong> <strong>and</strong> skills training in micro-enterprises to address<br />
unemployment <strong>and</strong> increase self-sufficiency;<br />
• Health educati<strong>on</strong> projects, including reproductive health;<br />
• Educati<strong>on</strong> projects with built-in sustainability <strong>and</strong> preventi<strong>on</strong> for problems<br />
such as drug abuse <strong>and</strong> STIs, including HIV/AIDS, for girls <strong>and</strong> adolescents;<br />
• Training courses for teachers, social workers <strong>and</strong> parents <strong>on</strong> how to identify<br />
children’s sexual abuse;<br />
• Gender-awareness training, advocacy <strong>and</strong> leadership skills;<br />
• Training <str<strong>on</strong>g>of</str<strong>on</strong>g> trainers for health-care provisi<strong>on</strong>; <strong>and</strong><br />
• Skills development <strong>on</strong> c<strong>on</strong>flict preventi<strong>on</strong> <strong>and</strong> transformati<strong>on</strong>.<br />
D<strong>on</strong>ors should include financial aid to provide technical assistance to NGOs,<br />
specifically to strengthen their capacities. D<strong>on</strong>ors must also encourage the<br />
creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> partnerships between NGOs <strong>and</strong> local governments so that they can<br />
jointly identify priority areas. As such, these partnerships can maximize benefits<br />
for both partners, <strong>and</strong> together they can establish self-sustaining social systems.<br />
