*7332 AEROSPACE AVIATION AT BANKSTOWN—Mr Greg Aplin asked the Minister for Fair Trading,<br />

Minister for Citizenship, and Minister Assisting the Premier on the Arts—<br />

(1) What advice was provided to Indian students who contacted the Office <strong>of</strong> Fair Trading regarding<br />

Aerospace Aviation at Bankstown?<br />

(2) How many complaints were received by the Office <strong>of</strong> Fair Trading from students training with this<br />

company?<br />

(3) Did the Office <strong>of</strong> Fair Trading refer this information to other Federal and State departments?<br />

Answer—<br />

(1) to (3) I am advised that students who lodged complaints with the Office <strong>of</strong> Fair Trading were given<br />

assistance in order to resolve the dispute in an attempt to reach agreement. In instances where Fair<br />

Trading were unable to negotiate a satisfactory resolution the students were provided with the option<br />

<strong>of</strong> the pursuing the matter through the Consumer Trader and Tenancy Tribunal or seeking their own<br />

independent legal advice.<br />

During the period 1 January 2008 to 11 September 2009, Fair Trading recorded nine complaints for<br />

Aerospace Aviation Pty Ltd. Five <strong>of</strong> the complainants were made by international students.<br />

The complaints were managed appropriately in accordance with established complaint handling<br />

procedures and departmental protocols. <strong>No</strong> referrals were made to other State or Federal<br />

Departments.<br />

*7333 HOME INSULATION REBATE SCHEME—Mr Greg Aplin asked the Minister for Fair Trading,<br />

Minister for Citizenship, and Minister Assisting the Premier on the Arts—<br />

(1) How many complaints has the Office <strong>of</strong> Fair Trading received regarding the sales practices <strong>of</strong> ro<strong>of</strong><br />

insulation companies accessing the Federal Government rebate?<br />

(2) Why was this information not available to you for a media interview in early August 2009?<br />

(3) Should the review <strong>of</strong> the scheme by the Federal Auditor General identify traders in NSW who have<br />

acted inappropriately, will you initiate action against these businesses?<br />

Answer—<br />

I am advised by The Office <strong>of</strong> Fair Trading that as at 20 September 2009, 68 complaints have been<br />

received relating to the insulation rebate package.<br />

Fair Trading advised me that complaint levels did not indicate any significant increases in specific issues<br />

regarding ro<strong>of</strong> insulation in early August.<br />

However, I asked Fair Trading to monitor the situation and to set up a referral service where complaints<br />

received about the rebate would be referred to the Commonwealth Department <strong>of</strong> Environment, Water<br />

Heritage and the Arts and complaints about the installation <strong>of</strong> the insulation would be examined by Fair<br />

Trading.<br />

The Federal Department <strong>of</strong> Environment, Water, Heritage and the Arts administers the Commonwealth<br />

Government's Energy Efficient Homes Package which involves the provisions <strong>of</strong> insulation for<br />

residential homes across Australia.<br />

The Federal Department <strong>of</strong> Environment, Water, Heritage and the Arts considers existing fair trading<br />

legislation to be the primary means by which consumers who have accessed the scheme will seek redress.<br />

Unresolved complaints or those dealing with safety issues will be assessed by the Fair Trading Home<br />

Building Service. If appropriate, an on site inspection will be conducted.<br />

Where the trader fails to remedy any problem with the installation <strong>of</strong> the insulation at the request <strong>of</strong> a<br />

Fair Trading Inspector, a report from the inspector will be provided to The Federal Department <strong>of</strong><br />

Environment, Water, Heritage and the Arts for consideration as to whether the trader should be removed<br />

from the installer register maintained by the Federal Government.<br />

*7334 PROVISION OF TRAIL BIKES—ALBURY LOCAL AREA COMMAND—Mr Greg Aplin asked the<br />

Minister for Planning, and Minister for Redfern Waterloo representing the Minister for Police, Minister<br />

for Lands, and Minister for Rural Affairs—<br />

When will the Albury Local Area Command be supplied with their own trail bikes to combat the illegal<br />

use <strong>of</strong> trail bikes on Crown land and in other unauthorised areas across this rural electorate?<br />
