Overview<br />
Operational Structure<br />
<strong>Zoological</strong> <strong>Parks</strong> <strong>Authority</strong> Board<br />
<strong>The</strong> Board is the governing arm <strong>of</strong> the <strong>Authority</strong><br />
and comprises eight members appointed by<br />
the Minister for Environment. Members may be<br />
appointed for any term not exceeding four years<br />
and are eligible for reappointment.<br />
During the reporting period, Mr Brian Easton<br />
was appointed Chairperson <strong>of</strong> the Board,<br />
replacing Mr Peter Metcalfe who served on the<br />
Board for six years. Two new Board members,<br />
Ms Nicole Moody and Mr John Knowles,<br />
were also appointed. <strong>The</strong>y replaced Ms Diana<br />
Warnock and Mr James Best who both served<br />
three-year terms.<br />
<strong>The</strong> Board met seven times in 2011‐12<br />
with a focus on setting the strategic and<br />
policy direction <strong>of</strong> the Zoo. <strong>The</strong> number<br />
<strong>of</strong> meetings attended by each member is<br />
shown in brackets. <strong>The</strong> Board carried out<br />
its responsibilities in line with an approved<br />
Code <strong>of</strong> Conduct for Government Boards<br />
and Committees.<br />
Mr Brian Easton Chairperson (7 out <strong>of</strong> 7)<br />
Appointed Chair <strong>of</strong> the <strong>Zoological</strong> <strong>Parks</strong><br />
<strong>Authority</strong> on 1 August 2011 for a three-year<br />
term, Mr Easton has a distinguished career in<br />
the Public Service spanning three decades.<br />
He served as CEO at Perth Zoo from 1999-2003<br />
and was also Vice President <strong>of</strong> the Executive<br />
Committee <strong>of</strong> the Australasian Zoos Association<br />
in this period. In 2003, Mr Easton became<br />
a Director <strong>of</strong> Melbourne Zoo assisting with<br />
strategic planning and designing new displays<br />
and visitor facilities. Until recently, he also<br />
operated a rural property based on sustainable<br />
living practices, encouraging community<br />
involvement through innovative displays and<br />
educational programs. He was appointed Chair<br />
<strong>of</strong> the Conservation Commission <strong>of</strong> <strong>Western</strong><br />
<strong>Australia</strong> on 1 January 2012.<br />
Dr Pam Garnett FACE PSM<br />
Deputy Chairperson (5 out <strong>of</strong> 7)<br />
Pam Garnett is the Dean <strong>of</strong> Curriculum at St<br />
Hilda’s Anglican School for Girls. She is also<br />
a member <strong>of</strong> the Council <strong>of</strong> Edith Cowan<br />
University. She was a member <strong>of</strong> the Premier’s<br />
Science Council <strong>of</strong> <strong>Western</strong> <strong>Australia</strong> and<br />
chaired the Council’s Education Working Group.<br />
Dr Garnett is a past president and life member<br />
<strong>of</strong> the Science Teachers Association <strong>of</strong> WA, a<br />
past chair <strong>of</strong> the Curriculum Council Chemistry<br />
Syllabus Committee and the past chair <strong>of</strong> the<br />
Science Learning Area Statement Committee<br />
<strong>of</strong> the Curriculum Framework. In 2003, she<br />
was awarded the Prime Minister’s Prize for<br />
Excellence in Science Teaching. Dr Garnett<br />
has a PhD from Edith Cowan University and<br />
a Masters degree from Curtin University <strong>of</strong><br />
Technology. She joined the <strong>Zoological</strong> <strong>Parks</strong><br />
<strong>Authority</strong> Board in March 2009 and was<br />
appointed Deputy Chairperson in September<br />
2010 for a three-year term.<br />
Mr Eric Ball OAM (6 out <strong>of</strong> 7)<br />
Mr Ball is a Senior Associate <strong>of</strong> the ANZ<br />
Institute <strong>of</strong> Insurance and Finance in private<br />
practice as a financial consultant. He was a<br />
foundation member <strong>of</strong> the Perth Zoo Animal<br />
Ethics Committee and is a member <strong>of</strong> the<br />
Animal Ethics Committees at Curtin University<br />
and the Department <strong>of</strong> Agriculture and Food.<br />
Mr Ball was Chairman and President <strong>of</strong> RSPCA<br />
WA from 1985 to 2004 and a member <strong>of</strong> the<br />
RSPCA <strong>Australia</strong> National Council until 2004.<br />
He received the RSPCA <strong>Australia</strong> Outstanding<br />
Service Award in 2005. He has sat on a<br />
number <strong>of</strong> advisory committees including the<br />
State Animal Welfare Advisory Committee and<br />
was awarded the Order <strong>of</strong> <strong>Australia</strong> Medal in<br />
2008 for his service to the community in the<br />
field <strong>of</strong> animal welfare. Mr Ball was appointed<br />
to the <strong>Zoological</strong> <strong>Parks</strong> <strong>Authority</strong> Board on<br />
30 October 2006 for a three-year term and<br />
was reappointed for a further three-year term in<br />
December 2009.<br />
