than attachment <strong>and</strong> moni<strong>to</strong>ring of proper recovery. After all barriers <strong>and</strong> weighting<br />

materials are removed from the lake bot<strong>to</strong>m, they will be delivered <strong>to</strong> an established<br />

decontamination station. Decontamination will occur using high pressure, high<br />

temperature (140 degrees or greater) wash stations <strong>to</strong> remove any clam, algal, or other<br />

remaining biological material. This decontamination will occur at sites established <strong>and</strong><br />

operated by resource management <strong>and</strong> regula<strong>to</strong>ry agencies in the Lake Tahoe Basin<br />

that manage the Tahoe Boat Inspection Program.<br />

2.6 PROJECT REQUIREMENTS<br />

Under CEQA, the Department of Parks <strong>and</strong> Recreation (DPR) has the distinction of<br />

being considered a lead agency, a public agency that has the primary responsibility for<br />

carrying out or approving a project <strong>and</strong> for implementing CEQA. A responsible agency<br />

is a public agency other than the lead agency that has responsibility for carrying out or<br />

approving a project <strong>and</strong> for complying with CEQA. A trustee agency is a state agency<br />

having jurisdiction by law over natural resources affected by a project that are held in<br />

trust for the people of the State of California. With this distinction comes the<br />

responsibility <strong>to</strong> ensure that actions that protect both cultural <strong>and</strong> natural resources are<br />

always taken on all projects. Therefore, DPR maintains a list of Project Requirements<br />

that are included in project design <strong>to</strong> reduce impacts <strong>to</strong> resources.<br />

DPR has developed a list of St<strong>and</strong>ard Project Requirements that are actions that have<br />

been st<strong>and</strong>ardized statewide for the use of avoiding significant project-related impacts<br />

<strong>to</strong> the environment. From this list, st<strong>and</strong>ard project requirements are assigned, as<br />

appropriate <strong>to</strong> all projects. For example, projects that include ground-disturbing<br />

activities such as trenching would always include st<strong>and</strong>ard project requirements<br />

addressing the inadvertent discovery of archaeological artifacts. However, for a project<br />

that replaces a roof on an his<strong>to</strong>ric structure, ground disturbance would not be<br />

necessary; therefore st<strong>and</strong>ard project requirements for ground disturbance would not be<br />

applicable <strong>and</strong> would not be assigned <strong>to</strong> the project.<br />

DPR also makes use of specific project requirements. These are project requirements<br />

that are developed <strong>to</strong> address project impacts for projects that have unique issues; they<br />

would not typically be st<strong>and</strong>ardized for projects statewide.<br />

2.9 CONSISTENCY WITH LOCAL PLANS AND POLICIES<br />

The project is consistent with the DPR mission <strong>and</strong> its management directives aimed at<br />

preserving the state’s extraordinary biological diversity <strong>and</strong> protecting valued natural<br />

resources. The proposed project is consistent with local plans <strong>and</strong> policies currently in<br />

effect <strong>and</strong> is being coordinated with other agencies in the Tahoe Basin. Please see<br />

Chapter 3, Section X, L<strong>and</strong> Use <strong>and</strong> Planning, for further details.<br />
