MS NOREEN HAY to move—<br />

That this House:<br />

(1) Condemns the Government and the Minister for Transport for needing to undertake a global<br />

search for chief executive <strong>of</strong>ficers to head up Sydney Trains and <strong>New</strong> <strong>South</strong> <strong>Wales</strong> Trains<br />

replacing RailCorp.<br />

(2) Notes that in the lead up to the 2011 election the Government promised to fix the running time <strong>of</strong><br />

trains, currently running times are the worst in four years.<br />

(3) Calls on the Government and the Minister for Transport to meet the election promises and fix the<br />

problem <strong>of</strong> trains instead <strong>of</strong> spending money on recruitment agencies.<br />

(4) Acknowledges that quiet carriages are great, and calls for the provision <strong>of</strong> more carriages.<br />

2380 TRAIN SERVICES<br />

MS NOREEN HAY to move—<br />

That this House:<br />

(1) Calls on the Premier and the Minister for Transport to rule out implementing the Schott Report's<br />

recommendation to increase train fares by more than $1,000 per year.<br />

(2) Notes that such a proposed increase, at a time when overcrowding and on time running is getting<br />

worse, is a very poor service for commuters <strong>of</strong> the Illawarra and the State.<br />

(3) Acknowledges that under this proposal commuters may have to pay an extra $21 a week to get to<br />

work, as a weekly ticket from Wollongong to the Sydney CBD will increase from $59 to $80 per<br />

week.<br />

(4) Demands the Government address poor public transport services particularly rail, and abandon<br />

plans that propose to gouge commuters and revenue raise.<br />

2382 REGIONAL MOTOR REGISTRY CLOSURES<br />

MS NOREEN HAY to move—<br />

That this House:<br />

(1) Condemns the Premier and the Minister for Roads and Ports on their proposal to close regional<br />

motor registries which will result in cuts to frontline services.<br />

(2) Notes the proposed closures will inconvenience residents <strong>of</strong> regional areas when seeking to<br />

register vehicles, sit driving tests or renew licences.<br />

(3) Calls on the Minister to advise which motor registries will close and which regional communities<br />

will suffer loss <strong>of</strong> services.<br />

(4) Acknowledges the Government's disregard <strong>of</strong> residents in gouging $180 million extra a year from<br />

raising fines and installing a record number <strong>of</strong> speed cameras and in return <strong>of</strong>fering regional <strong>New</strong><br />

<strong>South</strong> <strong>Wales</strong> a much reduced motor registry service.<br />

2383 HEALTH CARE BENCHMARKS<br />

MS NOREEN HAY to move—<br />

That this House:<br />

(1) Condemns the Premier and the Minister for Health and Minister for Medical Research for the<br />

failure <strong>of</strong> emergency departments to meet basic healthcare benchmarks.<br />

(2) Acknowledges the statistics released by the Bureau <strong>of</strong> Health Information showing that only 58<br />

percent <strong>of</strong> patients are being treated and leaving emergency departments within four hours <strong>of</strong><br />

presentation compared to the national benchmark <strong>of</strong> 90 percent.<br />

(3) Notes that if there are not adequate medical and nursing staff and resources to meet the 90 percent<br />

benchmark by 2015, <strong>New</strong> <strong>South</strong> <strong>Wales</strong> risks missing out on vital Federal health funding.<br />

(4) Notes that triage 2 category patients, for serious conditions such as trauma, should receive<br />

treatment within ten minutes.<br />

(5) Notes with concern that at Wollongong Hospital people are waiting an average <strong>of</strong> an unacceptable<br />

46 minutes.<br />

2384 LOCAL GOVERNMENT INFRASTRUCTURE SUPPORT<br />

That this House:<br />

(1) Notes that the Minister for Local Government and Minister for North Coast recently visited the<br />

Kiama electorate.<br />

(2) Thanks the Minister for his support <strong>of</strong> the Kiama electorate through the Local Government<br />

Infrastructure and Renewal Scheme.<br />

(3) Commends the Government for helping local government fix the infrastructure backlog after the<br />

16 years <strong>of</strong> the previous Government.<br />

2386 ADAMSTOWN RAILWAY LEVEL CROSSING GATES<br />

The Government says it does not have any plans to close the Adamstown railway level<br />

crossing gates.<br />

The Department <strong>of</strong> Transport draft master plan lists the removal <strong>of</strong> the level crossing as an<br />

"immediate short-term" project.<br />

Freight and passenger trains cause regular traffic bottle necks at the crossing.<br />

(2) Urges the Minister for Transport to commit funding to remove the level crossing and find a<br />

solution to the gridlock at the railway crossing.<br />

2387 TERRORISM AND HOMICIDE VICTIMS' REMEMBRANCE DAY<br />

MR STEPHEN BROMHEAD to move—<br />

That this House:<br />

(1) Notes that Friday 12 October 2012 was <strong>New</strong> <strong>South</strong> <strong>Wales</strong> Terrorism and Homicide Victims'<br />

Remembrance Day.<br />

(2) Notes that the day was instigated by the Homicide Victims' Support Group (Aust) Incorporated<br />

and is a significant day <strong>of</strong> remembrance for family members <strong>of</strong> all acts <strong>of</strong> homicide and terrorism.<br />

(3) Notes that the day is about remembering the families left behind, the police and emergency staff,<br />

volunteers and counsellors also affected by these tragedies.<br />

(4) Notes that the day brings people together to reflect on the life or lives lost and provides<br />

community support for victims' families.<br />

(5) Congratulates Martha Jabour, Executive Officer <strong>of</strong> the Homicide Victims Support Group, on her<br />

(1) Notes that rail was the major form <strong>of</strong> transport for attendees at the popular <strong>New</strong>castle "Fat as<br />

Butter" concert.<br />

(2) Notes that rail provides the most efficient mass people transportation for city events, and had all<br />

attendees driven cars to the concert, chaos would have prevailed in the city.<br />

(3) Notes proposals by members <strong>of</strong> conservative groups to abolish the rail line, which would increase<br />

commuting by car.<br />

(4) Calls on the Minister for Transport to fund improvements to the rail line so as to encourage more<br />

rail commuting in the Hunter.

That this House:<br />

(1) Notes that State energy ministers have praised the Federal Minister for Resources and Energy for<br />

his statement that the States are not responsible for big increases in electricity prices on top <strong>of</strong> the<br />

carbon tax.<br />

(2) Commends the Minister for Resources and Energy, Special Minister <strong>of</strong> State and Minister for the<br />

Central Coast for his determination to make and implement changes to the electricity industry in<br />

<strong>New</strong> <strong>South</strong> <strong>Wales</strong> so as to drive down prices.<br />

(3) Condemns the Federal member for Lyne for his advocacy <strong>of</strong> a Federal takeover <strong>of</strong> electricity price<br />

regulation.<br />

(4) Notes that the Federal Minister for Resources and Energy described the member for Lyne as<br />

making threats to State governments over energy price regulation.<br />

(1) Notes that the NRMA and Regional Development Australia, have identified the Glendale<br />

Transport Interchange as a <strong>New</strong> <strong>South</strong> <strong>Wales</strong>, Hunter and regional priority.<br />

(2) Notes that 11 Hunter councils support the interchange as a major Hunter priority.<br />

(3) Notes that the Transport Masterplan does not mention the Glendale Interchange.<br />

(4) Urges the Minister for Transport to commit to this vital interchange and fully fund it.<br />

2391 BREAST CANCER AWARENESS<br />

MR STEPHEN BROMHEAD to move—<br />

That this House:<br />

(1) Notes that October is International Breast Cancer Awareness Month and that one in nine women<br />

in Australia will develop breast cancer before the age <strong>of</strong> 85 years.<br />

(2) Commends the Hunter Breast Cancer Foundation as a grassroots volunteer organisation that<br />

works co-operatively with doctors, nurses and other organisations to ensure the community has<br />

access to support services and information.<br />

(3) Congratulates Heather Kelly for her work in raising funds and awareness <strong>of</strong> breast cancer in the<br />

Great Lakes region.<br />

2392 EDUCATION RESOURCES<br />

MS SONIA HORNERY to move—<br />

That this House:<br />

(1) Notes that the Minister for Education has defended the $1.7 billion cut to school and TAFE<br />

systems, including 1,800 jobs "as difficult but necessary".<br />

(2) Notes the Report <strong>of</strong> Infrastructure <strong>New</strong> <strong>South</strong> <strong>Wales</strong> recommends that 90 percent <strong>of</strong> new public<br />

schools entrants be accommodated in existing schools.

(3) Cautions the Minister for Education that this recommendation will lead to crumbling public<br />

schools with ever-shrinking fields <strong>of</strong> multi-storey demountables.<br />

2393 FEDERAL MEMBER FOR LYNE<br />

MR STEPHEN BROMHEAD to move—<br />

That this House:<br />

(1) Condemns the Federal member for Lyne for his comments about the lack <strong>of</strong> standards in the<br />

federal parliament.<br />

(2) Condemns the Federal member for Lyne for supporting the Federal Government's immigration<br />

policy known as the "Malaysian solution" whilst acknowledging that his constituents hold<br />

conservative views on illegal immigration and boat people.<br />

(3) Condemns the Federal member for Lyne for supporting the retention <strong>of</strong> the former Speaker <strong>of</strong> the<br />

House <strong>of</strong> Representatives in the face <strong>of</strong> evidence that he was a person <strong>of</strong> poor character and<br />

unworthy <strong>of</strong> holding the <strong>of</strong>fice.<br />

(4) Notes that former Federal minister Con Sciacca described the hung parliament as bringing out the<br />

worst in its members through its reliance on independent members and leading to frustrations.<br />

(5) Condemns the Federal member for Lyne for continuing to support a minority government.<br />

(6) Notes that the majority <strong>of</strong> Australians want a Federal election to end the current parliament.<br />

2394 GOULBURN POLICE ACADEMY CANCELLED CLASS<br />

MS SONIA HORNERY to move—<br />

That this House:<br />

(1) Notes there will be 300 fewer police graduates due to the September class at the Goulburn Police<br />

Academy being cancelled.<br />

(2) Recognises there have been more than 100 armed robberies in the Hunter and at least 117<br />

shootings in Sydney to date this year.<br />

(3) Calls on the Minister for Police and Emergency Services and Minister for the Hunter to reinstate<br />

the cancelled class and increase police numbers in response to these increases in crime.<br />

2395 CHRONIC DISEASE DENTAL SCHEME CLOSURE<br />

MR STEPHEN BROMHEAD to move—<br />

That this House:<br />

(1) Condemns the Federal member for Lyne who voted to cut over $1 billion from Medicare with the<br />

closure <strong>of</strong> the Chronic Disease Dental Scheme.<br />

(2) Condemns the Federal member for Lyne whose actions will leave local residents with cancer,<br />

heart conditions, diabetes and other chronic diseases on public dental waiting lists for years.<br />

(3) Rebukes the Federal member for Lyne whose support for the closure <strong>of</strong> the Chronic Disease<br />

Dental Scheme will leave no scheme in its place until July 2014.<br />

(4) Notes that under the Chronic Disease Dental Scheme, dentists in Lyne are able to treat patients, 80<br />

percent <strong>of</strong> whom were concession card holders.<br />

(5) Condemns the Federal member for Lyne for his continued support <strong>of</strong> the Federal Government.<br />

That this House notes:<br />

(1) The resignation <strong>of</strong> 21 medical staff from the Hunter <strong>New</strong> England Mental Health Service in the<br />

past 18 months, coinciding with the election <strong>of</strong> the Government.<br />

(2) That frontline staff claim workload is the major contributing factor, as caseloads get out <strong>of</strong><br />

control.<br />

(3) Urges the Minister for Health to immediately increase funding for mental health services in the<br />

Hunter, with the employment <strong>of</strong> more medical staff, and reign in out <strong>of</strong> control workloads.<br />

2397 UNEMPLOYMENT RATES<br />

MR STEPHEN BROMHEAD to move—<br />

That this House:<br />

(1) Notes that since the election <strong>of</strong> the Government the <strong>of</strong>ficial unemployment rates from the<br />

Department <strong>of</strong> Education, Employment and Workplace Relations show a fall from 7.1 percent to<br />

6.4 percent, the lowest rate for more than two and a half years.<br />

(2) Congratulates the Deputy Premier, Minister for Trade and Investment and Minister for Regional<br />

Infrastructure and Services for his ongoing work in supporting the growth <strong>of</strong> jobs on the mid<br />

north coast.<br />

(3) Condemns the former Government on its inaction in dealing with falling employment rates and<br />

for its concentration on the large metropolitan cities and in doing so ignoring the needs <strong>of</strong> regional<br />

cities and towns and its residents.<br />

deemed as "close to natural condition".<br />

(2) Notes weeds now comprise 21 per cent <strong>of</strong> the total flora in the State and much native vegetation is<br />

degraded by farming, industrial pollution, development and logging.<br />

(3) Urges the Minister for the Environment to implement procedures that will reverse these statistics<br />

and trends.<br />
