LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS<br />

MONDAY 12 OCTOBER 2009<br />

Given last year the NSW Government publicly stated that it intended to introduce legislation to ban NSW<br />

Government indemnity against carbon liabilities from sale and lease contracts as part <strong>of</strong> its previous<br />

proposal to restructure the electricity industry, with regard to the NSW Government's new proposal to<br />

transfer electricity assets to the private sector:<br />

(1) Is the NSW Government committed to excluding the following indemnities from any electricity asset<br />

sale or lease, including <strong>of</strong> the retail market, generation sites and generators' trading rights, in its<br />

proposed industry restructure:<br />

(a) Financial assistance to meet national carbon permit costs;<br />

(b) Assurances that the NSW Government will not work to reduce electricity demand through State<br />

action or through opposition to national policies;<br />

(c) Concessions or guarantees that allow for indemnity where it can be shown that security <strong>of</strong><br />

supply will be compromised;<br />

(d) Support for free permits or Federal compensation for the costs and charges <strong>of</strong> auctioning carbon<br />

permits through the Federal Government's Carbon Pollution Reduction Scheme;<br />

(e) Support for "safety valves" (such as coverage, time <strong>of</strong> entry <strong>of</strong> a sector, future relief<br />

mechanisms) in the Federal Government's Carbon Pollution Reduction Scheme;<br />

(f) Any other type <strong>of</strong> policy or financial assistance from carbon liabilities?<br />

(2) Are all power generation sites to be included in the sale for coal or gas powered electricity?<br />

(3) What potential for the inclusion <strong>of</strong> renewable energy sites in the sale has the NSW Government<br />

identified?<br />

(a) What type <strong>of</strong> renewable energy would these sites be for?<br />

(b) What would be their generation capacity?<br />

(4) Given the need to move to low emissions and sustainable energy production, what limits will the<br />

NSW Government place on the development <strong>of</strong> new - or the expansion <strong>of</strong> existing - coal and gas<br />

powered generation sites?<br />

(a) 31 December 2008;<br />

(b) 30 June 2009?<br />

(2) What was the total Full Time Equivalent number <strong>of</strong> <strong>New</strong> <strong>South</strong> Wales public sector employees as at:<br />

(a) 31 December 2008;<br />

(b) 30 June 2009?<br />

Answer—<br />

All public sector agencies report their staffing pr<strong>of</strong>ile annually as part <strong>of</strong> their annual report.<br />

*7387 COST OF ADVERTISING CAMPAIGNS—Mr Jonathan O'Dea asked the Premier, and Minister for the<br />

Arts—<br />

(1) How many State Government advertising campaigns, in all forms <strong>of</strong> media, were conducted in the<br />

2008-2009 financial year?<br />

(2) What was the total cost <strong>of</strong> these campaigns in the 2008-2009 financial year?<br />

(3) How much <strong>of</strong> this cost was spent on television advertising?<br />

(4) What campaigns are currently under way?<br />

Answer—<br />

(1) to (4) Information relating to Government advertising expenditure can be found in relevant annual<br />

reports.<br />

The <strong>New</strong> <strong>South</strong> Wales Government has committed to cutting Government expenditure on advertising<br />

by 25 per cent from the level <strong>of</strong> the 2007-2008 financial year.<br />

A variety <strong>of</strong> advertising campaigns operate at any one time to convey important information to the<br />

community.<br />
