A <str<strong>on</strong>g>Report</str<strong>on</strong>g> <str<strong>on</strong>g>Card</str<strong>on</strong>g> <strong>on</strong> <strong>Wait</strong> <strong>Times</strong> <strong>in</strong> <strong>Canada</strong> 2012<br />

for knee replacement, these differences are strik<strong>in</strong>g and are<br />
present <strong>in</strong> most prov<strong>in</strong>ces.* A variety of factors lies beh<strong>in</strong>d<br />
these variati<strong>on</strong>s (e.g., lack of operat<strong>in</strong>g rooms <strong>in</strong> some<br />
regi<strong>on</strong>s, lack of nurses and specialists, uneven demand, suboptimal<br />
regi<strong>on</strong>al coord<strong>in</strong>ati<strong>on</strong>, low rates of wait list<br />
pool<strong>in</strong>g). Nevertheless, the causes need to be identified and<br />
strategies must be implemented to reduce them to the<br />
greatest extent possible.<br />

4. Grad<strong>in</strong>g prov<strong>in</strong>cial wait-time websites<br />
The ideal website should make it easy for patients, family<br />
members and health care providers to determ<strong>in</strong>e wait<br />
times <strong>in</strong> their area <strong>in</strong> a timely fashi<strong>on</strong> us<strong>in</strong>g reliable data.<br />
For the third c<strong>on</strong>secutive year, the WTA rated prov<strong>in</strong>cial<br />
wait-time websites as of April–May 2012 us<strong>in</strong>g the follow<strong>in</strong>g<br />
five criteria†:<br />
1. Timely: How often are the website’s wait-time data<br />
updated?<br />
2. Comprehensive: How many procedures are covered?<br />
3. Patient-friendly/Accessibility: How easy it is to f<strong>in</strong>d the<br />
wait time by procedure?<br />
4. Performance oriented: Is it easy for patients to determ<strong>in</strong>e<br />
how l<strong>on</strong>g the wait is compared to the benchmark?<br />
5. Quality/Reliability: Do reported wait times reflect the<br />
actual wait times, and are they reliable?<br />

Table 3 provides the results of the 2012 website grad<strong>in</strong>g. We<br />
are pleased to report that the quality of prov<strong>in</strong>cial wait-time<br />
websites c<strong>on</strong>t<strong>in</strong>ues to improve with the average score <strong>in</strong>creas<strong>in</strong>g<br />
from 3.7 out of 5 <strong>in</strong> 2011 to 3.9 <strong>in</strong> 2012 for an overall<br />
grade of B. This year, five prov<strong>in</strong>ces received a grade of A,<br />
compared to <strong>on</strong>ly 1 <strong>in</strong> 2010. Notwithstand<strong>in</strong>g the improved<br />
grades, the WTA would like to see more comprehensive<br />
report<strong>in</strong>g by all prov<strong>in</strong>ces <strong>in</strong> such areas as emergency care, cancer<br />
treatment and n<strong>on</strong>-surgical procedures such as psychiatry.<br />
Although it is not <strong>in</strong>cluded <strong>in</strong> with the prov<strong>in</strong>cial websites,<br />
the Government of Northwest Territories has plans to <strong>in</strong>clude<br />
<strong>in</strong>formati<strong>on</strong> related to wait times as part of its public report<strong>in</strong>g<br />
<strong>on</strong> system performance. This will <strong>in</strong>clude the track<strong>in</strong>g and<br />
m<strong>on</strong>itor<strong>in</strong>g of Alternative Level of Care (ALC) bed days.<br />
This year’s review of prov<strong>in</strong>cial wait-time websites <strong>in</strong>cludes<br />
<strong>in</strong>put from four patient representative groups as part of an effort<br />
to <strong>in</strong>crease the patient voice <strong>in</strong> the process.†† A summary of their<br />
comments is presented <strong>in</strong> Table 4 <strong>in</strong>dicat<strong>in</strong>g both the strengths<br />
and weaknesses of current prov<strong>in</strong>cial wait-time websites.<br />
* Quebec does not report <strong>on</strong> wait times us<strong>in</strong>g 90th percentile measure so it was not <strong>in</strong>cluded <strong>in</strong> this chart. However, a review of wait times for hip and<br />
knee replacement <strong>in</strong> that prov<strong>in</strong>ce also shows wide variati<strong>on</strong> between its regi<strong>on</strong>s (based <strong>on</strong> percentage of patients treated with<strong>in</strong> the 6 m<strong>on</strong>th benchmark).<br />
