McClure -1- July 08, 1986 Question 1(a) :If U.S. plants were built in the future based on a more standardized technology, would that make EPRI's job easier with respect to analyzing safety features and responding to operational problems? Answer: Standardization can have many advantages in improving both safety and economics. If a large percentage of future plants are built based on a more standardized technology, it should make both government and industry responsibilities easier to carry out with respect to analyzing safety features and responding to operational problems. Question 1(b): Would standardization help in your ability to identify "lessons learned" from any specific plant incidents? Answer: Standardization probably would not help our ability to identify "lessons learned" from any specific plant incident; however, standardization would simplify the process of determining how the lessons learned should be applied to other plants. Question 2: Does the Chernobyl accident heighten the need in this country to resolve outstanding questions related to the source term issue for U.S. commerical plants? Answer: In our opinion, it will be a natural result of the Chernobyl accident to increase U.S. interest in source term related issues. This increased interest will auger for an acceleration of resolution of these issues. EPRI's source term program has for the last few years been among the highest priority programs in EPRI's Nuclear Power Division. This priority rating is an indication of our feeling of urgency in resolving source term related questions. The results to date give strong indication that the source term for U.S. light water reactors is substantially lower than presently used in regulation to estimate public risk and determine emergency planning requirements. The data available from Chernobyl to date has not changed our position. However, there is a possibility that data from the accident can be applied to further define the source term. Many factors pertaining to the accident must be considered carefully before any conclusions can be drawn. We may never know, for example, the energy JJT:3706AD6a
