Consolidated Hevenue Fund, nor interfere with Trade, the House. coidd not<br />
have been taken by surprise, as it must have understood that the Bill prod,to<br />
aniend the Wills, Probate, and Administration Act ; our Standing<br />
Vr'dee(r-', s did not provide for flybrid Bills, the Bill was therefore in Order, 75 .<br />
That the Constitntion Act had been consolidated with the Constitution Act Amendment<br />
'Act <strong>of</strong> 1884, with the rcsult that the proviso to section 26 altered tile<br />
positi6ii completely ; the proviso gave power to create by an Act other <strong>of</strong>fices<br />
<strong>of</strong> ~r6fit and the Department <strong>of</strong> Agricultiire Bill did not propose to amend<br />
the C6nstitution Act, hilt ool y to act under the power given in that proviso .<br />
He ruled the Bill in Order, 75 ' .<br />
That following the practice <strong>of</strong> the House, lie must ride the niotion for Adjollrnmeiit<br />
but <strong>of</strong> Order, because it dealt with a measure <strong>of</strong> new legislation that<br />
