The Major Capital Works project announced in the 2009⁄10 State Budget and the Commonwealth<br />
Government's Building the Education Revolution project recently approved in Round 3 <strong>of</strong> the Primary<br />
Schools for the 21st Century component have been combined and will be managed and delivered as one<br />
project in order to leverage <strong>of</strong>f their combined finance.<br />
The scope <strong>of</strong> work for this project is currently in the planning stages. Consultation with the school<br />
community is ongoing.<br />
*7314 FORMER ST IVES VEGETATION TIP SITE—Mr Jonathan O'Dea asked the Minister for Planning, and<br />
Minister for Redfern Waterloo representing the Minister for Police, Minister for Lands, and Minister for<br />
Rural Affairs—<br />
Regarding the former St Ives vegetation tip site <strong>of</strong>f Mona Vale Road:<br />
(1) How <strong>of</strong>ten has the pumping station, which collects leachate effluent from the tip and returns it to<br />
ponds above the site, broken down in the last five years?<br />
(2) What monitoring is in place to ensure effluent from the site is not leaching into the Middle Harbour<br />
headwaters catchment, particularly when the pump breaks down and during heavy rain periods?<br />
(3) Is there any evidence that the leachate has bypassed the pumping station and entered into the Middle<br />
Harbour Creek system?<br />
(4) What measures are in place to ensure the leachate does not enter the system?<br />
(5) What controls are in place to ensure the holding ponds at the site do not become a breeding ground<br />
for mosquitoes?<br />
(6) Has approval ever been granted by the Government for the excavation works on the site which now<br />
contains the former vegetation tip?<br />
(7) Are there plans to connect the area to Sydney Water's sewer system?<br />
(8) If not, why not, given the potential for leachate to enter the Middle Harbour headwaters catchment?<br />
Answer—<br />
Although the former tip site comprises Crown land that is held under permissive occupancy by Ku-ringgai<br />
Council, regulatory compliance matters are issues for the Department <strong>of</strong> Environment Climate<br />
Change and Water.<br />
