Kosovar women have debated about how to organize <strong>and</strong> improve work<br />
<strong>on</strong> gender issues. Some say that mechanisms like a <strong>Women</strong>’s Department or<br />
some kind <str<strong>on</strong>g>of</str<strong>on</strong>g> a gender unit is necessary to follow up <strong>on</strong> equal opportunity<br />
programmes. Others say that such units will marginalize women. <str<strong>on</strong>g>The</str<strong>on</strong>g>y think<br />
gender perspectives should be implemented into all policies <strong>and</strong> followed up<br />
within each area <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cern, without special mechanisms or provisi<strong>on</strong>s. It does<br />
not seem to be a questi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> either opti<strong>on</strong>, but the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> both. <str<strong>on</strong>g>The</str<strong>on</strong>g>re<br />
must be str<strong>on</strong>g, effective mechanisms at work for Governments <strong>and</strong><br />
municipalities to develop <strong>and</strong> follow-up gender policies. This is what can be<br />
learned from more than 30 years <str<strong>on</strong>g>of</str<strong>on</strong>g> experience <strong>on</strong> equal opportunity<br />
programmes in Nordic countries. <str<strong>on</strong>g>The</str<strong>on</strong>g>se programmes have been successful,<br />
<strong>and</strong> effective instruments were created. Some instituti<strong>on</strong> must be resp<strong>on</strong>sible for<br />
the equal opportunity programmes, based <strong>on</strong> legislati<strong>on</strong> <strong>and</strong> planned acti<strong>on</strong>s.<br />
Some<strong>on</strong>e must take initiative in policy-making, raise issues <strong>and</strong> secure<br />
cooperati<strong>on</strong> with the entire administrati<strong>on</strong> <strong>and</strong> civil society. At the same time,<br />
gender policies must be mainstreamed into all activities <strong>and</strong> programmes, in all<br />
places, at all times. Finally, the women’s movement <strong>and</strong> other bodies working <strong>on</strong><br />
equal rights <strong>and</strong> opportunities for women <strong>and</strong> men must be integral to the whole<br />
process.<br />
Future Strategies for the Peacekeeping Missi<strong>on</strong>s<br />
Am<strong>on</strong>g the less<strong>on</strong>s learned from the Peacekeeping Missi<strong>on</strong> in Kosovo <strong>and</strong><br />
the work <strong>on</strong> gender issues are the following:<br />
• All internati<strong>on</strong>al staff members, regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> origin, must be gender<br />
sensitized <strong>and</strong> trained in gender analyses. This training must be well<br />
organized <strong>and</strong> take place at the beginning <str<strong>on</strong>g>of</str<strong>on</strong>g> the missi<strong>on</strong>. It should c<strong>on</strong>tain an<br />
introducti<strong>on</strong> to United Nati<strong>on</strong>s policies <strong>on</strong> gender-mainstreaming <strong>and</strong> the<br />
basic United Nati<strong>on</strong>s documents <strong>on</strong> the human rights <str<strong>on</strong>g>of</str<strong>on</strong>g> women, <strong>and</strong> address<br />
the situati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> women in the country <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cern. Follow-up sessi<strong>on</strong>s after a<br />
few m<strong>on</strong>ths <str<strong>on</strong>g>of</str<strong>on</strong>g> experience in the field should be required;<br />
• All programmes must be developed from a gender perspective <strong>and</strong> include<br />
gender analyses;<br />
• All agencies must develop equal opportunity programmes for their work,<br />
including policies for the hiring <str<strong>on</strong>g>of</str<strong>on</strong>g> staff members;<br />
• If applicable, all agencies must appoint Gender Focal Points to follow up <strong>on</strong><br />
their gender policies <strong>and</strong> mainstreaming work within the agency;<br />
• All agencies must stress the gathering <str<strong>on</strong>g>of</str<strong>on</strong>g> sex-disaggregated data <strong>and</strong><br />
informati<strong>on</strong> from the outset <str<strong>on</strong>g>of</str<strong>on</strong>g> their work in the missi<strong>on</strong>;<br />
