7062 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS MONDAY 12 OCTOBER 2009 Given last year the NSW Government publicly stated that it intended to introduce legislation to ban NSW Government indemnity against carbon liabilities from sale and lease contracts as part of its previous proposal to restructure the electricity industry, with regard to the NSW Government's new proposal to transfer electricity assets to the private sector: (1) Is the NSW Government committed to excluding the following indemnities from any electricity asset sale or lease, including of the retail market, generation sites and generators' trading rights, in its proposed industry restructure: (a) Financial assistance to meet national carbon permit costs; (b) Assurances that the NSW Government will not work to reduce electricity demand through State action or through opposition to national policies; (c) Concessions or guarantees that allow for indemnity where it can be shown that security of supply will be compromised; (d) Support for free permits or Federal compensation for the costs and charges of auctioning carbon permits through the Federal Government's Carbon Pollution Reduction Scheme; (e) Support for "safety valves" (such as coverage, time of entry of a sector, future relief mechanisms) in the Federal Government's Carbon Pollution Reduction Scheme; (f) Any other type of policy or financial assistance from carbon liabilities? (2) Are all power generation sites to be included in the sale for coal or gas powered electricity? (3) What potential for the inclusion of renewable energy sites in the sale has the NSW Government identified? (a) What type of renewable energy would these sites be for? (b) What would be their generation capacity? (4) Given the need to move to low emissions and sustainable energy production, what limits will the NSW Government place on the development of new - or the expansion of existing - coal and gas powered generation sites? Answer— (1) to (4) Information on the Government's Energy Reform Strategy is available at www.nsw.gov.au⁄energy *7386 PUBLIC SECTOR EMPLOYEES—Mr Jonathan O'Dea asked the Premier, and Minister for the Arts— (1) What was the total head count number of New South Wales public sector employees as at: (a) 31 December 2008; (b) 30 June 2009? (2) What was the total Full Time Equivalent number of New South Wales public sector employees as at: (a) 31 December 2008; (b) 30 June 2009? Answer— All public sector agencies report their staffing profile annually as part of their annual report. *7387 COST OF ADVERTISING CAMPAIGNS—Mr Jonathan O'Dea asked the Premier, and Minister for the Arts— (1) How many State Government advertising campaigns, in all forms of media, were conducted in the 2008-2009 financial year? (2) What was the total cost of these campaigns in the 2008-2009 financial year? (3) How much of this cost was spent on television advertising? (4) What campaigns are currently under way? Answer— (1) to (4) Information relating to Government advertising expenditure can be found in relevant annual reports. The New South Wales Government has committed to cutting Government expenditure on advertising by 25 per cent from the level of the 2007-2008 financial year. (2) How many people who were part of the redeployment program were then paid a redundancy in the 2007-08 and 2008-09 financial years? (3) What was the total redundancy amount paid to these employees in the 2007-08 and 2008-09 financial years? (4) Which department(s) is responsible for funding redundancy payments? Answer— (1) 71 per cent of registered excess employees seeking redeployment have been placed within 12 months. (2) and (3) Information in relation to this matter is held by individual agencies. (4) Each agency is responsible for funding its redundancy payments. *7389 BUDGET PAPER NO. 4—Mr Adrian Piccoli asked the Minister for Planning, and Minister for Redfern Waterloo representing the Minister for Police, Minister for Lands, and Minister for Rural Affairs— Regarding NSW Police Force infrastructure listed in the 2009-2010 Budget: In Budget Paper No. 4 at page 4-50 and 4-51 the following entries appear: Radio Communication - Phase 2 - Various Fit Out of Vehicles for Additional Police Officers - Various Mobile Data Terminal Upgrade - Various Upgrade of Information Communications Technology Equipment - Various What is the amount under each entry that has been allocated to the Murrumbidgee electorate? Answer— The NSW Police Force has advised me: Funding provided in the 2009-10 Budget for improvements to radio communications, mobile data terminals and information communications technology equipment are for statewide improvements to police systems. This funding is not allocated to specific Local Area Commands or electorates. Similarly, as the allocation to Local Area Commands of additional police officers attesting in 2010 has not yet been determined, it is not currently possible to estimate how funds for the fitout of vehicles for these police officers will be allocated to specific areas. *7390 TEACHER NUMBERS—Mr Adrian Piccoli asked the Minister for Education and Training, and Minister for Women— In relation to teacher recruitment by the Department of Education and Training: (1) How many teachers were recruited by the Department of Education and Training (DET) in: (a) 2004; (b) 2005; (c) 2006; (d) 2007; (e) 2008; (f) 2009 (to date)? (2) What is the approximate number of teachers recruited by the DET that have left the profession after: (a) one year; (b) two years; (c) three years; (d) four years; (e) five years?
