the infestation is 600 feet. The barriers have not been secured with rebar driven in<strong>to</strong> the<br />

substrate during pilot activities (rebar was used as a weight laid over the <strong>to</strong>p of the barriers)<br />

<strong>and</strong> rebar inserted in<strong>to</strong> the substrate would not be necessary <strong>to</strong> complete this project. In<br />

addition, ponar grabs are a sampling method <strong>and</strong> avoiding sampling near the utilities would not<br />

impact sampling results. So, no subsurface disturbance anywhere within a potential utility area<br />

would be necessary <strong>to</strong> complete project activities.<br />

MOTORIZED WATERCRAFT POTENTIAL POLLUTANTS COMMENT<br />

Mo<strong>to</strong>rized water craft have the potential <strong>to</strong> contribute pollutants <strong>to</strong> the water column. These<br />

should be discussed <strong>and</strong> proposing mitigation measures such as routine boat maintenance<br />

<strong>and</strong> an emergency spill response kit should reduce this impact <strong>to</strong> less than significant. In<br />

addition, these potential pollutants should be called out in the Hydrology Section.<br />

RESPONSE<br />

The potential for water craft <strong>to</strong> contribute pollutants <strong>to</strong> the water column is discussed in<br />

Hazards <strong>and</strong> Hazardous Materials. Mitigation Measure Hazmat-1 requires routine boat <strong>and</strong><br />

equipment maintenance. This Mitigation Measure will be altered <strong>to</strong> include an emergency spill<br />

response kit <strong>and</strong> plan. The discussion contained in the Hazards <strong>and</strong> Hazardous Materials<br />

Section will be referenced in the Hydrology Section.<br />

DECONTAMINATION FACILITY COMMENT<br />

The discharge of wash water from the decontamination site should be identified as a potential<br />

impact <strong>to</strong> water quality. Water from the decontamination site should be collected, recycled,<br />

<strong>and</strong> disposed of properly. Wash water must not be co-mingled with s<strong>to</strong>rm water, <strong>and</strong><br />

discharge of wash water <strong>to</strong> the sanitary sewer must be disposed of in accordance with<br />

applicable laws <strong>and</strong> regulations.<br />

RESPONSE<br />

Mitigation Measure Hazmat-1 requires that benthic barriers be cleaned at an established<br />

decontamination facility authorized by the Tahoe Regional Planning Agency. The<br />

decontamination facility will be approved by regula<strong>to</strong>ry agencies in the Tahoe basin <strong>to</strong> meet all<br />

legal obligations as required under Mitigation Measure Hydro-1: Water Quality states that<br />

underwater AC control activities in Lake Tahoe require permits from the Army Corps of<br />

Engineers, Lahontan Regional Water Quality Control Board, Tahoe Regional Planning Agency,<br />

<strong>and</strong> the California Department of Fish <strong>and</strong> Game. All of these permits require moni<strong>to</strong>ring <strong>and</strong><br />

protective measures <strong>to</strong> ensure that project activities do not result in significant impacts <strong>to</strong> water<br />

quality. Project activities will not commence until all required permits are attained.<br />
