for six criteria pollutants after the passage of the Clean Air Act of 1970 (USEPA 2008). These<br />

pollutants include carbon monoxide (CO), ozone (O 3 ), nitrogen dioxide (NO 2 ), sulfur dioxide<br />

(SO 2 ), lead (Pb), particulate matter 10 microns or less in diameter (PM 10 ), <strong>and</strong> particulate<br />

matter 2.5 microns or less in diameter (PM 2.5 ). If an area does not meet (or that contributes <strong>to</strong><br />

ambient air quality in a nearby area that does not meet) the national primary or secondary<br />

ambient air quality st<strong>and</strong>ard for the pollutant, it is designated as “non-attainment.” If an area<br />

meets the national primary or secondary ambient air quality st<strong>and</strong>ard for the pollutant, it is<br />

designated in “attainment.” An area that cannot be classified on the basis of available<br />

information as meeting or not meeting the national primary or secondary ambient air quality<br />

st<strong>and</strong>ard for the pollutant is designated “unclassifiable” (USEPA 2008).<br />

The California Air Resources Board (CARB) is the lead state agency responsible for air quality<br />

<strong>and</strong> for assisting local air districts in California. CARB has set California area designations for<br />

ten criteria pollutants including ozone, PM 10 , PM 2.5 , CO, NO 2 , SO 2 , sulfates, lead, hydrogen<br />

sulfide, <strong>and</strong> visibility reducing particles (VRPs). If a pollutant concentration is lower than the<br />

st<strong>and</strong>ard, the area is classified as “attainment” for that pollutant. If an area exceeds the<br />

st<strong>and</strong>ard, the area is classified as “non-attainment” for that pollutant. If there are not enough<br />

data available <strong>to</strong> determine whether the st<strong>and</strong>ard is exceeded in an area, the area is<br />

designated “unclassified” (CARB 2010).<br />

CARB moni<strong>to</strong>red the entire Lake Tahoe Air Basin for ambient air quality via a multi-agency<br />

cooperative agreement with the Nevada Division of Environmental Protection. Currently, the<br />

Lake Tahoe Air Basin is classified as attainment or unclassified/attainment for all the National<br />

Air Quality St<strong>and</strong>ards criteria pollutants (CARB 2006). It is in attainment or unclassified for the<br />

California Ambient Air Quality St<strong>and</strong>ards for all criteria pollutants except for the California State<br />

24-hour Particulate Matter 10 (PM 10 ); however, it is in attainment for the annual average<br />

st<strong>and</strong>ard (Table III-1).<br />

The Tahoe Regional Planning Agency (TRPA) uses the air quality data for the Lake Tahoe<br />

Basin <strong>to</strong> check if the TRPA air quality threshold is met. In the TRPA 2006 Threshold Evaluation<br />

Report, non-attainment of thresholds by indica<strong>to</strong>rs included carbon monoxide, ozone,<br />

particulate matter, regional visibility, <strong>and</strong> vehicle miles traveled (TRPA 2006).<br />
