*7380 TEXTILE MANUFACTURERS—NEW LEGISLATION—Mr Daryl Maguire asked the Minister for<br />

Transport, and Minister for the Illawarra representing the Attorney General, Minister for Industrial<br />

Relations, Minister for Health, Minister for the Central Coast, Vice President <strong>of</strong> the Executive Council—<br />

(1) Does the NSW Legislation (Ethical Clothing Trades Extended Responsibility Scheme) apply to<br />

imported textiles or other manufactured goods?<br />

(2) Can the Trade Practices Act be contravened by companies seeking confirmation that their business<br />

complies with the Act?<br />

(3) Is small business excluded from participating in wage claim hearings or impact <strong>of</strong> legislation to the<br />

industry enquiries?<br />

(4) If so, why?<br />

(5) How many businesses involved in textile manufacture have closed since the introduction <strong>of</strong> new<br />

legislation?<br />

(6) How many textile manufacturers have been fined under the new legislation?<br />

Answer—<br />

(1) <strong>No</strong>.<br />

(2) The Trade Practices Act, 1974 is legislation administered by the Commonwealth.<br />

(3) <strong>No</strong>.<br />

(4) N⁄A<br />

(5) The Office does not have a role in monitoring business closures.<br />

(6) The compliance activities <strong>of</strong> the Office <strong>of</strong> Industrial Relations are focused on education and<br />

voluntary compliance.<br />

While inspectors have identified 626 significant breaches <strong>of</strong> NSW industrial relations legislation<br />

during the current financial year, including 200 retailers not complying with either the voluntary<br />

code or the extended responsibility scheme, the parties voluntarily adjusted their practices to meet<br />

requirements.<br />

Follow up audits were undertaken to ensure that they remain compliant.<br />

*7381 BUSES USING WOOLLOOMOOLOO—Ms Clover Moore asked the Minister for Transport, and<br />

Minister for the Illawarra—<br />

With respect to the buses using the Domain Car Park bus layover during peak travel hours in order to<br />

reduce CBD traffic congestion:<br />

(1) How many transiting buses are expected to travel from the CBD through Woolloomooloo to reach<br />

the layover, and return again through Woolloomooloo each weekday and on weekends?<br />

(2) What assessment has the Government made <strong>of</strong> buses using Palmer Street instead <strong>of</strong> residential<br />

Crown Street, and what reasons prevent this route being used?<br />

(3) What assessment has been done about having some transiting buses using the Domain Car Park bus<br />

layover stopping in Woolloomooloo in order to provide additional public transport?<br />

(4) What plans does the Government have to reduce noise and traffic impacts <strong>of</strong> transiting buses using<br />

the Domain Car Park bus layover?<br />

(5) What strategies does the Government have to address bus congestion in the CBD in order to prevent<br />

the need for buses to travel through residential areas to layovers such as the Domain Car Park?<br />

(6) What plans does the Government have to address the long-term need for mass transit options that can<br />

move larger numbers <strong>of</strong> people more quickly and efficiently than buses?<br />

Answer—<br />

I am advised:<br />

(1) to (4) The Domain bus layover Development Application, submitted to Council in October 2008 and<br />

still waiting final Council approval, clearly articulates the proposal including bus numbers, impact<br />

assessment and alternative access options.<br />

(5) and (6) The Premier announced the establishment <strong>of</strong> a new transport super agency NSW Transport<br />

and Infrastructure on 11 June 2009. A key priority for the new agency is the preparation <strong>of</strong> a Transport<br />

Blueprint for NSW which is due for release by the end <strong>of</strong> the year. The Blueprint will set the framework<br />

for future investment <strong>of</strong> transport in NSW, including mass transit options for the CBD.<br />
