A <str<strong>on</strong>g>Report</str<strong>on</strong>g> <str<strong>on</strong>g>Card</str<strong>on</strong>g> <strong>on</strong> <strong>Wait</strong> <strong>Times</strong> <strong>in</strong> <strong>Canada</strong> 2012<br />

programs are required that permit seniors who were<br />

admitted to LTC from hospital but who have improved<br />

to the po<strong>in</strong>t where they no l<strong>on</strong>ger need LTC level of services,<br />

to graduate to residential level of care (or subsidized<br />

residences if required). This would thereby free up LTC<br />

beds for acute care patients for whom placement <strong>in</strong> l<strong>on</strong>gterm<br />

care is truly unavoidable.<br />

Future report<strong>in</strong>g should assess progress <strong>on</strong> activities<br />

perta<strong>in</strong><strong>in</strong>g to these three acti<strong>on</strong>s.<br />

6. Best practices <strong>in</strong> improv<strong>in</strong>g Canadians’ access<br />

to necessary care<br />

Provid<strong>in</strong>g timely access to necessary care is a shared resp<strong>on</strong>sibility.<br />

Governments have their role to play by, for example,<br />

adequately fund<strong>in</strong>g the system and support<strong>in</strong>g other stakeholders<br />

<strong>in</strong> mak<strong>in</strong>g process improvements. Providers are also<br />

part of the overall soluti<strong>on</strong> to improve the performance of our<br />

health care system. WTA members acknowledge that they<br />

must work collaboratively with other health care providers,<br />

patients and governments to help Canadians atta<strong>in</strong> timely,<br />

appropriate and equitable access to high quality, patientcentred<br />

health care. The WTA members can assist <strong>in</strong> a variety<br />

of ways, such as:<br />

• Identify<strong>in</strong>g best practices <strong>in</strong> improv<strong>in</strong>g access to quality<br />

care across <strong>Canada</strong>, (such as care pathways, referral pathways<br />

and EMR-embedded checklists), and share these to<br />

br<strong>in</strong>g about positive change;<br />

• Identify<strong>in</strong>g system reforms that affect access, such as<br />

advanced access models and multi-discipl<strong>in</strong>ary teams;<br />

and<br />

• C<strong>on</strong>tribut<strong>in</strong>g toward the collecti<strong>on</strong> of wait-time data.<br />

We note that dur<strong>in</strong>g the preparati<strong>on</strong> of this report card,<br />

many governments <strong>in</strong>formed the WTA of their own efforts<br />

to reduce wait times and/or improve the collecti<strong>on</strong> and<br />

report<strong>in</strong>g of wait times <strong>in</strong> their respective jurisdicti<strong>on</strong>s. For<br />

<strong>in</strong>stance, the Government of Newfoundland and Labrador<br />

recently developed strategies to reduce wait times for hip<br />

and knee replacement surgeries, as well as for emergency<br />

department visits. 19 These <strong>in</strong>clude such acti<strong>on</strong>s as tackl<strong>in</strong>g<br />

the backlog of patients wait<strong>in</strong>g for hip and knee jo<strong>in</strong>t<br />

replacement surgeries, adopt<strong>in</strong>g best practices from other<br />

prov<strong>in</strong>ces, and improv<strong>in</strong>g the measurement, collecti<strong>on</strong> and<br />

public report<strong>in</strong>g of wait times <strong>in</strong> emergency departments.<br />

The Government of Nova Scotia took steps to expand the<br />

list of procedures publicly reported <strong>on</strong> its website and supports<br />

the standardizati<strong>on</strong> of wait-time report<strong>in</strong>g across all<br />

prov<strong>in</strong>ces.<br />

The WTA salutes these efforts and str<strong>on</strong>gly encourages<br />

the collecti<strong>on</strong> and shar<strong>in</strong>g of such projects across the country<br />

for the benefit of others.<br />
