That motion, 11 That John INIT.cFarlane, Esquire, be Chairman <strong>of</strong> Committees <strong>of</strong> the NArliole House I<br />

for the present Session," was in order, though notice had not been given, the practice <strong>of</strong> the<br />

House, being followed, 24 . 1<br />

That motion in favour <strong>of</strong> State training its own civil engincers through the Railway Department<br />

was improperly before the -House, as Sessional Order in*reference to precedence ' <strong>of</strong> business<br />

took effect immediately it was passed, 29 .,<br />

That although the motion for adjournment to discuss tile proposal <strong>of</strong> the Minister for W6rks,<br />

in reference to dealing with the unemployed, -.v" not definitely set out in the motion, the<br />

mover, in his speech, had clearly indicated whaft the proposal was, and lie would allow the<br />

motion to be amended to that extent, and the debate to continue, 44.<br />

That so Ion,, as the Order <strong>of</strong> Leave disclosed - the general scope <strong>of</strong> a Bill, that was all that was<br />

necessary, although if a Bill proposed definitelyi to alter an Act <strong>of</strong> <strong>Parliament</strong>, the Ord er <strong>of</strong><br />

Leave, as a matter <strong>of</strong> convenience, should state so ; the Coroner's Court Bill did not propose<br />

to alter any existing Act <strong>of</strong> <strong>Parliament</strong>, and wa~', therefore, in order, 44 .<br />

That when the Deputy Speaker occupied the Chair <strong>of</strong> the House, his rulings had the same force<br />

and effect -,is those <strong>of</strong> 'vir. Speaker, and motion to*dissent from such ruling was in order, 60 .<br />

That motion for adjournment under the 49th Standing Order was sufficiently definite, 65.<br />

That the practice for the past ten years had been not to allow motions for adjournment oil<br />

subjects which could be discussed on the Estimates ; lie did not intend to reverse that<br />

practice, though under it hardships occasionally occurred . He . would give the matter<br />

consideration to see if in the future some decision could be arrived at to overcome tile<br />

present state <strong>of</strong> affairs and enable theadjournnient to be moved under similar circumstances,<br />

to draw, attention to matters <strong>of</strong> very urgent importance, 72 .<br />

That in discussing the clauses <strong>of</strong> a Bill, the general principles <strong>of</strong> an Act proposed to be<br />

with reference, to the adjournment <strong>of</strong> the House, was in effect evading Mr . Speaker's ruling<br />

" That item could be discussed in Committee <strong>of</strong> Supply," 219 .' The Chairman having put<br />

the Question to the Committee that the full aniount <strong>of</strong> Estimates under the con trol <strong>of</strong><br />

tile COIODicd Secretary be passed, Mr. John Hurley moved a reduction <strong>of</strong> the amount<br />

by X288, when the Chairman ruled that Mr . Nielse'n was not in Order in moving any<br />

amendment except for a larger amount, nor .in insisting before Mr . Hurley's ihotion was<br />

made, that lie (Mr. Nielsen) had a right to have the items <strong>of</strong> the Estimates put seriation .<br />

Mr. Speaker ' said the procedure in Committee '<strong>of</strong> Supply, was clearly laid down in Standing<br />

Order'No 336 . "flat .1 . Standing Order No . 336 could be set aside by concurrence, and<br />

lip, had to decide -%vhother concurrence had beei-i granted, and as five Departments had been<br />

dealt with by the Committee without . objectiou, lie must conclude that concurrence had,'<br />

been granted and lie ruled in that direction, 2'56 .<br />

RULINCS OF DEPUTv'.SPEAKE'11. :-<br />

That it was'the duty <strong>of</strong> tile Chairman to have putian amendment in such a way as would have,<br />

tested the feeling <strong>of</strong> the Committee, but so as not to preclude another Honorable TNIC111ber<br />

from moving his amendment . This rule is clearly laid clown in --iNfay,"10th edition)<br />

page 457, 49 .<br />

That the amendment to leave out certain words ii~ clause 4 <strong>of</strong> the Public Works Committee<br />

Bill would have the effect <strong>of</strong> increasing the charge upon the revenue, and was correctl<br />

ruled out <strong>of</strong> order by the Temporary Chairman, 50 .<br />
