Answer—<br />
I am advised that the Federal Government will provide $110.4 million, with the rest <strong>of</strong> the funding to be<br />
provided by the NSW Government. On 31 August 2007, the Federal Government announced a<br />
commitment to complete widening <strong>of</strong> the F5 between Brooks Road and Narellan Road, Campbelltown in<br />
partnership with the NSW Government. This commitment was included in the National Partnership<br />
Agreement on Implementation <strong>of</strong> Major Infrastructure Projects in NSW 2009-2014 signed by the Federal<br />
and NSW Governments in early 2009.<br />

Services—<br />
(1) With reference to the death <strong>of</strong> a newborn baby boy whose body was found wrapped in a towel in a<br />
vacant block <strong>of</strong> land at Belmont in December 2007, were the baby's siblings known to the<br />
Department <strong>of</strong> Community Services (DOCS)?<br />
(2) In the 12 months leading up to the discovery <strong>of</strong> the baby's body, were any reports made to DOCS<br />
about the family?<br />

*7449 OUT OF HOME CARE CONTRACTS—Ms Pru Goward asked the Minister for Community Services—<br />
(1) How many Out <strong>of</strong> Home Care contracts with non-government organisations (NGOs) arising from the<br />
March 2007 submission <strong>of</strong> expressions <strong>of</strong> interest have been finalised?<br />
(2) What percentage <strong>of</strong> children who are in Out Of Home Care are now being case managed by NGOs?<br />
(3) How does this compare with figures for<br />
(a) 2004<br />
(b) 2005<br />
(c) 2006<br />
(d) 2007<br />
(e) 2008?<br />
Answer—<br />
(1) To date 27 agencies have been contracted or are being contracted.<br />
(2) As at March 2009, 15.8 per cent <strong>of</strong> children and young people in out-<strong>of</strong>-home care were placed with<br />
non-government organisations. Of these, approximately 25 per cent have had case management<br />
formally transferred to a non-government organisation<br />
(3) (a) to (e) Case management transfer policy was effectively introduced on 1 July 2008.<br />

(1) Does the Department keep statistical information regarding the ages <strong>of</strong> mothers who have children in<br />
out <strong>of</strong> home care?<br />
(2) If so, what is the breakdown <strong>of</strong> this information by age or age group?<br />
(3) Does the Department keep statistical information regarding the ages <strong>of</strong> fathers who have children in<br />
out <strong>of</strong> home care?<br />
(4) If so, what is the breakdown <strong>of</strong> this information by age or age group?<br />
(5) In what percentage <strong>of</strong> out <strong>of</strong> home care placements are birth fathers in contact with their children?<br />
