327 Questions from Senator Wallop 1) Euratom did not undertake any special activities in the days following the Chernobyl accident. 2) There were different reactions to the Chernobyl accident in the European countries. The most violent reactions were registered in the Federal Republic of Germany and in the Scandinavian countries, whereas the other countries did not experience such an intense reaction. Euratom did not have any integrating function for the European area in these discussions and reactions. 3) Euratom has not planned any discussions with the Soviet Union on reactor safety. On the contrary, the impulses for such discussions have been initiated by the IAEA in Vienna, and also by the Federal Republic of Germany at the proposal of Chancellor Kohl. 4) There is no agreement on an exchange of information concerning severe reactor accidents between the European Communities and the USSR. It is to be expected that negotiations on such obligations to provide information will be taken up at the IAEA negotiations timetabled for September in Vienna. 5) A strong anti nuclear movement is currently under way in the Federal Republic. Its major objective is to prevent construction of the planned reprocessing facility at Wackersdorf. The appointment of Mr Wallmann as Minister of the Environment, Nature Conservation and Reactor Safety was generally welcomed in the Federal Republic. In future even more attention will undoubtedly be paid to reactor safety. No further resolutions on the construction of nuclear facilities are pending at the moment or for the next two years. I believe that during this period the Federal Government will form a more consolidated opinion about reactor safety. In my view the concept of passively inherently safe reactors will also be given considerable attention by the Federal Government.
328 -2- 6) I am not aware that any scientists from Euratom have visited the Chernobyl plant. 7) The role of graphite-moderated reactors has been intensively .studied in the Federal Republic with respect to the Chernobyl accident. Expert opinion and official agencies have established that in Western reactors burning graphite cannot pose the same type of threat as in Chernobyl. The reason for this is that Western reactors are contained in prestressed concrete vessels protecting the reactor in all cases against the ingress of dangerous quantities of air.
