or quality of the site <strong>and</strong> its surroundings?<br />

d) Create a new source of substantial light or glare<br />

which would adversely affect day or nighttime views<br />

DISCUSSION<br />

a) Impacts <strong>to</strong> the scenic vista from deployment <strong>and</strong> removal of benthic barriers will consist of<br />

temporary boat use at the mouth of Emerald Bay. Boats are a very common fixture in the<br />

bay so this will not change the scenic vista. The black benthic barriers may be visible by<br />

boaters traveling in <strong>and</strong> out of the bay, but a fine sediment layer typically covers the<br />

barriers within days, making the barriers difficult <strong>to</strong> see unless specifically looking for them,<br />

resulting in less than significant impacts.<br />

b) Work will occur under the surface of the water <strong>and</strong> a considerable distance from state<br />

scenic Highway 89. No impact.<br />

c) Barrier deployment will be temporary in nature <strong>and</strong> the barriers will be installed <strong>and</strong><br />

removed during a period of six <strong>to</strong> 20 24 months. The existing visual character of the site<br />

will not be permanently altered. No impact.<br />

d) The project does not create a new source of light or glare. No impact.<br />
