At a meeting about violence against women in Pristina, in 2001, the author<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> this report was <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the speakers. <str<strong>on</strong>g>The</str<strong>on</strong>g>re, a male Kosovar psychologist<br />
praised the Albanian family as being unifying, protective <strong>and</strong> taking collective<br />
resp<strong>on</strong>sibility. He compared its benefits with the high divorce rates <strong>and</strong><br />
individualistic families <str<strong>on</strong>g>of</str<strong>on</strong>g> the West. Many local women attending the meeting,<br />
mostly from NGOs working <strong>on</strong> violence against women, told him that they had<br />
experienced enough <str<strong>on</strong>g>of</str<strong>on</strong>g> authorities telling women what to do, from the collective<br />
policies <str<strong>on</strong>g>of</str<strong>on</strong>g> Communism to the dominating patriarchal power <str<strong>on</strong>g>of</str<strong>on</strong>g> the family. <str<strong>on</strong>g>The</str<strong>on</strong>g>y<br />
said that the traditi<strong>on</strong>al family oppresses women, limits their freedom <strong>and</strong> exists<br />
as the main c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> violence against women. This debate highlights an<br />
intensive future discourse in Kosovar society about the future role <str<strong>on</strong>g>of</str<strong>on</strong>g> the Albanian<br />
family <strong>and</strong> the right <str<strong>on</strong>g>of</str<strong>on</strong>g> women to choose their own ways <str<strong>on</strong>g>of</str<strong>on</strong>g> living.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> situati<strong>on</strong> appeared to be significantly different am<strong>on</strong>g the Serbs.<br />
Nuclear families are dominant, <strong>and</strong> it is much more comm<strong>on</strong> that children go<br />
away to boarding schools, especially for university.<br />
Gender Issues <strong>and</strong> the Peacekeeping Missi<strong>on</strong>s<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> United Nati<strong>on</strong>s has adopted CEDAW, the Beijing Platform for Acti<strong>on</strong>,<br />
the Beijing +5 Platform for Acti<strong>on</strong>, <strong>and</strong> Resoluti<strong>on</strong> 1325 <strong>on</strong> <strong>Women</strong> <strong>and</strong> Peace.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Beijing Platform for Acti<strong>on</strong> c<strong>on</strong>tains a special secti<strong>on</strong> <strong>on</strong> mechanisms inside<br />
the United Nati<strong>on</strong>s <strong>and</strong> how to implement the Platform for Acti<strong>on</strong> within its work<br />
<strong>and</strong> structures. <str<strong>on</strong>g>The</str<strong>on</strong>g> European Parliament has adopted a Resoluti<strong>on</strong> <strong>on</strong><br />
Participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Women</strong> in Peaceful <str<strong>on</strong>g>C<strong>on</strong>flict</str<strong>on</strong>g> Resoluti<strong>on</strong> (2000).<br />
How are the United Nati<strong>on</strong>s policies <strong>on</strong> eliminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> discriminati<strong>on</strong><br />
against women <strong>and</strong> equal opportunities between women <strong>and</strong> men being<br />
implemented in the missi<strong>on</strong> in Kosovo? According to the Security Council<br />
Resoluti<strong>on</strong>s 1244 <strong>and</strong> 1325, the role <str<strong>on</strong>g>of</str<strong>on</strong>g> the Peacekeeping Missi<strong>on</strong>s is to secure<br />
peace <strong>and</strong> assist local people in rec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the area, developing all<br />
policies with a gender perspective. Additi<strong>on</strong>ally, the role is also to develop society<br />
towards democracy, respect for human rights, equal opportunities for women <strong>and</strong><br />
men, equity <strong>and</strong> a safe future. <str<strong>on</strong>g>The</str<strong>on</strong>g>se huge projects are <str<strong>on</strong>g>of</str<strong>on</strong>g> as much c<strong>on</strong>cern for<br />
women as for men, <strong>and</strong> women should be taking part equally in the peacebuilding<br />
<strong>and</strong> reshaping <str<strong>on</strong>g>of</str<strong>on</strong>g> society. <str<strong>on</strong>g>The</str<strong>on</strong>g> questi<strong>on</strong> is, is this a feasible goal?<br />
UNMIK, United Nati<strong>on</strong>s organizati<strong>on</strong>s <strong>and</strong> agencies <strong>and</strong> internati<strong>on</strong>al<br />
NGOs have played a significant role in the rec<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Kosovo. From the<br />
gender perspective there are many less<strong>on</strong>s to be learned. UNIFEM, UNICEF,<br />
<strong>UNFPA</strong>, IOM, FAO, UNDP, the UNMIK Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Gender Affairs <strong>and</strong> others have<br />
addressed many issues c<strong>on</strong>cerning the situati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> women. Much is being d<strong>on</strong>e<br />
to raise gender awareness am<strong>on</strong>g local people <strong>and</strong> to deal with special matters,<br />
such as trafficking in women. Local <strong>and</strong> internati<strong>on</strong>al women together managed<br />
to get the support for the nominati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> six women as members <str<strong>on</strong>g>of</str<strong>on</strong>g> the Kosovo<br />
