That motion, without notice, " That John McFarlane, Esquire, be Chairman <strong>of</strong> Committees <strong>of</strong><br />

the whole House for the present Session" was in order, and stated 1 that lie was following<br />

the practice <strong>of</strong> the House, 24 .<br />

That motion in favour <strong>of</strong> State training its own civil engineers through the Railway Department,<br />

was improperly before the House, its the Sessional Order in reference to precedence<br />

<strong>of</strong> business took effect immediately it was passed, 20.<br />

That although the motion for the. adjournment, to discuss the proposal <strong>of</strong> the 'Minister for<br />

Works, in reference to dealing with the unemployed was Hot definitely set out in the motion,<br />
