Price Determinations<br />

Network Prices 2010-11<br />

Each June the Australian <strong>Energy</strong><br />

Regulator (AER) is required to approve<br />

<strong>Endeavour</strong> <strong>Energy</strong>’s proposed network<br />

prices for the upcoming financial year.<br />

On 3 June 2011 the AER advised that<br />

<strong>Endeavour</strong> <strong>Energy</strong>’s pricing proposal<br />

was compliant with Part 1 <strong>of</strong> the<br />

transitional Chapter 6 National Electricity<br />

Rules and the AER’s 2009 distribution<br />

determination and that all forecasts<br />

associated with the proposal were<br />

reasonable. The AER approved 2011–12<br />

network prices are effective 1 July 2011.<br />

<strong>Endeavour</strong> <strong>Energy</strong>’s network tariff<br />

strategy aims to efficiently and<br />

responsibly signal the costs associated<br />

with increased demand and network<br />

congestion while recovering the<br />

necessary revenues to support our<br />

investment programs.<br />

Consistent with the tariff strategy,<br />

<strong>Endeavour</strong> <strong>Energy</strong>’s network prices are<br />

designed to:<br />

Attain revenue sufficiency within the<br />

regulatory framework.<br />

Overseas Travel<br />

• Signal the long run marginal cost<br />

<strong>of</strong> supply through network tariffs.<br />

• Manage adjustment in a socially<br />

responsible manner.<br />

• Improve cost reflectivity and<br />

reduce revenue variability.<br />

• Preserve TransGrid’s transmission<br />

price signals where possible.<br />

• Encourage tariff and non-tariff<br />

based demand management<br />

opportunities, including voluntary<br />

time <strong>of</strong> use tariffs and tariffs that<br />

target network constraints on a<br />

locational basis.<br />

Regulated Retail Determination<br />

2010–13<br />

On 1 March 2011, <strong>Endeavour</strong> <strong>Energy</strong><br />

(formerly known as Integral <strong>Energy</strong><br />

Australia) completed the sale <strong>of</strong> its retail<br />

business (including the name Integral<br />

<strong>Energy</strong> Australia) to Origin <strong>Energy</strong> as<br />

part <strong>of</strong> the NSW Government’s energy<br />

reform strategy.<br />

As at 1 March 2011, Origin <strong>Energy</strong><br />

assumed the role <strong>of</strong> Standard Retail<br />

Supplier for customers within the<br />

<strong>Endeavour</strong> <strong>Energy</strong> network supply area.<br />

The Independent Pricing and Regulatory<br />

Tribunal (IPART) regulates the prices that<br />

a Standard Retail Supplier may charge<br />

customers whose electricity is supplied<br />

under a standard form supply contract.<br />

On 14 June 2011, IPART released<br />

its review into the total energy cost<br />

allowance and the subsequent impact on<br />

regulated retail charges to apply from 1<br />

July 2011.<br />

For a typical medium sized residential<br />

customer using 7,000 kWh per annum,<br />

IPART has estimated that the regulated<br />

retail price will increase on average by<br />

15.5% in 2011–12. Customers supplied<br />

within the Ausgrid and Essential<br />

<strong>Energy</strong> network areas are estimated<br />

to experience a regulated retail price<br />

increase <strong>of</strong> 17.9% and 18.1%, respectively.<br />

The two main drivers <strong>of</strong> this increase<br />

are the AER approved rise in network<br />

charges (approximately 47% <strong>of</strong> the<br />

increase) and the new costs arising from<br />

changes to the Renewable <strong>Energy</strong> Target<br />

(RET) scheme (approximately 40% <strong>of</strong> the<br />

increase). The remainder <strong>of</strong> the increase<br />

is the result <strong>of</strong> increased wholesale<br />

energy costs and retail costs and margin.<br />
