7082 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS MONDAY 12 OCTOBER 2009 (2) Has the Minister written to the Prime Minister or any other Federal Minister requesting funding for this project? (3) Has the Minister raised this issue at any COAG meeting? (4) If he has written or raised the issue at COAG, what was the result? Answer— I am advised that the Federal Government will provide $110.4 million, with the rest of the funding to be provided by the NSW Government. On 31 August 2007, the Federal Government announced a commitment to complete widening of the F5 between Brooks Road and Narellan Road, Campbelltown in partnership with the NSW Government. This commitment was included in the National Partnership Agreement on Implementation of Major Infrastructure Projects in NSW 2009-2014 signed by the Federal and NSW Governments in early 2009. *7448 NOTIFICATION OF CHILDREN AT RISK—Ms Pru Goward asked the Minister for Community Services— (1) With reference to the death of a newborn baby boy whose body was found wrapped in a towel in a vacant block of land at Belmont in December 2007, were the baby's siblings known to the Department of Community Services (DOCS)? (2) In the 12 months leading up to the discovery of the baby's body, were any reports made to DOCS about the family? Answer— (1) Yes. (2) Yes. *7449 OUT OF HOME CARE CONTRACTS—Ms Pru Goward asked the Minister for Community Services— (1) How many Out of Home Care contracts with non-government organisations (NGOs) arising from the March 2007 submission of expressions of interest have been finalised? (2) What percentage of children who are in Out Of Home Care are now being case managed by NGOs? (3) How does this compare with figures for (a) 2004 (b) 2005 (c) 2006 (d) 2007 (e) 2008? Answer— (1) To date 27 agencies have been contracted or are being contracted. (2) As at March 2009, 15.8 per cent of children and young people in out-of-home care were placed with non-government organisations. Of these, approximately 25 per cent have had case management formally transferred to a non-government organisation (3) (a) to (e) Case management transfer policy was effectively introduced on 1 July 2008. *7450 STATISTICS ON PARENTAL AGES—Ms Pru Goward asked the Minister for Community Services— (1) Does the Department keep statistical information regarding the ages of mothers who have children in out of home care? (2) If so, what is the breakdown of this information by age or age group? (3) Does the Department keep statistical information regarding the ages of fathers who have children in out of home care? (4) If so, what is the breakdown of this information by age or age group? (5) In what percentage of out of home care placements are birth fathers in contact with their children? Answer— (1) This information is not available at an aggregated level. (2) Not applicable. (3) This information is not available at an aggregated level. (4) Not applicable. Answer— The following Neighbourhood Centres in the Wyong area are receiving recurrent funding in the 2009-10 financial year: • Toukley Neighbourhood Centre • Wyong Neighbourhood Centre Community Development • San Remo Neighbourhood Centre • Berkeley Vale Neighbourhood Centre *7452 LAND ACQUISITION PROGRAM—Mrs Judy Hopwood asked the Minister for Planning, and Minister for Redfern Waterloo— With reference to Minister Administering the Environmental Planning and Assessment Act works-inprogress allocations in Budget Paper No. 4 of the 2009-10 Budget Papers: (1) For what purpose is the "general land acquisition (five year rolling program)" allocation? (2) How many lots have been purchased as of the current date from the "land acquisition for north west rail corridor" allocation? (3) What suburbs were the lots purchased in? (4) What is the total legal cost of the acquisitions? (5) Were any lots purchased under the Land Acquisition Act? (6) If so, how many? (7) Which legal firms were retained on behalf of the Government in relation to "land acquisition for north west rail corridor"? Answer— (1) Purchase of land identified in Environmental Planning Instruments with the acquisition authority identified as the Ministerial Corporation (the Minister administering the Environmental Planning & Assessment Act 1979). (2) 46. (3) Cherrybrook, Kellyville and Rouse Hill. (4) $141 million for the acquisition of the land (including legal costs for the transactions). (5) All lots have been acquired by negotiation in accordance with the provisions of the Land Acquisition (Just Terms Compensation) Act 1991. No lots were compulsorily acquired under the Act. (6) As per answer to Q5, no lots have been compulsorily acquired and therefore this question is not applicable. (2) What Local Area Commands will receive funding from the "radio communication - phase 2" allocation? (3) What Local Area Commands will receive funding from the "roll out of tasers to first response police" allocation? Answer— The NSW Police Force has advised me: (1) Newtown, Cobar, Nyngan, Warren, Wee Waa, Tumbarumba, Gundagai, Temora, Leeton, Surry Hills, Blacktown, Newcastle, Nelson and Laurieton.
