Response: We believe the main concerns expressed in these comments are the potential problems associated with conducting installation or removal of barriers during the busy visitor use period. We agree and to the extent possible, we will avoid the busy visitor use period between Memorial Day and Labor Day, unless there are barriers that need to be re-secured or small modifications to the project are necessary. We will add a bullet to Mitigation Measure Rec-1 to state that “To the extent possible, all installation and removal activities will be scheduled outside of the high recreation period between Memorial Day and Labor Day.” In addition, Mitigation Measure Rec-1: Boating Access states that there will be coordination with tour boat operators, coordination with the U.S. Coast Guard, public notices, a boat positioned to provide information during operations, scheduling to avoid high recreation periods, and traffic control for motorized boat traffic for up to 6 hours per day for approximately a month during barrier installation and during removal. This traffic control will require closure of the mouth of Emerald Bay unless the water level is high enough to allow passage of nonmotorized boats and escorted passage of motorized boats, as stated in Mitigation Measure Rec-1: Boating Access bullet 3.
