The allocation <strong>of</strong> resources to Local Area Commands is a matter for the Commissioner <strong>of</strong> Police.<br />

Workload and other policing data are continually examined to ensure policing resources are allocated<br />

adequately.<br />

*7335 PROPOSED REDUCTION OF REGISTERED AND ENROLLED NURSES—ALBURY<br />

ELECTORATE—Mr Greg Aplin asked the Deputy Premier, Minister for Climate Change and the<br />

Environment, and Minister for Commerce representing the Attorney General, Minister for Industrial<br />

Relations, Minister for Health, Minister for the Central Coast, Vice President <strong>of</strong> the Executive Council—<br />

In view <strong>of</strong> current proposals to reduce Registered and Enrolled Nurse working hours in the Albury<br />

electorate by 597 hours per week and to employ more Assistants in nursing:<br />

(1) What proposals are in place to ensure that at least two qualified nurses are rostered for duty after<br />

hours at smaller rural health facilities like Culcairn, Henty, Holbrook and Tumbarumba?<br />

(2) Has a risk assessment been conducted, as part <strong>of</strong> this proposal, to ensure these proposed reductions<br />

will not place patients at risk and to ensure the same level <strong>of</strong> care continues at these health facilities?<br />

(3) How many Registered and Enrolled nurse positions will be lost in the following health facilities:<br />

Tumbarumba, Culcairn, Henty, Holbrook and Corowa?<br />

Answer—<br />

The Greater <strong>South</strong>ern Area Health Service has a responsibility to work within its Budget, utilising the<br />

right numbers <strong>of</strong> staff with the right skillmix to meet the needs <strong>of</strong> the community.<br />

(1) The Greater <strong>South</strong>ern Area Health Service has ensured that one Registered Nurse and one Enrolled<br />

Nurse are rostered after hours where only two staff are on duty.<br />

(2) I am advised that yes, any changes to staffing composition are made ensuring that the health service<br />

is utilising right numbers <strong>of</strong> staff with the right skill mix to meet the needs <strong>of</strong> the community.<br />

(3) Greater <strong>South</strong>ern Area Health Service is currently in discussion with the NSW Nurses Association<br />

regarding nursing staff numbers across the Area Health Service. <strong>No</strong> final decision has been reached<br />

concerning any changes to skillmix or staffing levels.<br />

On 21 September 2009 the Director General issued a directive to each <strong>of</strong> the Chief Executives<br />

reaffirming the commitment to not allow voluntary redundancy <strong>of</strong>fers to be made to frontline staff.<br />

*7336 TRAIL BIKE INFRINGEMENTS—ALBURY LOCAL AREA COMMAND—Mr Greg Aplin asked the<br />

Minister for Planning, and Minister for Redfern Waterloo representing the Minister for Police, Minister<br />

for Lands, and Minister for Rural Affairs—<br />

(1) Are trail bike infringements recorded by the Police?<br />

(2) If so:<br />

(a) How many infringements were recorded in the Albury Local Area Command during the period<br />

1 July 2008 to 30 June 2009?<br />

(b) How many <strong>of</strong> these infringements were for illegal riding <strong>of</strong> a trail bike on Crown Land or<br />

Council Parks and Reserves?<br />

Answer—<br />

The NSW Police Force has advised me:<br />

(1) Trail bikes are classed as motorcycles on the police database and not recorded separately.<br />

(2) The Bureau <strong>of</strong> Crime Statistics and Research (BOCSAR) analyses NSW recorded crime statistics. I<br />

suggest the Honourable Member's questions are more appropriately addressed to the Attorney<br />

General, within whose portfolio the Bureau resides.<br />

*7337 UNDERGROUND PETROLEUM STORAGE SYSTEM REGULATIONS—Mr Greg Aplin asked the<br />

Deputy Premier, Minister for Climate Change and the Environment, and Minister for Commerce—<br />

Given that the Underground Petroleum Storage System regulations require all petroleum fuel traders to<br />

install underground monitoring wells by 2011:<br />

(1) Was consideration given to the costs facing small rural fuel providers in implementing this measure?<br />

(2) Was an assessment made <strong>of</strong> the number and location <strong>of</strong> small rural independent petroleum suppliers<br />

that might be unable to meet these costs and therefore close?<br />

(3) Was an assessment made <strong>of</strong> the impact on rural communities that stand to lose their only fuel<br />

supplier?<br />

(4) Have you or your Department approached the Federal Government for an assistance package for<br />

small independent fuel suppliers to assist with costs in meeting regulatory requirements to protect the<br />

environment?<br />
