THE ROLE OF WOMEN’S NON-GOVERNMENTAL ORGANIZATIONS IN<br />

REHABILITATION, RECONSTRUCTION AND RECONCILIATION<br />

Ketty Lazaris<br />

President<br />

Mediterranean <strong>Women</strong>'s Studies Centre (KEGME)<br />

Introducti<strong>on</strong><br />

<str<strong>on</strong>g>Armed</str<strong>on</strong>g> c<strong>on</strong>flicts are <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the biggest c<strong>on</strong>cerns <str<strong>on</strong>g>of</str<strong>on</strong>g> the world community<br />

today, as their implicati<strong>on</strong>s <strong>on</strong> people, societies <strong>and</strong> ec<strong>on</strong>omies are devastating.<br />

<str<strong>on</strong>g>C<strong>on</strong>flict</str<strong>on</strong>g>s leave behind thous<strong>and</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> dead, thous<strong>and</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> widows <strong>and</strong> orphans <strong>and</strong><br />

milli<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> refugees <strong>and</strong> displaced civilians. <str<strong>on</strong>g>The</str<strong>on</strong>g>y also affect the social, ec<strong>on</strong>omic<br />

<strong>and</strong> physical infrastructure <strong>on</strong> which civilian life depends.<br />

For women, armed c<strong>on</strong>flicts involve painful paths <str<strong>on</strong>g>of</str<strong>on</strong>g> dramatic changes <strong>and</strong><br />

learning, where living occurs between traumas <strong>and</strong> new percepti<strong>on</strong>s. <str<strong>on</strong>g>C<strong>on</strong>flict</str<strong>on</strong>g>s<br />

challenge women’s survival capabilities <strong>and</strong> strategies, yet their capabilities <strong>and</strong><br />

c<strong>on</strong>tributi<strong>on</strong>s, both during war <strong>and</strong> post-c<strong>on</strong>flict rec<strong>on</strong>structi<strong>on</strong>, are not fully<br />

appreciated. <str<strong>on</strong>g>The</str<strong>on</strong>g>re is a str<strong>on</strong>g tendency to present women as suffering victims.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> mass media present c<strong>on</strong>flict <strong>and</strong> refugee situati<strong>on</strong>s through images<br />

specifically <str<strong>on</strong>g>of</str<strong>on</strong>g> women, children <strong>and</strong> old people, who are given assistance mostly<br />

by women. This presents a message <str<strong>on</strong>g>of</str<strong>on</strong>g> men heroically defending community<br />

interests <strong>and</strong> women as victims <strong>and</strong> caretakers. No attenti<strong>on</strong> is given to other<br />

factors: that women shoulder the ec<strong>on</strong>omic <strong>and</strong> psychological burdens <str<strong>on</strong>g>of</str<strong>on</strong>g> their<br />

families, that they play foremost roles in supporting their communities <strong>and</strong> that<br />

they play extraordinary roles in peace-building <strong>and</strong> rec<strong>on</strong>ciliati<strong>on</strong>.<br />

Ketty Lazaris, President <str<strong>on</strong>g>of</str<strong>on</strong>g> the Mediterranean <strong>Women</strong>’s Studies Centre<br />

(KEGME), has been active in the women’s movement for nearly 30 years. She<br />

has founded numerous women’s NGOs <strong>and</strong> networks, specifically the <strong>Women</strong>'s<br />

Uni<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Greece (EGE), the <strong>Women</strong>'s Centre for Research <strong>and</strong> Acti<strong>on</strong> for Peace,<br />

the European Network for <strong>Women</strong>'s Studies (ENWS) <strong>and</strong> the Balkan <strong>Women</strong>'s<br />

Network for Democratizati<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>C<strong>on</strong>flict</str<strong>on</strong>g> Transformati<strong>on</strong>, <strong>on</strong> which she is also a<br />

Board Member. In additi<strong>on</strong> to representing KEGME in all major United Nati<strong>on</strong>s<br />

c<strong>on</strong>ferences <strong>on</strong> women, she is the author <str<strong>on</strong>g>of</str<strong>on</strong>g> several papers <strong>on</strong> women’s issues.<br />
