POSITION OBJECTIVE
Implements and coordinates crime diversionary programs to address WAPOL identified community
youth issues. Interacts with Prolific and Priority Offenders (PPO’s), young offenders (YO’s) and youth at
risk of offending (YAR’s).

ROLE OF WORK UNIT
Whilst the Youth Policing Division maintains responsibility for the recruitment, selection, training and
overseeing standards in accordance with the agreed Concept of Operations and Standard Operating
Procedures, the Youth Liaison Officer are locally deployed, supervised and managed by the relevant
districts within Regional Western Australia and Metropolitan Regions.
The Youth Liaison Officer establishes local problem profiles with the local Criminal Intelligence
Coordination Unit (CICU) and local Police to gain knowledge of the district crime trends involving
PPO’s, YO’s and YAR’s. The position coordinates the engagement and interaction with youth as a
means to contribute to the reduction in offending of young people.
Aligned to a national and state focus on youth at risk, the Youth Policing Division is responsible for
strategically shaping the WAPOL approach to policing youth. The Division provides an innovative
focus on ownership of juvenile justice and leadership in youth policing through policy development, the
development of effective internal and multi-agency external relationships, and through the provision of
operational support and guidance.
The Youth Policing Division comprises three (3) business units, including Youth Policing Operations,
Department of Education Liaison and School Leavers. Youth Liaison Officers will primarily engage
with the Youth Policing Operations business unit.
KEY RELATIONSHIPS
To maintain an efficient and effective service in addressing youth policing and juvenile justice, the
position implements and coordinates crime diversionary programs to address WAPOL identified
community youth issues in consultation and collaboration with government and non government
organisations. The position interacts primarily with PPO’s, YO’s and YAR’s and maintains a close
linkage with Youth Service Providers including the local PCYC, to engage youth at risk, particularly
PPO’s.
The incumbent will also develop and maintain productive working relationships with service providers
of diversionary programs for young people as well as engage local government authorities, working
groups and other relevant WAPOL business units that are pertinent to and actively work with PPO’s,
YO’s and YAR of offending.

External to WAPOL, the position will liaise with other government and non-government agencies in
the areas of justice, education, youth affairs, sport and recreation, child protection, local government,
sporting associations, local businesses to develop mutually beneficial outcomes that reduce the
offending rates of young offenders, particularly PPO’s.
DECISION MAKING ROLE
The incumbent has the autonomy to perform day-to-day designated duties within established policy
and guidelines with minimal supervision. Matters of a contentious nature or activities not within
normal business or activities outside standard practice are referred to the position’s line supervisor.
The position incumbent has capacity to make recommendations on changes to policy, procedures and
processes to the Youth Policing Division via their chain of command.

1.3 Develops and maintains relationships with local service providers, including the
local PCYC regarding available diversionary activities, programs and initiatives.
1.4 Liaises with local businesses and other community, government and non
government youth agencies on matters relevant to WAPOL and its crime
diversionary programs.
1.5 Ensures WAPOL juvenile justice objectives are met and reports on findings.
1.6 Identifies and assesses risk and implements risk management measures.
1.7 Undertakes Case Management of youth engaged in diversionary programs.
1.8 Participates in corporate training and development conferences to maximise
opportunities for improvement of services.
