7527 PAYMENT OF OVERDUE BILLS—Mrs Judy Hopwood to ask the Deputy Premier, Minister for<br />

Climate Change and the Environment, and Minister for Commerce representing the Attorney General,<br />

Minister for Industrial Relations, Minister for Health, Minister for the Central Coast, Vice President <strong>of</strong><br />

the Executive Council—<br />

*7528 RURAL FIRE SERVICE ADVICE—Mrs Judy Hopwood asked the Minister for Emergency Services,<br />

and Minister for Small Business—<br />

(1) What is the procedure required to be followed by councils when Rural Fire Service (RFS) "advice" is<br />

requested regarding a LEP or other planning process?<br />

(2) Is this compulsory?<br />

(3) If not, why is it a choice councils may make?<br />

(4) Can councils have influence over whether the RFS does or does not complete a Bushfire Safety<br />

Authority?<br />

Answer—<br />

(1) Under section 117 <strong>of</strong> the Environmental Planning and Assessment Act 1979 the Minister for<br />

Planning issues directions that relevant planning authorities (such as councils) must follow when<br />

preparing planning proposals for new LEPs. Direction 4.4 - Planning for Bushfire Protection requires<br />

councils to consult with the Rural Fire Service (RFS) when preparing a planning proposal for a Local<br />

Environmental Plan (LEP) that will affect, or is in proximity to land mapped as bush fire prone land.<br />

(2) Yes.<br />

*7531 FIVEWAYS BUSES—Ms Clover Moore asked the Minister for Transport, and Minister for the<br />

Illawarra—<br />

With respect to transport links between the Fiveways centre in Paddington and the Edgecliff Interchange,<br />

which is the key local transport node with trains, buses, essential services and major shopping centres:<br />

(1) What analysis has the Government done to identify the need for public transport links between the<br />

Paddington Fiveways and Edgecliff Interchange?<br />

(2) What requests for bus services between the Fiveways and Edgecliff Interchange have been received<br />

from the local community and Woollahra Municipal Council?<br />

(3) Given that the 389 bus is the only link to the Paddington Fiveways at present and runs east⁄west<br />

between the city and Bondi Junction, what plans does the Government have to provide north⁄south<br />

bus services that would link Paddington Fiveways with Edgecliff Interchange?<br />

Answer—<br />

The Government has undertaken a major integrated network review <strong>of</strong> all the bus routes in the eastern<br />

suburbs, including those in the suburbs <strong>of</strong> Paddington and Edgecliff. I am advised that State Transit<br />

analysed feedback from the community on the changes proposed under the review prior to introducing<br />

the adjustments to the network on 26 April 2009.<br />

When designing bus services, in addition to carefully considering feedback from the community, State<br />

Transit has assured me that it considers developing trends and changing community needs, including<br />

travel patterns, bus route patronage, information on journeys to work, and land use developments.<br />

During the review <strong>of</strong> the eastern suburbs network, both bus users and non-bus users were given the<br />

opportunity to identify their bus travel issues and needs. I am advised that analysis <strong>of</strong> the responses<br />

showed no significant demand for a service to operate from Paddington Fiveways to the Edgecliff<br />

Interchange.<br />

I am advised that residents <strong>of</strong> Paddington Fiveways are already well serviced by existing bus routes<br />

linking to major centres within the eastern suburbs and to the city and beyond. State Transit has assured<br />
