That the practice <strong>of</strong> this House, based on decisions given for years past, had been : to prevent<br />

employer, and, -is the . Grown was a large employer <strong>of</strong> labour, considerable surns would b(<br />

chargeable to,the public revenue ; the Bill should therefore have been preceded by a<br />

Mcssage~ or have becii introduced by the Government, 294.<br />

That the motion for adjoqrnment would anticipate the Debate on the Lotteries Bill which ww<br />

among the Orders '<strong>of</strong> , the Day set down for consideration to-day, and was therefore out-<strong>of</strong><br />

Order, 343 .<br />

That the object in sending a Bill to a Select Committee was that amendments might be<br />

suggested which the Committee thought desirable . The amendments made were within the<br />

scope <strong>of</strong> theBill, and lie therefore ruled the Bill in Order, 345 .<br />
