(5) What opportunity does the community have to comment on development proposals?<br />
Answer—<br />
(1) Since the NSW Coastline Cycleway grants program began in 2003-04, 21 <strong>of</strong> the 23 eligible local<br />
councils have submitted proposals. These are:<br />
Tweed Shire Council<br />
Byron Shire Council<br />
Ballina Shire Council<br />
Richmond Valley Council<br />
Clarence Valley Council<br />
C<strong>of</strong>fs Harbour City Council<br />
Nambucca Shire Council<br />
Port Macquarie-Hastings Council<br />
Greater Taree City Council<br />
Great Lakes Council<br />
Port Stephens Council<br />
<strong>New</strong>castle City Council<br />
Lake Macquarie City Council<br />
Wyong Shire Council<br />
Gosford City Council<br />
Wollongong City Council<br />
Shellharbour City Council<br />
Council <strong>of</strong> the Municipality <strong>of</strong> Kiama<br />
Shoalhaven City Council<br />
Eurobodalla Shire Council<br />
Bega Valley Shire Council<br />
The two eligible councils that have not submitted proposals are Bellingen Shire Council and<br />
Kempsey Shire Council.<br />
(2) A six-step process for assessment <strong>of</strong> grant applications is outlined in the program guidelines. In<br />
summary, an assessment panel comprising representatives <strong>of</strong> the Department <strong>of</strong> Planning, the RTA<br />
and Bike NSW assesses applications on the basis <strong>of</strong> the assessment criteria specified in the program<br />
guidelines. The panel then makes recommendations for the Minister's approval.<br />
(3) Projects funded by the NSW Coastline Cycleway program must comply with a number <strong>of</strong> regulatory<br />
documents, including those listed in the program guidelines. A criterion for grant-funding is<br />
"adequate provision for environmental assessment".<br />
Climate change policy is a rapidly developing area. In the near future, local councils will be guided<br />
by the NSW Government's Draft Sea Level Rise Policy Statement and the draft NSW Climate<br />
Change Action Plan.<br />
(4) Most <strong>of</strong> the route <strong>of</strong> the Coastline Cycleway falls within the NSW Coastal Zone. Route planning<br />
seeks to avoid significant environmental impacts by using existing road reserves and similar<br />
easements where possible. Where the planned route passes through National Parks, only established<br />
public roads, fire trails and management trails will be used, in keeping with the current National<br />
Parks Cycling Policy.<br />
(5) Project assessment favours applications that are integrated into a local Bike Plan and that<br />
demonstrate community support. Where a DA is required for construction work, this is subject to the<br />
EP&A Act, 1979.<br />
