Answer—
I am advised that the Federal Government will provide $110.4 million, with the rest of the funding to be
provided by the NSW Government. On 31 August 2007, the Federal Government announced a
commitment to complete widening of the F5 between Brooks Road and Narellan Road, Campbelltown in
partnership with the NSW Government. This commitment was included in the National Partnership
Agreement on Implementation of Major Infrastructure Projects in NSW 2009-2014 signed by the Federal
and NSW Governments in early 2009.
*7448 NOTIFICATION OF CHILDREN AT RISK—Ms Pru Goward asked the Minister for Community
Services—
(1) With reference to the death of a newborn baby boy whose body was found wrapped in a towel in a
vacant block of land at Belmont in December 2007, were the baby's siblings known to the
Department of Community Services (DOCS)?
(2) In the 12 months leading up to the discovery of the baby's body, were any reports made to DOCS
about the family?
Answer—
(1) Yes.

*7449 OUT OF HOME CARE CONTRACTS—Ms Pru Goward asked the Minister for Community Services—
(1) How many Out of Home Care contracts with non-government organisations (NGOs) arising from the
March 2007 submission of expressions of interest have been finalised?
(2) What percentage of children who are in Out Of Home Care are now being case managed by NGOs?
(3) How does this compare with figures for
(a) 2004
(b) 2005
(c) 2006
(d) 2007
(e) 2008?
Answer—
(1) To date 27 agencies have been contracted or are being contracted.
(2) As at March 2009, 15.8 per cent of children and young people in out-of-home care were placed with
non-government organisations. Of these, approximately 25 per cent have had case management
formally transferred to a non-government organisation
(3) (a) to (e) Case management transfer policy was effectively introduced on 1 July 2008.

(1) Does the Department keep statistical information regarding the ages of mothers who have children in
out of home care?
(2) If so, what is the breakdown of this information by age or age group?
(3) Does the Department keep statistical information regarding the ages of fathers who have children in
out of home care?
(4) If so, what is the breakdown of this information by age or age group?
(5) In what percentage of out of home care placements are birth fathers in contact with their children?
