October 2000. <str<strong>on</strong>g>The</str<strong>on</strong>g> Council asked the Secretary-General to “carry out a study <strong>on</strong><br />
the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> armed c<strong>on</strong>flict <strong>on</strong> women <strong>and</strong> girls, the role <str<strong>on</strong>g>of</str<strong>on</strong>g> women in peacebuilding<br />
<strong>and</strong> the gender dimensi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> peace processes <strong>and</strong> c<strong>on</strong>flict resoluti<strong>on</strong>.”<br />
Security Council Resoluti<strong>on</strong> 1325 called “<strong>on</strong> all actors involved in<br />
negotiating <strong>and</strong> implementing peace agreements to adopt a gender perspective<br />
that included the special needs <str<strong>on</strong>g>of</str<strong>on</strong>g> women <strong>and</strong> girls during repatriati<strong>on</strong> <strong>and</strong><br />
resettlement, rehabilitati<strong>on</strong>, reintegrati<strong>on</strong>, <strong>and</strong> post-c<strong>on</strong>flict rec<strong>on</strong>structi<strong>on</strong>.”<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Resoluti<strong>on</strong> stated that:<br />
“Such a rec<strong>on</strong>structi<strong>on</strong> would include measures that supported local<br />
women’s peace initiatives <strong>and</strong> indigenous processes for c<strong>on</strong>flict<br />
resoluti<strong>on</strong>, <strong>and</strong> that involved women in all the implementati<strong>on</strong><br />
mechanisms <str<strong>on</strong>g>of</str<strong>on</strong>g> the peace agreements, as well as measures to ensure<br />
the human rights <str<strong>on</strong>g>of</str<strong>on</strong>g> women <strong>and</strong> girls, particularly as they are related to<br />
the c<strong>on</strong>stituti<strong>on</strong>, the electoral system, the police <strong>and</strong> the judiciary.”<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Resoluti<strong>on</strong> also called “<strong>on</strong> all parties to armed c<strong>on</strong>flict to take special<br />
measures to protect women <strong>and</strong> girls from gender-based violence, particularly<br />
rape <strong>and</strong> other forms <str<strong>on</strong>g>of</str<strong>on</strong>g> sexual abuse, <strong>and</strong> all other forms <str<strong>on</strong>g>of</str<strong>on</strong>g> violence in<br />
situati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> armed c<strong>on</strong>flict.”<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Internati<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> Development (ICPD)<br />
Programme <str<strong>on</strong>g>of</str<strong>on</strong>g> Acti<strong>on</strong> underscores that reproductive health is a universal human<br />
right <strong>and</strong> that reproductive health informati<strong>on</strong> <strong>and</strong> services should be available to<br />
all men <strong>and</strong> women, including those in difficult <strong>and</strong> emergency situati<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />
Beijing +5 document, Further Acti<strong>on</strong>s <strong>and</strong> Initiatives to Implement the Beijing<br />
Declarati<strong>on</strong> <strong>and</strong> Platform for Acti<strong>on</strong>, highlighted several forward-looking<br />
commitments by Governments that would advance the human rights <str<strong>on</strong>g>of</str<strong>on</strong>g> women<br />
<strong>and</strong> gender equality, particularly with respect to areas <str<strong>on</strong>g>of</str<strong>on</strong>g> violence against<br />
women, health, trafficking, armed c<strong>on</strong>flict <strong>and</strong> human rights.<br />
