(1) What numbers and how many in each hospital in NSW for 2005 to 2007 inclusive?<br />

(2) What numbers and how many in each hospital in NSW for 2008?<br />

Answer—<br />

NSW Health supports the provision <strong>of</strong> separate accommodation for children and young people in<br />

hospital.<br />

In outpatient settings, it is not uncommon for children and young people and adults to wait together for<br />

clinics in the same area. There are also times when either, due to physical location constraints, or due to<br />

service delivery issues (such as workforce) that co-location may be necessary.<br />

Area Health Services have reported that they have developed local policies, underpinned by a risk<br />

minimisation framework and compliant with relevant legislation, to protect the safety <strong>of</strong> children in<br />

hospital settings. Where co-location does need to occur, Area Health Services have developed processes<br />

to ensure that patients are moved to appropriate environments as soon as possible.<br />

The NSW Department <strong>of</strong> Health does not routinely collect data on children placed in adult wards. To<br />

provide the level <strong>of</strong> detail sought by the Member would, on this occasion, unjustifiably divert the<br />

resources <strong>of</strong> the Department <strong>of</strong> Health and Area health Services away from the exercise <strong>of</strong> their core<br />

functions.<br />

*7455 LOCAL ENVIRONMENTAL PLAN—Mr Kevin Humphries asked the Minister for Planning, and<br />

Minister for Redfern Waterloo—<br />

(1) How long has the Moree Plains Shire Council been engaged in the Local Environmental Planning<br />

process?<br />

(2) How many times has the LEP been submitted to the Department <strong>of</strong> Planning for approval?<br />

(3) Why has the process taken so long?<br />

(4) What timeframe is expected for the release <strong>of</strong> the Moree Plains Shire LEP?<br />

Answer—<br />

(1) The Department <strong>of</strong> Planning received formal notification from Moree Plains Shire Council on 22<br />

<strong>No</strong>vember 2005 <strong>of</strong> its resolution to prepare a new Comprehensive LEP for the Local Government Area.<br />

(2) and (3) Moree Plains Shire Council has submitted the Draft Comprehensive LEP to the Department<br />

once. It was submitted in March 2009, but it was returned as it did not satisfy the Standard Instrument<br />

(LEP) Order, and Council's Growth Management Strategy which is meant to underpin and inform the<br />

LEP had not been completed.<br />

(4) It is anticipated that Council will resubmit the draft Plan to the Department before the end <strong>of</strong> 2009<br />

seeking approval for its public exhibition. It is hoped that the LEP will be on public exhibition before the<br />

end <strong>of</strong> 2009, or early 2010, depending upon when a suitable draft Plan is submitted by Council.<br />

*7456 WIND FARM PRECINCTS—Mr Kevin Humphries asked the Deputy Premier, Minister for Climate<br />

Change and the Environment, and Minister for Commerce—<br />

(1) What are the proposed "wind farm precincts" and what are the designated areas across the State?<br />

(2) Is Coolah district a nominated area?<br />

Answer—<br />

(1) and (2) Six Renewable Energy Precincts are being established across NSW in areas with strong wind<br />

resources. These include: <strong>New</strong> England Tablelands; Upper Hunter; Central Tablelands; NSW⁄ACT<br />

border areas; <strong>South</strong> Coast; and Cooma⁄Monaro.<br />

The objective <strong>of</strong> the precincts is to provide help to local leaders and the community to maximise the<br />

economic opportunities <strong>of</strong> wind power, and to ensure development is appropriately located and<br />

designed.<br />

The Coolah district is located in the Upper Hunter Wind Precinct.<br />

In relation to AVOs in the Miranda Local Area Command, how many AVOs were breached in the<br />

following periods:<br />

(a) 2007;<br />

(b) 2008;<br />
