That motion, without notice, " That John McFarlane, Esquire, be Chairman <strong>of</strong> Committees <strong>of</strong><br />
the whole House for the present Session" was in order, and stated 1 that lie was following<br />
the practice <strong>of</strong> the House, 24 .<br />
That motion in favour <strong>of</strong> State training its own civil engineers through the Railway Department,<br />
was improperly before the House, its the Sessional Order in reference to precedence<br />
<strong>of</strong> business took effect immediately it was passed, 20.<br />
That although the motion for the. adjournment, to discuss the proposal <strong>of</strong> the 'Minister for<br />
Works, in reference to dealing with the unemployed was Hot definitely set out in the motion,<br />
the mover having indicated<br />

That it was only necessary that the Order <strong>of</strong> Leave should disclose the general scope <strong>of</strong> a. Bill,<br />

as a matter <strong>of</strong> convenience, should state so ; the Coroner's Court Bill did not propose to<br />
alter any existing Act <strong>of</strong> <strong>Parliament</strong>, and -was, therefore, in order, 44 .<br />
That when the Deputy-Speaker occupied the Chair <strong>of</strong> the House his rulings had the same force<br />
and effect as those <strong>of</strong> Mr . Speaker, and motion to dissent from such ruling was in order, 60 .<br />
That motion for adjournment under 49th Standing Order was Sufficiently definite, 65 .<br />
That the practice for the past ten years had been not to allow Motions for Adjournment on<br />
subjects which could be discussed in Debate on the Estimates, he did not intend to reverse<br />
that practice, though under it, hardships occasionally occurred, he would give the matter<br />
consideration to see if in future some decision could be arrived at to overcome the present<br />
state <strong>of</strong> affairs, and enable the Adjournment to be moved under .sim ilar circumstances to<br />
