insecurity about the future, unemployment <strong>and</strong> fear <str<strong>on</strong>g>of</str<strong>on</strong>g> violence from outside <strong>and</strong><br />
inside the enclaves where they live.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> internati<strong>on</strong>al Peacekeeping Missi<strong>on</strong>s have played important roles in<br />
the rec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Kosovo <strong>and</strong> in the protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the minorities. Gender<br />
perspectives <strong>and</strong> gender-mainstreaming, however, have not been included in the<br />
work <str<strong>on</strong>g>of</str<strong>on</strong>g> the internati<strong>on</strong>al community the way they should have been, according to<br />
the policies <str<strong>on</strong>g>of</str<strong>on</strong>g> the United Nati<strong>on</strong>s <strong>and</strong> the European Uni<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> UNMIK Office <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Gender Affairs does not have the support, authority, expertise <strong>and</strong> funds needed<br />
for the necessary training <strong>and</strong> policy-making inside UNMIK <strong>and</strong> for the<br />
advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> Kosovar women.<br />
Many less<strong>on</strong>s are to be learned from the experience in Kosovo. Because<br />
new “missi<strong>on</strong>s” will arise in different places, it is important to reflect up<strong>on</strong> <strong>and</strong><br />
improve the work <str<strong>on</strong>g>of</str<strong>on</strong>g> Peacekeeping Missi<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g> most important improvements<br />
are:<br />
• To share informati<strong>on</strong>, experience <strong>and</strong> to support <strong>on</strong>e another in missi<strong>on</strong> work;<br />
• To emphasize the gathering <str<strong>on</strong>g>of</str<strong>on</strong>g> sex-disaggregated data;<br />
• To make a cultural analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> the area, <strong>and</strong> to increase the underst<strong>and</strong>ing<br />
<strong>and</strong> knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> the internati<strong>on</strong>al staff members, <str<strong>on</strong>g>of</str<strong>on</strong>g> traditi<strong>on</strong>s, laws <strong>and</strong><br />
religi<strong>on</strong>s in the country; <strong>and</strong><br />
• To gender sensitize all staff members, train them in gender analysis,<br />
introduce them at United Nati<strong>on</strong>s c<strong>on</strong>ferences, <strong>and</strong> raise awareness about<br />
women <strong>and</strong> girls in Kosovo <strong>and</strong> about their central importance <strong>and</strong> duties in<br />
securing human rights for women.<br />
